Staff Report to the Planning Commission
SUBJECT: REVIEW OF TAAFFE ROAD METAL BEAM GUARDRAIL PROJECT

Review and make recommendations to City Council on the proposed Taaffe Road Metal
Beam Guardrail Project.
DISCUSSION:
Due to concerns raised by neighbors regarding a sharp curve on Taaffe Road, the Town
studied the neighbor's request to install a guardrail. In March of 2011, the Town's traffic
consultant prepared a study to evaluate the possibility of installing a guardrail or other safety
improvements on Taaffe Road near Elena Road. The recommendation from the traffic
consultant at that time was to improve signage. In March of 2012, a driver was unable to
negotiate the curve on Taaffe Road and went over the embankment striking the house located
at 26144 Elena Road. Per the attached police report, the cause of the collision was unsafe
speed for the conditions. The accident and guardrail request was discussed at a Traffic Safety
Committee meeting and the recommendation was to have the Town's traffic consultant
investigate further measures to increase safety.
The Town's traffic consultant prepared a draft traffic study that was discussed at a joint
Pathway and Traffic Safety Committee meeting on August 28, 2012 and the committee voted
unanimously to install a guardrail between the pathway and the private property.
In February 2013, staff secured funds to begin the design for the proposed guardrail as
recommended by the Traffic Safety Committee and the Pathways Committee. The. Town's
consultant completed the design and the project is ready for Planning Commission review.
Based on the Capital Improvement Project Review policy approved in April of 2013,
recommendations from the Planning Commission for the proposed Taaffe Road Metal Beam
Guardrail Project will be forwarded to the City Council for approval.
Staff is available to answer any questions of the Planning Commission or public.
COMMITTEE RECOMMENDATION:
On August 28, 2012, the joint Pathway and Traffic Safety Committee voted unanimously to
install a guardrail between the pathway and the private property.

Subject: Traffic Barrier Study for the Taaffe Road Curve in Los Altos Hills, California
Hexagon Transportation Consultants, Inc. has completed a traffic study that evaluates the possibility of
installing a guardrail or other safety treatment on Taaffe Road near Elena Road. There is a sharp curve on
Taaffe Road approximately 300 feet south of Elena Road. It is our understanding that at least one vehicle
has run off the road at the curve and landed in a resident's yard. There is a pedestrian/equestrian path that
runs adjacent to Taaffe Road and is situated between the existing raised asphalt curb and dense
vegetation that serves as a buffer between the path and the steep slope. This memorandum presents the
results of the Taaffe Road curve analysis.
Photo 1 shows a view of the curve looking north (approaching Elena Road). Photo 2 shows a close-up
view of the raised curb and adjacent path looking south.

Existing Conditions and Field Observations
Taaffe Road contains several horizontal curves, has a posted speed limit of 25 mph, and is slightly
downhill in the northeast bound direction. There is a combination horizontal alignment curve (W1-2) sign
and advisory speed (15 mph) sign on Taaffe Road heading eastbound/northbound toward Elena Road to
caution drivers that a sharp curve is approaching and to reduce speed.
Existing Traffic Volumes
Hexagon conducted directional volume tube counts on Taaffe Road just before the curve leading to Elena
Road. Counts were conducted in February 2011 for a one week period, so both weekday and weekend
traffic volume data are represented.
According to the tube count data, weekday traffic volumes on Taaffe Road peaked between approximately
8:00 AM and 9:00 AM in the morning, and between about 3:30 PM and 4:30 PM in the late afternoon.
Traffic volumes on Saturday peaked between approximately 12:45 PM and 1:45 PM.
The weekday average daily traffic (ADT) volumes on the study segment of Taaffe Road are approximately
800 vehicles, with about 85 vehicles during the AM peak hour and about 80 vehicles during the PM peak
hour. The Saturday traffic volumes are approximately 650 daily vehicles and about 70 peak hour vehicles.

