We cannot tell you how opposed to this we are. Having bright lights shine in our home so a
few people can play tennis would definitely reduce.the enjoyment of the home we have lived in
for 40 years and reduce its property value. We will fight this with petitions and courts if
we have to.
By the way, does this open the door to anyone else in Los Altos Hills who wants similar night
time lighting on their baseball fields, tennis courts, riding stables etc. to have lights?

We live in Los Altos Hills at 14197 Wild Plum Lane., Los Altos Eills.
We are a family of . tennis players. We joined FHCC.to play tennis. Due to work schedules,
we rarely get chance to play tennis during sunlight hours. By the time we come home, it is already dark.
Even though we belong to a tennis club, we cannot play tennis at FHCC because the club does not
have lighted courts. Many clubs in the the neighboring towns like Portola Valley or Palo Alto have lighted
courts.
Please approve FHCC's Tennis Court lighting proposal.

Los Altos Hills Planning Commission Members,
It is our understanding that you are considering the proposed request to light 5 tennis courts at Fremont Hills
Country Club. We are members and enthusiastically support this addition to our club. Our entire family plays
tennis and we would certainly benefit from the extra hours available to us, particularly in the winter when we
can not play after 5:00 PM. Additionally, our club would be able to provide more activities for both members
and non-members through clinics and instructional lessons in the evenings.
Night lights would attract more working members to .our club. We have know members who have left Fremont
Hills to join both University and Foothill Clubs because they worked and wanted to be able to use the facilities
in the evening. We have other friends who would not consider our club because without lights it did not
accommodate their work schedule in the winter.
We have played tennis at night lit by newly designed lights that emit almost no light outside of the immediate
area. Due to the low elevation of the proposed courts, there would be virtually no affect on the surrounding
homes and area.
,Fremont Hills Country Club is a unique club in a beautiful setting. We would like to see more people enjoy the
club and use it more often. We believe this would have the added benefit of increasing the value of the club as
well as property values in the Hills.
We have lived in Los Altos Hills for 17 years and been members of this club for 12 years.
For all of the reasons cited above, we strongly urge you to approve the night lights for Fremont Hills Country
Club. Thank you for your consideration.

I am a LAH resident at 27827 Via Felizand I am in support of lighting for the Fremont Hill
tennis courts. Community recreation of this nature is in keeping with LAH's emphasis on
outdoor activity and community engagement. A quiet neighborhood can become a stale
neighborhood. By contrast,, hearing .and seeing others engaged in physical and social activity
has a invigorating effect on everyone in the local vicinity!

To Los Altos Hills Planning Commissioners:
I would like to recommend that you approve the lighting request being submitted by Fremont
Hills Country Club. Sincethis project was first proposed several .years ago, the club has
worked diligently with the town and surrounding neighbors to address the concerns that had
been raised. I believe that the current proposal addresses all the'issues,'and provides a
very responsible compromise to meet -.everyone's needs.
Over the years, the club has been a great asset for the community, both for residents and for
town -wide group functions. The facilities not only provide a valuable social conduit for the
community., but. through the facilities for tennis, horseback riding, and swimming provide a
very important de facto addition to our recreation opportunities. By improving the lighting
on the tennis courts in this very controlled and limited way (as proposed by this project)
the facility becomes much more -available to all residents, both members of the club and the
residents of the town.
It is certainly in the best -interest not only of the club.but also of the residents of Los
Altos Hills to make sure that this facility remains vibrant.

I am writing concerning the application by Fremont Hills Country Club to obtain the necessary:
approvals to install lights on five of the lower elevation tennis courts at the Fremont Hills
facility. My understanding is the proposed -lights are much less invasive than older style
outdoor tennis court lights. Additionally the requested tennis courts are lowest in elevation
and the lights would be less noticeable.
At some future date there might be a request to install light on the Purissima Hills park
that includes the little.league fields. Like the Fremont Hills proposal these lights would
not be in close proximity to the few houses in the area.

Dear Brian,
My wife and my young daughter and I live at 12680 La Crest Drive, which situates right above the Country
club.
We are strongly against the proposal to put up night lights at the tennis court. Currently, there are enough noise
and light pollution coming from the club at night already.
In order to protect the rights of close -by neighbors who have to live with the club 24/7, Township should
consider placing restriction, not expansion, of activities at the club at night.

