SUBJECT: REVIEW STAFF RECOMMENDED AMENDMENTS TO THE 2013
CALIFORNIA BUILDING STANDARDS CODE, INCLUDING BUT NOT
LIMITED TO AMENDMENTS TO THE BUILDING, RESIDENTIAL,
MECHANICAL, PLUMBING, AND FIRE CODES; FILE #380-13-MISC

RECOMMENDATION: That the Planning Commission:
Review each of the 43 proposed code amendments and identify the amendments that should
remain as proposed and which amendments need further analysis by the Commission for review
at the following Planning Commission meeting.
BACKGROUND
Every three years, a new edition of the California Building Standards Code is adopted by the
State and this latest edition became effective statewide on January 1, 2014 without any further
action required by the Town of Los Altos Hills. However, the Town can adopt amendments to
the code based upon local climatic, topographic or geologic conditions, and these amendments
become effective on the date they are filed with the California Building Standards Commission.
On January 6; 2014, the Planning Commission initially reviewed a draft ordinance to -adopt the
2013 California Building Standards Code Update with local proposed amendments. Questions
were raised by -several Commissioners related to the Fire Code amendments and the existing
Wildland-Urban Interface (WUI) Fire Area maps adopted by the State. The Planning
Commission provided staff with several recommended changes/corrections and then voted 4-1 to
forward a recommendation to the City Council to adopt the ordinance. It was further agreed that
additional information and clarifications would be provided to the Commission at the February 6,
2014 Planning Commission meeting with John Justice, Deputy Chief/Fire Prevention Officer
present to answer questions.
At the February 20, 2014 public hearing, the City Council reviewed the draft ordinance and also
raised questions related to fire code amendment language that requires sprinklers for additions to
existing residences and for new accessory buildings. In addition, the Council requested
clarification on which amendments were simply a re -adoption of existing language already
present in the current Municipal Code, and which amendments were entirely new language.
Subsequently, the item was continued to the March 201h City Council meeting.

For the March 201h meeting, staff provided the Council with a draft . ordinance that included
highlighted text of all proposed changes to the code. The draft also included text to be removed
(strikeout format) and the use of underlined text for entirely new language not previously
approved in prior Building Code updates. In addition, staff provided further clarification on
when sprinklers would and would not be required for new construction and remodeling.
In general, the City Council had no issues with the text amendments in the Building, Mechanical
and Plumbing Codes and the focus of the discussion centered on the proposed Residential and
Fire Code amendments, in particular, amendments related to sprinkler requirements proposed by
the Santa Clara County Fire Department. .
At the hearing, the City Council conducted a thorough discussion on the subject of sprinklers in
new structures and remodels, with several members of the public and John Justice of County Fire
speaking on the topic. In general, the Council agreed that the requirement for fire sprinklers in
new construction was reasonable. However, there was considerable debate on the merits of
retrofitting existing dwellings based on the size of the structure and/or addition proposed. The
concerns centered on the extra costs and disturbance to the structure that would be associated
with having to install a sprinkler system in an existing house or accessory structure. Based on
those concerns, the City Council voted 5-0 to send the draft ordinance back to the Planning
Commission for a complete review of all the proposed amendments, with emphasis placed on the
review of the fire sprinkler requirements. With regard to the WUI Fire Area maps, the Council
agreed that any modifications to that map should be done separately from the proposed code
amendments due to the process by which the map is amended through the state.
DISCUSSION
Staff is requesting that the Commission review all proposed code amendments and agree on
whether or not an amendment should be retained, removed or require further information and
analysis. Staff has compiled all the proposed local amendments to the 2013 California Building
Standards Code and organized them by the applicable State code books with proposed
amendments and modifications indicated in strikeout/highlight format (see Attachment 1). The
text in highlight/strikeout format is proposed to be deleted from the 2013 code books,
highlighted only text is that which will be added and highlight/underlined text is entirely new
language that was not previously adopted by the Town in past code updates. The vast majority
of the changes are for text that is already included in the current LAH Municipal Code but due to
the 2013 code update, need to be readopted. Furthermore, 33 of the 43 amendments are fire
related with only four amendments involving entirely new code language (see Attachment 2).
Based on the City Council discussion, fire code issues are the primary reason the Planning
Commission is revisiting the draft ordinance. The proposed fire code amendments involve
clarifications on appeals and violations, added or amended definitions, increased sprinkler
requirements for residential additions and accessory structures, increased defensible space
around structures, fire protection plans, water supply, and ignition source control. Although