Existing Vehicle Speeds
Hexagon collected vehicle speed data on Taaffe Road just before the curve near Elena Road for a one
week period. Based on 24-hour speed data collected, the average speed measured on Taaffe Road just
west of the curve was 26.5 mph. The 85"' percentile speed averaged about 32 mph for the week. Taaffe
Road has a posted speed limit of 25 mph, with 15 mph advisory posted for the curve being studied. Thus,
the speed data suggest that vehicles are not slowing to the recommended 15 mph around the curve.
Vehicle speed data are contained in Appendix B.
Accident Data
According to the Town of Los Altos Hills and the Santa Clara Sheriff's Office, in 14 years no vehicle
accidents have ever been reported at the subject curve on Taaffe Road. There is record of one vehicle
accident occurring on Taaffe Road approximately seven years ago. However, according to the Traffic
Collision Report, the single -car accident occurred 300 feet south of Taaffe Lane along a straight segment
of Taaffe Road, which is located about 700 feet from the subject curve. A single vehicle in the northbound
direction ran off the road struck a tree. No pedestrians or other vehicles were involved. It was clear and dry
and occurred during the daylight hours. The driver had not been drinking and there were no unusual
conditions.
Although there have been no reports of vehicle accidents on Taaffe Road at the subject curve, physical
evidence suggests three potential impacts with the raised asphalt curb since its installation, according to
the Sheriffs Office.
Barrier Warrant Analysis
Typically, the installation of traffic barrier systems is based on an analysis of certain roadside elements or
conditions. If the consequences of a vehicle striking something or running off the road are believed to be
more severe than hitting a traffic barrier, then a barrier such as a guardrail is considered warranted. The
American Association of State Highway and Transportation Officials (AASHTO) guidelines for
embankments are based on site conditions of slope height and angle. However, this approach does not
directly consider either the probability of a vehicle running off the road or the costs associated with
installing a barrier. Installing a barrier like a guardrail may not be cost-effective even if the drop-off is
severe, since guardrail installation can be expensive both for construction and maintenance. In addition,
the AASHTO guidelines are more applicable to high volume roadways such as state highways. For these
reasons, some states (including Kansas, North Carolina, Virginia, Georgia and Missouri) have refined the
AASHTO guidelines to address the decreased probability of crashes on roadways with lower traffic volume
and vehicle speed. The results of the analysis of all possible barrier warrants are shown below in Table 1.
The barrier warrant charts used for the analysis are contained in Appendix C.