Hi Brian,
I'm writing to voice my support for Fremont Hills''request to have lights on the tennis courts. I have heard some
complaints about the noise, light and traffic generated by court lights and would like to comment on those.
Although we live on the other side of the hill now, we were at 12695 La Cresta for five years, with a direct view
of the club and the tennis courts. Based on our experience, the noise and light from eveningtennis would have
very little effect on the general quality of life for homeowners in that area. This is -mainly due to existing noise
and light from Interstate 280, which is quite significant and dwarfs any disturbance from Fremont Hills. Indeed,
the sounds of tennis were only audible to us on early weekend mornings, when freeway traffic was at its lowest
(it was a welcome change!). Light pollution from headlights on 280 was always present and very noticeable, at
all dark hours, unlike the court lights which,will go off during sleeping hours.
As to added traffic from the court lights, based on our experience, I would say this effect will, be quite
insignificant. Having routinely driven and walked in the area with my young children, I can say that I would not
change my habits at all or expect any major traffic changes_ from the small number of extra cars which might
visit the club during the evening hours.
i will finally add that any measure which promotes outdoor activity and fitness is, in my view, a good thing, and
something I hope the Town would support. Many people living in this area, presumably including club
members and their guests, are quite busy with work and may only have the evenings to play tennis. It would be
a shame to deny .them such an opportunity based on concerns which, I am confident, will seem rather
insignificant in hindsight.

We write to you today in support of the proposed lighting project for a portion of the tennis
courts at Fremont Hills. We have been LAH residents and members of Fremont Hills for over
twenty years and support the Town's efforts to provide more recreational opportunities to
residents. We both participate in adult tennis leagues, so we are familiar with the
facilities at many of our neighboring tennis clubs. They all offer lit courts for their
members, which is terrific during the winter months for those of us who enjoy playing tennis
in the evening.. Adding modern "low -pollution" lights to some of our courts would be a
tremendous benefit to our members ... many of whom are Los.Altos Hills residents.

Dear Planning Commission Board Members:
I and my wife Christine live at 12321 Gigli Ct several hundred yards from FHCC across 280 .
where we can see part of the club grounds including two of the tennis courts. We are members
of FHCC and enthusiastically support the installation of lights on the courts as proposed. A
large percentage of our 400 plus members live in Los Altos Hills and are active tennis
players. Since a majority of our members work during the day, their usage of .the tennis
facilities is severely limited being restricted to day time only. This restriction limits
time available for our very strong Junior program,.all players and, in particular creates
major scheduling problems for our very active USTA teams that compete with clubs throughout
the South Bay.
Given that you have all the information regarding the proposed lighting,'I won't try to
restate the particulars other than to say that since the courts are positioned at virtually
the lowest point in the neighborhood and will have lights restricted from shining upward,
the facility, at worst, will been seen as a minimal warm glow in the valley. Not to mention
the requirement for the lights to be -off no later than 10pm.
Additionally, the court lights will be far less bright than the headlights on 280 (within 100
yards of the club) and considerably less bright than lights. in front'of the houses (many stay
on all night) on our.and neighboring streets. I doubt we will even notice the court lights
and doubt our neighbors.will either. If they should, I believe that they will find the glow
in the valley rather attractive.
FHCC is a town asset and is an important addition to the many benefits we enjoy living in Los
Altos Hills. Christine and I strongly urge the Planning Commission to support this petition
and FHCC.

I would urge you to not allow extension of lighting at the Fremont -Hills Country Club. It
would negatively impact neighboring properties and would be further erosion of the Town's
semi -rural character. In fact walking around the neighborhood this afternoon, I could clearly
hear players shouting on .the court, from way up on La Cresta Drive. I do not believe
extending.this.benefit to the country club will improve the quality of life for Los Altos
Hills residents.

My wife and I have been members of FHCC since the early 1980's. We have both played.tennis
at the facility and have often wished that we had lighting on the courts to play in the
evening. Since both of .us work full time, the. evening play would enhance our commitment to
the Club and its various programs, which all benefit both members and non-members whom live
in the Los Altos Hills community.
We are in support of lighting the lower courts as recommended in the Club's plans. With
technology advanced lighting improvements available today, tennis court lighting will be
much improved over those lights -everyone remembers which._were state.of the -art in the 1980's
(Foothills Tennis Club is one example where lights illuminated vast amounts of property
outside. -of the actual tennis courts which our neighbors have always objected).

