1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Present: Commissioner Couperus, Commissioner Mandle, Chair Partridge, Commissioner

2. PRESENTATIONS FROM THE FLOOR
There were no presentations from the floor.
3. PUBLIC HEARINGS
3.1 INITIAL STUDY AND NEGATIVE DECLARATION FOR THE GENERAL
PLAN PATHWAYS ELEMENT MASTER PATH MAP AMENDMENT to
reinstate the off road path connection between Eastbrook Drive and El Monte
Drive along the west side of Interstate 280 ( PN's 336-25-045, 336-25-047, and
336-42-026). CEQA Review: Negative Declaration (Staff -Nicole Horvitz).
Assistant Planner Nicole Horvitz presented the staff report.
Pathways Committee Chair Eileen Gibbons explained to the Commission that
the pathways were removed by the City Council in 2005, but with the Nicholson
subdivision providing more easements, the Committee voted to have the paths
reinstated, and is requesting that the Planning Commission forward a
recommendation of approval to the City Council.
Ms. Gibbons responded to questions from the Commission.
Chair Partridge opened the PUBLIC HEARING.

Babeck Havyati, Los Altos Hills, spoke in support of the added pathways, and
requested the Commission look at the pathway and traffic safety issues on Dawson
Drive.
Planning Director Debbie Pedro noted a correction to the map presented by the
Pathways Committee.
Commission engaged in discussion with Mr. Havyati over his concerns with
Dawson Drive.
The Commission called Traffic Safety Committee Chair Kjell Karlsson to the
podium to address these issues. Mr. Karlson stated he was not aware of these
issues, and that he would meet with Mr. Havyati to discuss possible solutions.
Bob Rogallo, Los Altos Hills, spoke in support of the pathway, but suggested it
would be better suited on the other side of the street from its proposed location.
Chair Partridge closed the PUBLIC HEARING.
Commission discussion ensued.
MOTION MADE AND SECONDED: Commissioner Couperus moved to forward
a recommendation to the City Council to approve the requested General Plan
Pathways Element, Master Path Map amendment, based on the Initial Study and
Native Declaration, and to adopt the revised pathway as presented by the
Pathways Committee. The motion was seconded by Commissioner Mandle.

MOTION MADE AND SECONDED: Commissioner Couperus moved to approve the
minutes from the June 6, 2013 Planning Commission meeting. The motion was seconded
by Commissioner Tankha.

8. REPORTS FROM FAST TRACK MEETINGS - JUNE 11, JUNE 18, JUNE 25 2013
8.1 LANDS OF YU; 25600 Elena Road, File# 24-13-ZP-SD-GD; A request for a Site
Development Permit for a new 5,594 square foot two story residence (Maximum
height 27'). CEQA review: Categorical Exemption per Section 15303 (a) (Staff -
Nicole Horvitz).
8.2 LANDS OF CHIU FAMILY TRUST; 12882 Viscaino Road, File# 293-12-ZP-
SD; A request for a Site Development Permit for a new 2,156 square foot single
story addition (Maximum height 25'). CEQA review: Categorical Exemption per
Section 15303 (a) (Staff -Nicole Horvitz).

8.3 LANDS OF DAYANOV; 26560 Anacapa Drive, File # 1-13-ZP-SD-GD; A
request for a Site Development Permit for a 5,122 square foot two-story new
residence (Maximum height 2T) with a 3,190 square foot basement and a 978
square foot swimming pool. CEQA review: Categorical Exemption per Section
15303 (a) (Staff- Cynthia Richardson).
9. REPORTS FROM SITE DEVELOPMENT MEETINGS - JUNE 25, 2013
9.1 LANDS OF ZEEV; 26493 Weston Drive, File #29-13-ZP-SD-GD; A request for
a Site Development Permit of a landscape screening plan for a new 6,252 square
foot residence, secondary dwelling unit, and swimming pool approved on March
13, 2012. CEQA review: Categorical Exemption per Section 15304 (b) (Staff -
Brian Froelich).