Conclusions
Based on the results of the traffic barrier warrant analysis for embankments on the study segment of
Taaffe Road, the installation of a barrier rail would be warranted based on the crash severity criterion. That
is to say the consequences of a vehicle running off the road at the curve on Taaffe Road are estimated to
be more serious than hitting a traffic barrier. A barrier also would reduce the risk of a vehicle striking an
existing tree or crashing into the house located at the bottom of the embankment. However, this "severity"
approach does not consider the probability of a vehicle running off the road, the feasibility of installing a
properly engineered barrier at the subject location, the effect of the barrier on the existing pedestrian path,
or the costs associated with installing a barrier (installation and maintenance). These additional criteria
were used to evaluate the advantages and disadvantages of installing a barrier. The results are described
below.
Probability of an Accident
Based on 14 years of accident data, no vehicle accidents have ever been reported at the subject curve on
Taaffe Road. In addition, traffic volume and vehicle speed on Taaffe Road are both low. Therefore, it can
be concluded that the probability of a vehicle running off the road is extremely low.
Barrier Design and Installation
For the subject roadway segment, safe design of a barrier rail system may not be possible because there
is an existing driveway near the apex of the horizontal curve. This gap would leave the ends of the barrier
system exposed, which could create a hazard for motorists (near -miss accidents around the curve could
result in serious accidents if the barrier rail is installed at the wrong angle). End treatments for barrier
systems typically require long flairs that are terminated far away from the traveled way. At the subject
curve, it is unknown if these flairs could be built within the City right-of-way. Thus, the flairs could encroach
upon private property. More study is needed to determine whether installing a traffic barrier is feasible at
the study location.
Pedestrian Safety
The installation of a barrier system must not preclude the ability to maintain a pedestrian/equestrian path.
The subject street segment of Taaffe Road is not suitable for pedestrians and vehicles to share the
traveled way. The existing pedestrian path is not level and is relatively narrow. Adding a traffic barrier at
the curve, if possible, would reduce the width of the pedestrian path and could make the trail less safe for
pedestrians. Sacrificing pedestrian safety to possibly lessen the severity of a low probability accident is not
an acceptable trade-off.
Barrier Costs and Benefits
The cost -benefit analysis indicates that a barrier rail would not be cost-effective and should not be installed
at the curve on Taaffe Road. However, the Town still could choose to install a barrier provided it could be
designed safely, and the utility of the pedestrian/equestrian path adjacent to the road could be maintained.
Recommendation
A more cost-effective treatment to decrease the likelihood of a vehicle running off the road would be to
improve signage. The Sheriffs Office has recommended additional raised delineators to the top of the
existing raised asphalt curb (see Figure 1). This is a reasonable suggestion and would make the Taaffe
Road curve more visible both during the day and at night. An even higher visibility alternative would be to
install additional chevron alignment signs (W1-8) in addition to the raised delineators recommended by the
Sheriff's Office. As shown in Figure 1, there is only one existing chevron alignment sign.

Additional Recommendations
Currently, there is a combination horizontal alignment curve sign (W1-2) and advisory speed sign (15 mph)
on Taaffe Road heading toward Elena Road to caution drivers that a sharp curve is approaching and to
reduce speed. Since it appears that the change in horizontal alignment of the Taaffe Road curve is greater
than 135 degrees, the standard curve sign could be replaced with a hairpin curve sign (W1 -11):
The hairpin curve sign better reflects the actual roadway geometry. ^
Following the implementation of all signage recommendations, 24-hour vehicle speed data on Taaffe Road
should be collected and compared against the February 2011 data for the same location. Accordingly, for
future data collection the counting tubes should be placed near the 15 mph advisory speed sign before the
curve. A reduction in overall vehicle speed near the curve on Taaffe Road would indicate that the new
signage is effective and that the probability of a vehicle running off the road remains low.
If the new signage has no effect on vehicle speed near the curve, additional traffic calming measures or
traffic barriers could be considered at that time.

1 NOTIFICATION:

3 On. 3/31/2012 at approximately 1243 hours, County Communications advised of an injury accident
4 that had occurred on a residential property located at 26144 Elena Road in the Town of Los Altos
5 Hills. All times, speeds, and measurements are approximate, measurements were taken using
6 roll -a -tape.

8 SCENE DESCRIPTION:

10 Taaffe Road has one lane each for south -bound and north bound traffic. The posted speed limit on
11 Taaffe Road is 25 miles per hour. Approaching the left hand curve that D-1 Incerpi drove off of, .
12 are several cautionary sings posted along Taaffe Road. The first is a 15 mile per hour cautionary
13 sign that had a "U-turn" sign posted above it. A raised curb begins along the east curb* line of
14 Taaffe Road and continues throughout the curve. "Stop Ahead" is painted in large, white lettering
15 on Taaffe Road. Approximately seven orange colored left turn arrow cautionary signs are posted
16 along the roadway's east curb line. I took digital photographs of each of these signs and have
17 included them with this report.

21 D-1 Incerpi was driving north bound on Taaffe Road, towards its intersection with Elena Road. P-1
22 Hyver was a front seated passenger in D-1 Incerpi's vehicle. D-1 Incerpi drove around a left hand
23 curve on Taaffe Road at an unsafe speed. D-1 Incerpi lost control of her vehicle, D-1 Incerpi drove
24 east bound off the roadway, striking the roadway's raised curb, striking a cautionary left turn sign,
25 down a hillside that was approximately thirty five feet long and collided with a residence, located at
26 26144 Elena Road. Upon colliding with the residence, D-1 Incerpi's vehicle rolled over, knocking
27 down a basketball goal, and came to a stop upside down on this residence's driveway.