Dear Planning Commissioners
We areresidents of Los Altos Hills and members of Fremont Hills Country Club.
I am writing you to express our family's wholehearted support for our -clubs tennis court
lighting project.
This project is an important step to stay at par with the other clubs in the area that
provide both night tennis and early morning tennis.
This.is especially important for members as well as nom -members who are local and use the
club in the following ways.
There are many non-member youngsters from our towns who attend summer camp, take lessons, and
are enrolled in our tennis programs.
Now, the kids taking lessons and those enrolled in the programs.have to go to Stanford to
practice in the evening. This puts a great hardship on the parents from a time and money
perspective.
Members who are not able to play during the day because of their work schedule would now..be
able to.play more often.
Our club is a valuable asset to the community because we offer locals, kids especially, the
opportunity to take lessons, develop their tennis skills, their -sense of camaraderie, self-
control, learn communication skills, and learn another aspect of competition.

I am -writing to you today in support of the Fremont Hills Country Club's proposed tennis court lighting project.
The project will provide the club with the great benefit of extended usage hours of the tennis courts, which I
would greatly appreciate. Personally, as club members, my, family and I have not been able to play tennis in the
winter months many times, given the short daylight hours. As importantly, however, the extended hours will
also allow the club to offer its facilities to more non-member Los Altos. residents, via tennis lessons, holiday

My family and I are Los Altos Hills residents and support the acceptance of the Tennis Court Lighting Proposal
for Fremont HIlls County Club.
The club provides a great community resource for the. Town.
We have met and spend time with many other residents of LAH at the Club. It is a great meeting place for town
residents.
I have also spoken to many more Town residents who are interested in joining FHCC, unfortunately many of
them have told me that they have decided to join other nearby clubs -such as Alpine or Ladera or Foothills,
solely because those clubs have lights that permit play during twilight (around 4:30pm these days). Even
though they are local Los Altos HIlls residents, they prefer to play at a club that has tennis court lights and so
must travel to them.
It is a huge competitive disadvantage for FHCC to not have lights as it forces many local.Town residents to go
and join other clubs in neighboring towns, rather than spending time with other residents of Los Altos Hills in
Los Altos Hills. This is especially important for my kids, who love to meet and spend time with other kids in
the FHCC neighborhood rather than have to travel out to the other towns to see kids at other clubs. It gives tl�.;
kids a great sense of town pride and encouraging more local members would increase that even more.
The sense of community would be greatly enhanced if the club could attract more local members, and tennis
courts light would help encourage that to a very great extent since now the tennis facilities are essentially
seasonal in nature and limit local participation.
I urge you to accept FHCC's proposal to permit tennis court lighting to help keep FHCC healthy -- the club is an
amazing and unique community resource.

Dear Los Altos Hills -
I am writing in support of Fremont Hills Country Club's request to light some of their tennis courts. We have
lived here in Los Altos Hills for nearly 24 years,. and have been members at Fremont Hills for a decade. In
addition, we live on La Cresta Drive, above the Club (though on the Bay side of the street).
Lights at the Club would be of enormous benefit to the Club, and our community. Speaking as an avid tennis
player, having lights would dramatically increase the opportunity to play during the winter months, when it gets
dark early. Our club is the only one in the area without any tennis court lights (Foothills, University, Ladera and
Los Altos for example) and this has affected both our on -court competitiveness and our ability to attract new
tennis -playing families to the club. Having lit courts will put us on more than even footing.
By being able to schedule USTA matches on weeknights instead of weekends, when the courts experience their
highest demand, we would be able to offer more social tennis, which would; again, improve the value the Club
offers its members. The Junior Tennis program would also benefit greatly and has many players who are non-
members and Hills residents.
I understand and enjoy the rural character of our. town, and see absolutely no conflict between that and the
installation of these lights.
I, for myself and on behalf of my wife and voting -age tennis -playing son, encourage you to approve whatever
changes are necessary to approve this project.

