State law requires elected and appointed officials to receive training in specified ethics
laws and principles every two years. Newly elected and appointed officials must receive this
training within one year of becoming a public servant. This lively, example laden, two-hours
will make this mandatory training more tolerable — if not outright enjoyable. Sign-in begins at
9:30 a.m. and you must be pre-registered online and present for the full two hours to receive
the certification of attendance at noon.

new or renewed understanding of the sources and limitations of your powers, with a
focus on the Brown Act.:-
How to Run a Meeting

Meetings are a large part of how projects progress in today's environment However, there are
do's and don'ts when it comes to leading them. Simple actions from the proper way to make a
motion, administering Rules of Order, to, at times, dealing with people who will make progress
difficult. Gather essential takeaways and contribute to your current and future success.
Serving Your City
> 4:15 - 5:30 p.m.
The purpose of your current role is to serve your city and constituents. It is vital that you are
effective. There are proper ways to work with staff, recognize differences between policy and
political issues, and to always be prepared by reading all reports and doing your homework.
Review specific processes and techniques to facilitate change and progress in your city.

Take this opportunity to network with your peers over breakfast while discussing what you
have learned at this year's Planning Commissioners Academy. Write what you have learned
on the table top paper in order for it to be collected and compiled. This is a great chance
to write on a table (and not get in trouble for it), show off what you have learned and start
conversations with your peers.

The Future of Public Engagement in Planning

Public engagement is an increasingly important part of planning in California cities. Bringing
more residents, businesses, and other interested parties to the planning table can result
in more productive meetings and more innovative ideas. Working with community partners,
and connecting through social media and other interactive approaches, can encourage the
participation of a broader array of view and voices and add to the likelihood of planning and
economic development projects going forward with community support.
Legal and Legislative Updates

Take this opportunity to identify new statutes, cases, redevelopment (including AB 1484),
bankruptcy and legal issues as they relate to cities. The November 2012 elections carried
many items of great importance to the cities of California and may have substantial impacts.
Hear comprehensive, expert evaluation of the results and what they mean for your city.

The "New" Planning Commissioners Academy format has been designed to
allow commissioners, directors, planning staff, and other interested officials
the opportunity to learn about the basic planning and land use issues facing
cities, as well as refresh crucial knowledge pertinent to duties within their
city. The Academy provides fundamentals for new commissioners, as well as
more advanced application sessions for seasoned professionals.

is not complete until full payment is received. The League is unable to accept purchase orders.
Once registration is complete, you will be directed to the housing reservations page.

CANCELLATIONS
Advance registrants unable to attend will receive a refund of rate paid, minus a $75
processing charge, only when a written request is submitted to the Conference Registrar at
mdunn@cacities.orrs and received before 5:00 p.m. on Wednesday, February 6. Absolutely
no refunds will be provided after this date. Sending an alternate/substitute onsite will avoid
financial penalty.