1 D-1 Incerpi and P-1 Hyver each sustained minor injuries. D-1 Incerpi's vehicle sustained major
2 damage and there was also damage to the comer of the garage at the 26144 Elena Road
3 residence.

5 STATEMENT OF DRIVER 1 KACEY INCERPI:

7 D-1 Incerpi picked up P-1 Hyver from her nearby residence on Dezahara Way. D-1 Incerpi drove
8 herself and P-1 Hyver north bound on Taaffe Road towards its intersection- with Elena Road. Both
9 D-1 Incerpi and P-1 Hyver were wearing their seatbelts and D-1 Incerpi was not talking on her cell
10 phone. The surface of Taaffe Road was wet from recent rainfall however it was not raining while
11 D-1 Incerpi was driving.

13 D-1 Incerpi approached a left hand turn on Taaffe Road. D-1 Incerpi drove around the left turn at
14 approximately twenty five to thirty miles per hour. D-1 Incerprs vehicle began sliding to the right
15 towards the east edge of the roadway. D-1 Incerpi's vehicle drove off the road way. Immediately
16 adjacent to the east side of Taaffe Road is a steep hill. D-1 Incerpi drove down this hill, knocked
17 over a left tum cautionary sign, crashed into a residence, and rolled over onto its roof. The vehicle
18 rolled over to its left (driver side) onto its roof.

20 D-1 Incerpi and P-1 Hyver were still inside the vehicle when it rolled over. D-1 Incerpi and P-1
21 Hyver were able to free themselves from the vehicle before emergency personnel arrived on
22 scene. D-1 Incerpi had not consumed any alcoholic beverages or any other drugs prior to driving.

26 P-1 Hyver was riding in the front passenger seat of D-1 Incerpi's vehicle. D-1 Incerpi drove north
27 bound on Taaffe Road towards Elena Road. D-1 Incerpi and P-1 Hyver were on their way to a
28 friend's house. D-1 Incerpi had not consumed any alcoholic beverages prior to driving. D-1 Incerpi

4 D-1 Incerpi was not talking on her cell phone, was not distracted by the vehicle's radio or doing
5 any other activity while driving.

9 County Fire Engine #7 and EMS Medic #35 arrived on scene

11 D-1 Incerpi suffered minor cuts and scrapes to the palms of her hands. On her left palm, D-1
12 Incerpi had a cut that was red in. color that was approximately one quarter of an inch in length. D-1
13 Incerpi also had a red mark on the tip of her left.ring finger that was red in color and approximately
14 one quarter of an inch in size. D-1 Incerpi did not complain of any pain anywhere on her person
15 and was not transported.

17 P-1 Hyver suffered minor cuts to her hands. P-1 Hyver had a red in color scratch mark on her right
18 middle finger that was approximately. one quarter of an inch long. P-1 Hyver also had a cut on her
19 right index finger,fhat was approximately one inch long. P-1 Hyver_ha&a-fed in color cut on the
20 right side of her neck that was circular in shape and approximately one eighth of an inch in
21 diameter. P-1 Hyver complained of slight pain to her neck, and was not transported.

25 This collision had three areas of impact, each area of impact was determined by the statements of
26 both parties and physical evidence. The first area of impact was approximately 301 feet south of
27 the prolongation of the south curb line of Elena Road and even with the east curb line of Taaffe
28 Road (D-1 Incerpi vs Curb). The second area of impact was approximately 282 feet south of the

7 ADDITIONAL FACTUAL INFORMATION:

9 D-1 Incerpi's driver's. license was issued to her on 2/29/2012 and possesses a current twelve
10 month restriction disallowing D-1 Incerpi from transporting passengers under the age of twenty
11 without a parent or legal guardian in the vehicle. P-1 Hyver is fifteen years old.

