RECOMMENDATION: That the Planning Commission: Review and make recommendations to City Council on the proposed deer crossing signs on Fremont Road near Weston Drive and Arastradero Road and the installation of a double raised button centerline on Robleda Road from Brendel Drive to Alta Tierra Road. DISCUSSION In August of 2013, a resident notified the Town of their concerned about cars traveling on Robleda Road crossing the yellow centerline at the curve near Brendel Drive and Alta Tierra Road. The- request was to install raised buttons for the centerline. In November of 2013, a resident indicated that he has noticed an increase in deer activity crossing Fremont -Road between Weston Drive and Arastradero Road and requested that deer crossing.signs be installed to alert drivers. On -November 26, 2013 the Traffic Safety Committee (TSC) discussed both issues and recommended the installation of deer crossing signs on Fremont Road near Weston Drive and near Arastradero Road. The TSC also recommended the installation of a double _raised button centerline (detail 23) on Robleda Road from Brendel Drive to Alta Tierra Road. The proposed improvements are level 2 measures per the draft Traffic Calming Guide. Also pursuant_ to the Capital Improvement Project Review Policy #3 and #4, this project is being forwarded to the Planning Commission for review and recommendation. Unfortunately, ) cannot attend the meeting. The problem is, so important that I regret my absence. I hope that the risks of accidents is apparent to those who have studied the issue. Every day when we drive on Robleda near Alta Tierra, we notice cars going over the center line on the blind turn. We hope that the safety committee will help to make this road safer. Taaffe and Conception have buttons which discourage cars from crossing over. Please share my concerns with the committee & extend my regrets at not being able to attend. . Frequently, although I'm well inside my lane, I will face an oncoming car which is over the center line by a third. There are no buttons on the line to discourage cars from crossing over. The worst sites for this dangerous driving occurs on the blind turns near Alta Tierra and Brendel. The. 2 sharp turns as one approaches the 280 overpass driving from town to the hills are. the most risky. Would you please address this problem and let me know if the town or county can add helpful double buttons on the center lane lines. Drivers need a physical reminder to stay -on their side of the road -or . an alert in case they are distracted and not noticing- heir drift over the center. I am very concerned about a head-on collision due to an oncoming car around the blind turns. Thank,you for sending this information to anyone who can mitigate this serious problem. Hi Carl and Courtenay, I'm writing to see if it would be possible to have a couple of deer crossing signs put up on Fremont Road to prevent possible accidents and protect the wildlife. There are at least 6 deer in the area that often cross Fremont at dusk and later in the dark. Last week I saw several cars stop suddenly when two deer crossed in front of them. I'm concerned that the combination of cars often speeding through Fremont as a short cut to downtown Los Altos and further south - and the deer on Fremont in the dark - are a recipe for an accident. I've seen -cars having to stop suddenly -for deer several times in the past. I think installing such signs would also serve to help calm traffic in general - something I feel is needed. We live on the straightaway and people accelerate through here greatly in excess of the 35 mph speed limit. As for exact locations, I suggest considering placing (1) one sign for southbound traffic on Fremont very close to the intersection with Arastradero, as I've seen deer cross Fremont just a few feet in from that intersection, and (2) one sign for northbound traffic just south of the intersection of Weston Drive, as I've seen deer come up the pathway from Ortega Drive to Fremont. Minutes of 11/26/2013 meeting of the Traffic Safety Committee Date: 1-18-2014 Prepared by o Steve Bristow, Secretary Agenda Item.1— the meeting was called to order at 7:10 pm in the Los Altos Hills Town Hall facility Agenda item 2- members present: Kjell Karlson, Martha Bowden [chairperson], Steve Bristow, Lester Earnest,. The corrected minutes have been sent to the town clerk. Agenda Item 4—The sheriff reported that: a- 2 non injury accidents b- 4 citations to cyclists — 2 for failure to stop; 1 for a non- functioning light, and 1 for driving on the wrong side of the road. c- 7 automotive moving violations 7 for speeding, d- 34 for various reasons such as equipment violations e- 1 DUI f- 2 property damage incidents It was a typical numberof incidents Agenda item 5A — Kim Cranston made a presentation regarding the possible placement of a deer crossing sign or other means to enhance the safety at Arrastadero and Weston. He gave the committee a petition signed by 10 local residents. He was accompanied to the meeting by 3 residents who are: noted above. A motion was made and agreed by all to ask the staff to consider the addition of a deer crossing sign. 5B —A motion was made and agreed by all to cancel the December meeting due to travel plans and the holidays Agenda item 6- a- No update or news on the pinewood traffic issue. Richard will continue to work with the pinewood school to see what they can do reduce congestion. He will also check the EIR for pinewood to see what leverage the city might have to motivate the school improve traffic flow during peak drop off times. - -- A resident request Bots dots oras an alternative of rumble strips was discussed at the last. . meeting. At the last meeting a motion was made and passed to direct the city engineer to send a letter to the local neighbors to let them know the details of the bots dot proposal. He reported that he had done so and had only received 1 contact in response to the letter. 3 other local citizens have expressed opinions on reducing the speed limit in this area. 1 resident was reported of suggesting a speed limit less than the current 25 mph from Bringle. to Alta Tierra. There was discussion about to what extent that our committee can recommend speed limit changes. The city engineer reported that the recommended alternative to be taken in this area would be to have 2 rows of bots dots placed by a L ctor. A motion was made and passed with no dissent to proceed with adding 2 rows s, dots and to also have the town do what tree and brush trimming it can do on the hat it has the abilityto access to improve site lines so that drivers can have better ty. c- The changes in the traffic calming guide were approved with no dissenting votes Agenda item 7 - a- Traffic guard rail RFP proposals were discussed. A second bid has been received. The first bid is still the best. The city engineer and the committee agreed that the next step will be for the town council to decide. b- Page Mill / 1280 — a public meeting to be held to get public comments was discussed. The city engineer reported that 8 written comments had been received. 28 had been received on the website [ not in physical mail]. There were 4000 hits on the web site. The committee was unanimous in suggesting that we take down the web site input after the end of the comment period. The City engineer was instructed or suggested to .take down the input portion of this web site so we could encapsulate the citizen input during the comment period. The city engineer was also suggested to distribute the public comments to those on the committee and since the meeting has done so in collaboration with the city clerk. Agenda item 8b — a resident requested that the committee consider what might be done to improve safety at the crossing into Gardner Bullis school on Fremont Ave and Pines lane. Intent: The purpose of this policy is. to outline typical review process for various types of Capital Improvement Projects. Policy: 1. Projects that involve new landscape planting and features will be reviewed by Environmental Design Committee, and Planning Commission. 2. New pathway projects will be reviewed by Pathway Committee, and Planning Commission. 3. New above ground structures on Town lands or right of ways will be reviewed by Planning Commission. 4. Traffic Elements (e.g. crosswalk improvements) will be reviewed by Traffic Safety Committee, and Planning Commission. 5. Complete Street Elements will be reviewed by Traffic Safety Committee, Pathway Committee, and Planning Commission. 6. Improvements in Town Open Space will be reviewed by Open Space Committee, and Planning Commission. 7. The City Council may authorize exceptions to this Policy. 8. Emergency projects or public works projects of a routine nature including maintenance, minor repairs and alterations, as determined by the City Manager or designee are excluded from the requirements of this Policy. 9.