these amendments are all designed to increase the life/safety protections for all residents in the
community, the focus is on the fire sprinkler requirements.
Regarding fire sprinkler systems, the state adopted code requires fire sprinklers in all new one
and two-family dwellings. Local jurisdictions cannot relax the state code on this requirement.
However, the proposed amendments would require a homeowner to install a sprinkler system in
their existing home if they are adding 1,000 square feet or more of floor area to a dwelling which
results in a structure that is 3,600 square feet or more (remodeling of an existing house would not
trigger the sprinkler requirements). In addition, the amendments would require fire sprinklers in
all structures 1,000 square feet or greater outside of the WUI fire area and structures 500 square
feet or greater inside the WUI fire area.
For comparison of previous fire sprinkler code adoptions, staff has provided three tables in
Attachment 3 that outline the progression of the fire sprinkler requirements from the first time
they were adopted in 2008 to the 2014 proposed amendments. In addition, the adopted code
sections from the cities of Los Altos, Portola Valley, Saratoga and Woodside are attached to
provide examples of what other local jurisdictions have adopted that are similar in their
development patterns to the Town of Los Altos Hills (Attachment 4). Staff will be providing a
matrix at the meeting to allow for a more simple comparison of the different jurisdictions.
CEQA STATUS
The proposed ordinance amendments are exempt from California Environmental Quality Act
(CEQA) pursuant to "general exemptions" described in Section 15061(b)(3) of the CEQA
Guidelines, since the ordinance amendments would not have any significant effects on the
environment.

residential fire sprinkler system shall be installed in one- and two-family dwellings as follows:
(1) In all new one- and two-family dwellings and in existing one- and two-family
dwellings when additions are made that increase the building area to more than 3,600
square feet.

12.10.010 Adoption of the California Residential Code.
The 2013 California Code of Regulations, Title 24, Part 2.5, incorporates the 2013 California
Residential Code and also the 2012 International Residential Code Edition, published by the
California Building Standards Commission and the International Code Council is hereby adopted.
There is one copy of said code on file in the office of the building official for use and examination by
the public.

12.10.020 Amendments.
The California Residential Code referred to in Section 12.10.010 is adopted with the
following amendments to read follows:
Chapter 3 Section R301.1.3.2 is deleted and replaced to read as follows, based upon the
express finding of necessity set forth in the ordinance codified in this chapter.
R301.1.3.2 Wood frame structures. The building official shall require construction documents
to be approved and stamped for structural compliance by a California licensed architect or
engineer for all dwellings of wood frame construction more than one story in height located in
Seismic Design Category D0, D1, D2, or E.
Chapter 3 Section R313.1 and Section R313.2 is deleted and replaced to read as follows,
based upon the express finding of necessity set forth in the ordinance codified in this chapter.
Section R313.1 is amended to read:
R313.1 Townhouse automatic fire sprinkler systems. An Automatic residential fire sprinkler
system shall be installed in accordance with National Fire Protection Association's (NFPA)
Standard 13D in all new townhouses and in existing townhouses, when additions are made
that increase the building area to more than the allowable Fire -Flow Appendix Table B105.1,
or additions to existing residential structure exceeds fifty (50) percent (inclusive of garage
conversions) of the existing living area (existing square foot calculations shall not include
existing basement.) When automatic fire sprinkler systems are required by this section, all
associated attached garages shall be included. Tear -downs and/or additions over fifty (50)
percent shall be treated as a new structure regarding installation of fire sprinkler systems.

The obligation to provide compliance with these fire sprinkler regulations may not be evaded
by performing a series of small additions undertaken over a three-year period. The permit
issuance dates of past additions where these regulations were in effect shall be used for
determining compliance.
Section R313.2 is amended to read:
R313.2 One and two-family dwellings automatic fire sprinklers systems. An automatic
residential fire sprinkler system shall be installed in accordance with National Fire Protection
Association's (NFPA) Standard 13D in all new one and two-family dwellings and in existing
dwellings, when additions are made that increase the building area to more than the
allowable Fire -Flow Appendix Table 8105. 1, or additions exceeds fifty (50) percent (inclusive

Add a new subsection R602.10.4.3.4 to read:
R602.10.4.3.4 Limits on methods GB and PCP. In Seismic Design Categories D0, D1, and
D2, Method GB is not permitted for use as intermittent braced wall panels, but gypsum board
is permitted to be installed when required by this Section to be placed on the opposite side of
the studs from other types of braced wall panel sheathing. In Seismic Design Categories D0,
D1, and D2, the use of Method PCP is limited to accessory structures.
Add anew footnote "e" to the end of CRC Table R602.10.3 (3); to read:
e. In Seismic Design Categories D0, D1, and D2, Method GB is not permitted and the use of
Method PCP is limited to accessory structures.
Add the "e" footnote notation in the title of Table R602.10.3 (3) after the four footnotes
currently shown, to read:

"Tear -down" means existing portions of roof framing and/or exterior walls removed for the
purpose of rebuilding and remodeling.