13 1 drove Taaffe Road towards Elena Road. As I approached the left hand curve that D-1 Incerpi
14 drove off of, I saw several cautionary sings posted along Taaffe Road. The first was a 15 mile per
15 hour cautionary sign that had a "U-turn" sign posted above it. A raised curb begins along the east
16 curb line of Taaffe Road and continues throughout the curve. "Stop Ahead" is painted in large,
17 white lettering on Taaffe Road. Approximately seven orange colored left turn arrow signs are
18 posted along the roadway's east curb line. I took digital photographs of each of these signs and
19 have included them with this report.

21 Both D-1 Incerpi and P-1 Hyver's parents arrived on scene. The home owner of 21644 Elena
22 Road (Vernon Nerrick, (650) 948-6577) exchanged information with D-1 Incerpi's father, Rodney
23 Incerpi (650-948-4701).

25 Ellson's Tow arrived on scene and towed D-1 Incerpi's vehicle per D-1 Incerpi's request.

While some of the items he reported on were up from last month, others were down. In
general things seem stable as far as law enforcement goes. Sheriff reported thadthings
were about the same -in general and there were no big spikes. Appendix A has the
details of what was reported during the meeting.
5- Agenda Items #4A at 8:10pm there was a lengthy discussion regarding the Circulation
Element. The Town Staff member Nicole Horvitz introduced the efforts made by outside
consultants to update this document.

7- It was reported that the study work to update the circulation element is required to be
done periodically so that the town has both a current plan in place and that due to
having a current plan in place can apply for grants from other agencies to help us fund
improvements to aid in circulation of cars, people, horses and bikes in our community.
The effort was reported to start in august, with public hearings scheduled in December,
January, and February. Members of the committee gave information to the consultants
regarding past information about the importance of non -automotive pathway and horse
paths. This information was.transferred to the consultants so that they could do a better
job in making recommendations regarding a comprehensive plan that incorporates
consideration of all elements of LAH traffic [ cars, pedestrians, bikers, and horses] .
Committee members also requested feedback from staff about the limitations on the
scope of work that the contract with the consultants included. It was the sense of the
committee that the town should maximize the information given to the consultants so
that they could do their contracted work and that the committee needed to know what
elements that might be of concern to their committee are might require a separate
contract or an increase in scope of the current contract. Town staff and consultants
were directed to give feedback to the committee on these items.
8- Agenda item 4B - members of -the town finance staff, presented the status of the towns
finances. In summary their message was positive.
9- Agenda item 6A re Taaffe road embankment study. The city engineer and committee
discussed a draft report from the consultants retained to research this matter. This
discussion did happen after 8 pm as the agenda suggested. Discussion started at
8:45pm. After a discussion the committee agreed to the following resolution:
"The Taaffe Road curve be addressed by adding a guard rail on the boundary of the
pathway and the private property. The city engineer is suggested to work with the
consultants to revise the draft report to cost out this alternative. "
Local property owners, pathway committee members present and traffic committee
members present agreed that this was a best case outcome. The resolution passed
unanimously.