I am writing to support the Fremont Hills Country Club in its proposal to install lighting on several of its tennis courts. I
understand the proposal would require an amendment to a town ordinance and will be the subject of a study session on
December 5.
I have been a resident of Los Altos Hills since 1984 and for many of those years have been a member of the Club and an
active participant in the Club's tennis activities. I believe the Club is a key component of the attractiveness of Los Altos
Hills as a residential community, offering as it does a broad array of swimming, tennis and equestrian activities as well as
providing a venue in the clubhouse for numerous social activities.
For years the Club has wished to have some lighted courts in order to enhance the utilization of its marvelous tennis
facility. Lighted courts would give those members who are unable to play during the work day the opportunity to play in the
evening. Additionally, during the hot summer months lighted courts would afford members the opportunity to play under
cooler conditions. These benefits would only strengthen an already strong tennis program at the Club and increase the
attractiveness of the Club to new residents who are considering membership.
My wife and I have twin six-year old granddaughters who live on Viscaino Court not far from the Club, and we have
already enrolled them in the junior tennis program at the Club. While these girls are too. young to utilize lighted courts nil.
it won't be long before they would be able to enjoy the benefits of the added court availability.
I urge the Commission to give favorable consideration to the Club's proposal. I believe the installation of lights would
prove to be a sound investment for the. Club and, indirectly, for the Town.

I wanted to write this email to show my families support for the lighted tennis courts at Fremont Hills Country Club. We
have been a member of the club for the past 4.years and are excited at the prospect of the club having lighted courts.
Please note that my family lives at 1580 Oakhurst Ave, Los Altos so we are not residents of Los Altos Hills (yet), but still
wanted to send this email as a neighbor of'Los Altos Hills.
There are three main reason why I believe the club should be allowed to install lights on courts 4-8;
1) 1 assume that, all of you have been at the club to survey where the proposed lights would go and hope that you
can agree that they are very well out of sight from most if not all neighbors who live near the club. I believe the
impact of the "light pollution" should be minimal due the three main factors: it is down the hill from the Roble
Ladera Road, it is over.a hundred feet away from the nearest residence/several hundred feet away from all
others, and there is a good amount of shrubbery and trees to help.further block views.
2) The noise pollution from the tennis courts is easily drowned out by Highway 280. 1 heard that representatives
from Los Altos Hills visited the club at least once to listen to how much noise is made on the courts, but they
visited during a youth group lesson which of course is as loud as it can possibly be when playing tennis. Please
note that at night there would only be serious tennis players using the courts and as we all know tennis is a quiet
game. The sound of a hitting the ball is minimal so the only real noise is that from players calling out the score,--.,
to each other. If you spent some time at the club :you will note that the hum of traffic on 280 is constant and
quickly drowns out.conversations players have with each other.
3) The club facilities are superior to all of the other clubs in the Peninsula in many different aspects. We are the .
only club to have an Olympic size pool, our wading pool is much bigger than most other clubs, the club house is
updated/modern, there are horse stables and soon the gym will be newly renovated. One of the weak points
that prospective members often bring up is the fact that we do not have lights on our courts like the University
Club and Los Altos Country Club. I would think having a premier club' just down the street" for many Los Altos
Hills residents would be a desirable feature for residents and the city. By having lighted tennis courts this would
eliminate one of the few deficiencies the club has compared to other clubs.
I hope you all agree withme that having lighted tennis courts would minimally impact nearby neighbors and that having
a premier country club in "your backyard" is an added bonus for Los Altos Hills residents. Thanks for taking the time to

I am a neighbor to the Fremont Hills Country Club and a club member. This note is to
express.my endorsement of the plan to provide lighting on several of the club tennis courts.
I have played tennis at the club for 30 years, and the lack of lighted courts -has handicapped
the club in its competitive tennis program and has limited the normal recreational tennis
activities. Particularly during winter, twilight occurs so early members are forced to stop
playing before matches are completed. Also our members get no experience playing on lighted
courts and are at a disadvantage when we have night matches at other courts.
I understand the proposed lighting will shield neighbors from direct light. The
increased traffic and noise should be minimal as tennis is not a noisy sport.. The