Subject: Safety Improvements for Taaffe Road in Los Altos .Hills, California
Dear Mr. Chiu:
The purpose of this letter is to describe potential safety improvements on Taaffe Road in Los
Altos Hills;•: California. Near Elena Road,' „Taaffe Road has a sharp curve where a vehicle has
recently run off -the road and landed in -a resident's -yard. Hexagon completeda prior- study of - -
the subject curve, which indicated that a barrier would not be warranted because of the low
traffic volume on Taaffe Road (see Letter dated March 18, 2011). The study recommended
additional raised delineators and signage around the curve to help drivers negotiate the tum.
These.`delineators were installed by the Town. However, because of the recent accident, the
townh& requested ,that Hexagon investigate further measures to increase safety. The
measures -that were'studied to improve safety around the curve include the following:
InstalVadditional-signage: Part of the problem with the curve is that it has a
decreasing radius (i.e. it gets sharper further into the tum). Drivers that negotiate the
first part of the tum may not realize that they are carving too much speed for the
second part. :,Under -.existing conditions; there is just.one curve waming'sign well in
advance of the start of the turn. Additional curve warning signs could be installed; one
just before the curve and one between the first and second parts of the curve.
-. Install=speed"control=measures:'= Measures- that slow vehicles;down-ih-:adwance of the
-tum would'give drivers more -time to=react-to the-tum-andreduce-the'likelihood df --
crashes. This -could be'accomplished by installing speed humps in advance -of the
curve. The humps could`be designed so that drivers would -slow t6.15 mph 'in`advance
of the subject tum: However, speed: humps alsd cause additional delays to'emergency
vehicles. The -cost of installing speed humps would be approximately $20,000:
Re -grade the curve to improve the street super elevation. Changing the super -
elevation around the curve would increase the speed that a vehicle could safely traverse
ih6.curve, thereby. reducing the probability of a vehicle's tires losing contact with the
asphalt. However, this would not address the issue of inattentive drivers failing to
negotiate the curve. In addition, adding super -elevation on a residential street may also
inadvertently encourage drivers to increase their speeds around the turn. Drivers tend
to operate their vehicles at speeds that feel safe. Increasing the design speed of the
curve is counter to most design practices on residential streets, which is to encourage-
driversao operate vehicles'at slower speeds. 'Because of the -existing camber of Taaffe
Road around the curve, adding super elevation may require retaining walls on one or

both sides of the road and would require substantial reconstruction of the roadway. The
cost of this would exceed the cost of installing guard rail, and this option would still not
prevent.vehicles from running off the roadway. It is Hexagon's opinion that, relative to
the other measures described, changing the super elevation would be the least cost
effective option.
Increase the width of the outside travel lane. This improvement would give drivers a
greater area to recover if they fail to properly align their vehicles around the turn. This
could be accomplished by widening the road (similar to Barrier Option 1, below) and
using the additional 2 -3 feet of pavement as a shoulder area for the outside lane.
Instead of paint or thermoplastic, edge line stripe could be marked using raised
pavement reflectors, which when driven over, would alert drivers when they are entering
the shoulder area. The cost for this option would be approximately $230,000.
Install Barrier Rail between the Roadway and Pedestrian Path. There is limited
space available for a guardrail with the current roadway alignment because of the .
grades on both sides of the road and the presence of a pedestrian/equestrian path on
the east side of the curve. Two conceptual designs are described below (see
attached drawings and cost estimates). Both options would require that the existing
AC dike on the east side of Taaffe Road be replaced with Type F AC dike in
corijunction with the installation of the barrier rail (per Caltrans standard plans).
Option 1 would shift the existing roadway alignment up to 3.5 feet to the west
into the existing' side slope. New pavement, AC dike, and striping would be .
required. This option would require approximately 240 linear feet of retaining
wall on the west side of the road. A 20 -foot traveled way would be maintained
on Taaffe Road. Thep edestrian/equestrian path would remain in its current
location. The cost for this alternative would be $250,000. Based on the ROW
maps provided by the Town, this improvement could be completed within the
existing ROW and easements. However, temporary encroachment onto
private property maybe necessary during construction.
Option 2 would leave the existing roadway as is, but would shift the
pedestrian/equestrian path to the east. This option would require
approximately 230 linear feet of retaining wall on the east side of Taaffe Road.
The cost for this alternative would be $150,000. This improvement may require
an expansion of the existing easement by approximately 2 feet around the
existing curve. In addition, temporary encroachment onto private property may
be necessary during construction. A variation of this option would be to install
the barrier rail only on the northernmost part of the curve, which is where cars
have gone off the road in the past. The cost of this variation would be
approximately $95,000.

Install Barrier Raul between the Pedestrian Path and the Slope. This alternative would
place a barrier rail in the existing slope to the east of the existing pedestrian/equestrian path
(see attached drawing Option 3). The barrier rail would begin just north of the apex of the
curve. The existing roadway right of way, existing AC dike, and the pedestrian/equestrian
path would remain unchanged from the existing conditions. The cost for this alternative would
be approximately $40,000. Because standard barrier rail installations require approximately
2 feet of level clear space behind the barrier rail and the proposed design would install the
barrier rail on a steep slope, it is anticipated that a structural engineer would be required to
design the barrier rail so that it achieves the proper amount of deflection if struck by a vehicle.
It is unknown how deep the barrier posts would need to be in the ground, and/or if footings
would be required. For this reason, the cost of this alternative -has a higher degree of
uncertainty than the other cost estimates provided in this report. Barrier: rails are designed to
deflect, absorb the energy of -the vehicle, and reorient the vehicle back towards .the roadway.
Should the barrier -rail be designed too rigid (with footings), the barrier rail- would effectively
become a fixed object, which would increase the probability that the driver would be injured.
Because of this, use of footings for guardrail on state highways requiresspecial approval
from .Caltrans. If the barrier is not rigid enough, the. vehicle would crash through the barrier
rail and down the slope. Another potential issue with this design is that the existing'AC dike
(which is about 6. inches in height) may cause the vehicle to lose contact with the surface,
resulting in the vehicle striking the barrier rail in a manner it is not designed to accommodate.
Depending on the angle the vehicle strikes the AC dike and barrier rail, the vehicle's speed,
and the size of the vehicle, it is possible, that a vehicle could vault over the barrier rail and fail
to prevent it from proceeding down the slope into the house below. For this reason, the
installation of a barrier rail at the back of walk would not be as effective as placing the barrier
rail at the edge of the roadway. To, improve. the effectiveness of the barrier. system; Caltrans
recommends a 2 inch high AC dike (Type C) in front of the barrier rail (rather than the. existing
6° AC dike). Another alternative would be to design a custom barrier rail that is taller and
designed to be struck at a higher level.
Property Ower, initiated -Solution. All of the. aforoMentioned solutions are desig`ned to.:
protect one resideni ce from a wayward vehicle. Given'that a barrier rail is not needed based on
typical traffic engineering warrants, one solution is to allow the: property owner(s)'to construct
their own solution.with possible financial assistance from the Town. The -property owner(s)
could chose to plant mature trees or construct their own barrier on private property, or they
could apply for an encroachment permit for potential solutions in public right of way.

Capital Improvement Project Review Policy
Approved by City Council 4/18/2013
Code Sections:
There is no Municipal Code reference that stipulates requirements for review of Capital
Improvement Projects.
Intent:
The. purpose, of this policy is to outline typical review process for various types of Capital
Improvement Projects.
Policy:..:
1. Projects that"' involve new- landscape` planting and features 'will 'be reviewed by
Environmental Design Committee, and Plinrdifig Commission.
2.. New pathway projects will be reviewed by Pathway Committee, and Planning
Commission.
3. New above ground structures on Town lands or "right of ways will be reviewed by
Planning Commission.
4. Traffic Elements. (e.g. crosswalk improvements) will be reviewed by Traffic Safety
Committee, and Planning Commission.
5. Complete Street Elements will be reviewed by Traffic Safety Committee, Pathway
Committee, and Planning Commission.
6. Improvements: in Town,Open Space. will be reviewed by;Open Space. Committee. and
Planning. Commission.
7. The City Council may authorize exceptions to this Policy.
8. Emergency projects or public works projects of a routine nature including maintenance,
minor. repairs and alterations, as determined by the City Manager or designee are
excluded from the requirements of this Policy.
9. Committee and/or Commission recommendations to be presented to . City Council _for
approval.