We would like to express our support -for the town of Los Altos Hills to approve lighting
for the lower tennis courts at Fremont Hills Country Club. We believe that having lights
on the courts would be a great benefit to the members and non -.members of Fremont
Hills as well as to the town of Los Altos Hills and Los Altos.
Although Fremont Hills Country Club is in a residential neighborhood, the acreage is
large and the lower tennis courts are not situated near any neighbors, so the new
technology lights that shine down on the courts should not be visibly by any neighbors.
. Fremont Hills Country Club is a unique asset to the town of Los Altos Hills and having
lighted tennis courts would make Fremont Hills more desirable and therefore a greater
asset to the town.
;There are many members of Fremont Hills Country Club who work during the day and
- would like to play tennis in the evenings. While this is possible in the summer months
without lights, it is not possible for at least six months of the year. Having lights would
enable those who work the opportunity to play tennis, get exercise and socialize in the
evening ... a social and health benefit to many residents of Los Altos Hills and nearby
cities.
Also, it would be an asset to Fremont Hills Country Club to be able to host USTA
matches in the evenings. Evening matches would, make tennis more attractive to those
who work.
In addition to the benefit of local residents having use of the tennis courts in .the
evenings, players from other clubs will have a chance to see Fremont Hills Country Club
and associate their positive experience with the beautiful town of Los Altos Hills. Some
players will venture to or from Fremont Hills to downtown Los Altos for meals or drinks.
Since all other swim and tennis clubs in the immediate area have lighted tennis courts,
the lack thereof puts Fremont Hills Country Club and. the Los Altos Hills community at a
competitive disadvantage. We have known several families who sold their memberships
at Fremont Hills to join University Club or Foothills as they both have lighted courts. In
addition, some prospective members do not consider Fremont Hills Country Club as
,there are not any lit courts and therefore, no night tennis.
Finally, not only members of Fremont Hills Country Club would benefit from lighted
courts. Many non-members take lessons and clinics at Fremont Hills. Also, there is a
large Juniors tennis program consisting of both members and non-members, which
would benefit from the expanded hours lit courts would provide.
We hope that the Planning Commission will recommend that the lighting project for
Fremont Hills Country Club be approved by the Town Council.

when there is enough daylight. Our son, Raunak Sood is a competitive tennis player among the top Norcal
USTA 12 yr old players and wants to practice tennis every day after school. We also like to play tennis
recreationally. In the winter, the lack of lighting on the tennis courts is a huge problem. We cannot play
recreational tennis after work, and my son is not able to practice tennis at our club, and instead we have to drive
him to clinics at Stanford or Santa Clara where the courts have lights: We strongly support the lighting of
FHCC tennis courts and would appreciate if an exception is made to allow us to use our club better to achieve
a healthier lifestyle and reduce pollution from unnecessary driving to lit tennis courts far -from our home
in North Los Altos.

It is a lovely jewel sitting in a wonderful community. I am hopeful that this community
through its planning commission will support the club and its membership by approving the
lighting project.
Lights on the lower_ courts will allow members to utilize this club more fully. Many of the
younger members work,during the day, and therefore, they cannot possibly have time to play a
game of tennis before it is dark. Life is busier than ever, and evening tennis would offer a
time for many to play.
'The newer lights are less annoying in design. The courts in discussion are low. There could
be timers set so that the lights could not be utilized after a certain time in the evening.
Tennis is a relatively quiet sport and would not impose noise on the neighbors.
My hope is that you will support this project. I've played tennisfor many years at FHCC, and
I hope to play in the evening one of these days very soon.

Dear fellow neighbors and council members:
I have lived in LAH since 1978, and loved every minute of it. First in my parents home, and them
after university and working for sometime; getting a LAH home of my home a mile from my parents.
I have watched the town transform itself/its homes from a rural country setting into a more polished
finished -landscaped high end community. The population and demographics of the town have
changed, and the use of lights and lighting -in and outside the homes has, substantially increased.
The council has worked hard to slow down this transformation, and make sure it is in line with the
longer,terms plans of the town and its population. Allowing FHCC to get lights would be in line with
this 'new look' and mood of -the town.
I use to go to FHCC when I was a child living in Palo Alto with family friends, and the mood and
ambiance of the setting and members has stayed lovely, understated and family oriented. I finally
joined the club in 2001 when I had time to play tennis full time. I am one of the fortunate ones who
can come during the daylight hours. However, there is a large population that works and can only
'play early mornings or evenings and weekends. The club members are primarily from our local
community, and I am certain that they would be respectful of their immediate neighbors if they were
allowed to play in the evenings. The landscaping surrounding the FHCC property, in particular, the
large trees,. coupled with the facts that -the tennis courts are set on low ground will make the.impact
of the new high tech lights a minimum change to the neighborhood light output. The use the
courts with the lights will be when people are inside their homes with their own internal sounds (TV,
dinner, music).
I know that FHCC has approched this request to install the lights with care and much thought. At this
time the technology of the new lights has caught up with the change in the town character, so that
the tennes court lighting will not be an distraction or eyesore or bother to the neighbors and town.
I respect that you approve the request to install them.

Club. Allowing late afternoon and early evening tennis to be played at Fremont Hills would
bring a lot of joy and healthy entertainment to its members and guests. It would allow
families to get together and exercise in an enjoyable way. Young adults (like my three)
would have the chance to play tennis and socialize in a safe environment and healthy way.
Matches against other clubs could take place more often at our facility - giving these guests
a chance to see and visit Los Altos in the evenings which they might not ordinarily do,
perhaps staying and going out to eat in our revamped town..
Fremont Hills is a beautifully landscaped club -.blending in wonderfully with the surrounding.
environment. It's historic barn and horses give it an informal appeal not found in other
similar clubs. We are lucky enough to have many trees surrounding the.barn,_pool area and
tennis courts - and have the unique.landscape of several hillsides buffering the tennis
courts. Several tennis courts are at the lowest point inour little valley _ and these are
the courts on which lighting is desired. The courts are a nice, natural green color and
their surrounding fences have equally attractive green wind and shading screens; all of this
making the lighting of these courts more subtle..
My family and I sincerely hope that you recommend this project be approved by the Town
Council.

residents. Other neighboring. communities use the facility as guests recreationally and socially.
Other clubs in our area (ie) Foothills, University Club, Ladera Oaks, Cuesta Park have lit facilities which
allow for night use of their tennis courts.
Many or our members who work or go to school during the day, are limited to weekend use .of courts
especially in the winter. months. This impacts -our court availability. on weekends. Junior Tennis programs
and USTA leagues are able to play night matches and practice only at other facilities.
We feel adding lights to the Fremont Hills courts would greatly enhance. -the club while having minimal
Impact on surrounding neighbors. The town of Los Altos Hills would be expanding recreational
opportunities and progressing towards a more current usage of today's population.
Fremont Hills has been an active community club for 57 years in Los Altos Hills. We hope you will

Our property overlooks the tennis courts as shown in the attached
photographs. Nighttime court lighting will reduce the enjoyment of our

Neither one of us is able to attend the Thursday session of the town

We are writing to support the Fremont Hills Country Club in its proposal to install lighting on several of its
tennis. courts. We understand the proposal would require an amendment to a town ordinance and will be the
subject of a study session on December 5. We ask for your approval after your study.
Becky and I have been residents of Los Altos Hills since 1981, living just 2 blocks up the hill from the Club.
We have been members of the Club and participants in the- Club's tennis and social activities.* We believe the
Club is a key component of the attractiveness of Los Altos Hills as a residential community, offering as it does
a broad array of swimming, tennis and equestrian activities as well as providing a venue in the clubhouse for
numerous social activities.
For years the Club has wished to have some lighted courts in order to enhance the utilization of its marvelous
tennis facility. Lighted courts would give those members who are unable to play during the work day the
opportunity to play in the evening. Additionally, during the hot summer months lighted courts would afford
members the opportunity to play under cooler conditions. These benefits would only strengthen an already
'-:Ptrong tennis program at the Club and increase the attractiveness of the Club to new residents who are
onsidering membership.
We urge the Commission to give favorable consideration to the Club's proposal. We. believe the installation of
lights will prove to be a sound investment for the Club and, indirectly, for the Town. .

We also love the minimal traffic to our residential neighborhoods, and are daily bikers/walkers/runners.
We hope that town hall rules against proposals that add traffic or artificial light. (example, Fremont Hills
Country Club night light proposal) and very much appreciate and support planners who must buck considerable
pressure to do so!!!!