Section 510 EMERGENCY RESPONDER RADIO COVERAGE
Section 510.1 Emergency responder radio coverage in buildings.
Section 510.1.1 Obstruction by new buildings.
Section 510.1 is amended to read as follows:
Section 510.1 Emergency responder radio coverage in buildings. All buildings shall
have approved radio coverage for emergency responders within the building based upon the
existing coverage levels of the public safety communications system of the jurisdiction at the
exterior of the building. This section shall not require improvement of the existing public safety
communications system. Emergency responder radio coverage systems shall be installed in
accordance with Section 510 and Appendix J.
Section 510. 1.1 is added to read as follows:
Section 510.1.1 Obstruction by new buildings. When in the opinion of the fire code
official, a new structure obstructs the line of sight emergency radio communications to existing
buildings or to any other locations, the developer of the structure shall provide and install the radio
retransmission equipment necessary to restore communications capabilities. The equipment shall
be located in an approved space or area within the new structure.
Chapter 6 BUILDING SERVICES
AND SYSTEMS
Section 605 ELECTRICAL EQUIPMENT, WIRING AND HAZARDS
Section 605.11 is added to read as follows:
Section 605.11 Immersion Heaters. All electrical immersion heaters used in dip tanks,
sinks, vats and similar operations shall be provided with approved over -temperature controls and
low liquid level electrical disconnects. Manual reset of required protection devices shall be provided.
Section 608 STATIONARY STORAGE BATTERY SYSTEMS
Section 608.6.4 is added to read as follows:
Section 608.6.4 Failure of Ventilation System. Failure of the ventilation system shall
automatically disengage the charging system.
Chapter 8 INTERIOR FINISH, DECORATIVE MATERIALS AND FURNISHINGS
Section 806 DECORATIVE VEGETATION IN NEW AND EXISTING BUILDINGS
Section 806.1.1 is amended to read as follows:
806.1.1 Display inside buildings. The display of Christmas trees and other decorative
vegetation in new and existing buildings shall be in accordance with the California Code of
Regulations, Title 19, Division 1, 3.08 and Sections 806.1 through 806.5.
Chapter 9 FIRE PROTECTION SYSTEMS
Section 903 AUTOMATIC SPRINKLER
SYSTEMS
Section 903.2 Where required.
Section 903.3.1.1 NFPA 13 sprinkler systems.
Section 903.3.1.2 NFPA 13R sprinkler systems.

Section 903.2 is amended to read as follows:
Section 903.2 Where required. Approved automatic sprinkler systems in new and existing
"40buildings and structures shall be provided in the locations described in this Section or in Sections
903.2.1 through 903.2.18 whichever is the more restrictive.
For the purposes of this section, firewalls used to separate building areas shall be
constructed in accordance with the California Building Code and shall be without openings or
penetrations.
This chapter shall not apply to existing non -habitable residential accessory structures under
three (3000) thousand square feet.
An automatic sprinkler system shall be provided throughout all new buildings and
structures exceeding one (thousand) square feet.
An automatic sprinkler system shall be provided throughout all existing buildings,
when additions are made that include additions of fifty (50) percent or greater to
existing floor areas (area calculations shall not include existing basement floor areas).
An automatic sprinkler system shall be provided throughout all new basements
regardless of size and throughout existing basements that are expanded by more than
50%..
4. The obligation to provide compliance with these fire sprinkler regulations may not be
evaded by performing a series of small additions and/or alterations undertaken over a
three-year period. The permit issuance dates of past additions and/or alterations
where these regulations were in effect shall be used for determining compliance.
Section 903.1.1 is amended to read as follows:
Section 903.3.1.1 NFPA 13 sprinkler systems. Where the provisions of this code require
that a building or portion thereof be equipped throughout with an automatic sprinkler system in
accordance with this section, sprinklers shall be installed throughout in accordance with NFPA 13 _
except as provided in Section 903.3.1.1.1,and local standards. For new*buildings having no
designated use or tenant, the minimum sprinkler design density shall be Ordinary Hazard Group 2.
Section 903.3.1.2 is amended to read as follows:
Section 903.3.1.2 NFPA 13R sprinkler systems. Where allowed in buildings of Group R,
up to and including four stories in height, automatic sprinkler systems shall be installed throughout
in accordance with NFPA 13R and local standards.
Section 903.3.1.3 is amended to read as follows:
Section 903.3.1.3 NFPA 13D sprinkler systems. Where allowed, automatic sprinkler
systems installed in one and two-family dwellings and townhouses shall be installed throughout in
accordance with NFPA 13D and local standards.
Section 912 FIRE DEPARTMENT
CONNECTIONS
Section 912.2 is amended to read as follows:

Building Code or Section R327 of the California Residential Code
as follows:
a. Exterior walls. Exterior walls shall be approved
noncombustible or ignition -resistant material, heavy timber
(HT) as defined 'by California Building Code, Section 602, or
log wall construction or shall provide protection from the
intrusion of flames and embers in accordance with standard
SFM 12-7A-1.
i. Exception: Nonstructural repairs involving less than
ten percent of the exterior wall surface to an existing
building or structure within any one-year period are
permitted to be made of the same materials of which
the building or structure is constructed.
b. Exterior windows and exterior glazed door assembly
requirements. Exterior window, window wails, glazed doors,
and glazed openings within exterior doors shall be
insulating -glass units with a minimum of one tempered pane
on the exterior side, or glass block units, or have a fire -
resistance rating of not less than 20 minutes, when tested
according to NFPA 257, or in accordance with Section 715,
or conform to the performance requirements of SFM 12-7A-
2.
c. Underside of Appendages (exterior decks). The underside of
decks shall be enclosed to grade or the underside of the
exposed under -floor shall be protected in accordance with
the requirements of this chapter.
3. Compliance with the vegetation clearance requirements found in
701.A.5 and R327.1.5 of the California Residential Code is not
required.
B. California Building Code Section 903, Automatic Sprinkler Systems —
Minimum Requirements, is amended to read:
The following requirements shall. apply to all new buildings or
structures requiring a building permit issued by the Town.
a. Except as otherwise provided by this section, or as provided
under 903.3.1.1 of the 2013 Edition of the California Building
Code, automatic fire sprinkler systems shall be installed and
maintained in every new building or structure of any type;
use, occupancy or size, which requires a building permit
issued by the Town.

b. The term "automatic fire sprinkler system" as used in this
section means an integrated system of underground and
overhead piping, including a water supply such as a gravity
tank, fire pump, reservoir, pressure tank, or connection by
underground piping to a fire main, which complies in all
respects with the requirements for such systems contained
in standards issued by the National Fire Protection
Association based upon occupancy classification.
2. The following structures are .exempt from the requirements of this
section:
a. Agricultural Buildings. For the purposes of this section, an
"agricultural building" is defined as a non-residential
structure designed and constructed to house farm
implements, hay, grain, poultry, livestock . or other
horticultural products. "Agricultural building" shall include
green houses.
.b. Non-residential structures less than 1,000 square feet -in
floor. area.
3. The requirements of this section are intended to represent
minimum standards for new construction. Nothing in this section
shall prevent the fire authority from adopting and enforcing any
regulations, which impose more stringent requirements. Further,
any requirements of the California Building Code, the California Fire
Code or the State .Building Standards Code, which is more
restrictive, specifies higher standards or mandates specific
locations within a structure for auto m atic 's p rinkler,systems shall be: .
.applicable.
C. California Residential Code Section R313, Automatic Sprinkler Systems,
is amended to read:
1. No existing residential building or structure shall be required to
conform to the requirements of this section, unless the existing
dwelling is already equipped with an automatic sprinkler system or
the additions, alterations or repairs to the existing building or
structure within any twelve month period affects fifty percent or
more of the exterior wall plane surface, or affects fifty percent or
more of the floor area.
a.: Where no studs remain or, if some studs remain, the wall
except for the studs has been stripped bare such that one
can see through the wall, the wall affected by such changes
shall be included in computing the amount of affected
exterior wall plane surface for the purpose of applying this
section.
b. Where any structural changes are made in the building, such
as walls, columns, beams or girders, floor or ceiling joists
and. covering, roof rafters, roof diaphragms, foundations,
piles or retaining walls or similar components, the floor area
of all rooms affected by such changes shall be included in
computing affected floor areas for purposes of applying this
section.
D. California Building Code Section1505, Minimum Roofing Standards for
Fire Resistance, is amended to read;
1.. The following requirements shall apply to all buildings or
structures, which require a building permit issued by the Town.
a. The roof covering of every building or structure, and all
materials applied as part.of a roof covering assembly, shall
have a minimum fire rating of Class "A" or higher. Where
required by the California Building Code, or other provision
of law, roof coverings must meet a higher fire rating.
b. This section shall not apply to buildings or structures that
are less than. 120 square feet in size that do not require a
permit.
c. Not more than twenty-five percent of the roof covering of
any building or structure shall be replaced in any twelve-
month period unless the new roof covering is made to
conform to the requirements for new buildings or structures.
2. The requirements of this section are minimum standards. Where
the California Building Code, the California Fire Code, or the State
Building Standards Code contain higher standards or additional or
more stringent requirements than required by this section, those
additional or more stringent requirements shall apply. Further,
nothing in this section shall prevent the presiding fire authority
from adopting and enforcing regulations imposing more stringent
'requirements.
E. California Plumbing Code Section 1210.18, Earthquake -Actuated Gas
Shutoff Valves, is adopted. '
F. Delete California Residential Code Section R403.1.3 — Construction of
a foundation for a detached one -and two family dwelling without steel
reinforcement is not permitted.

16-18.010 Adoption of 2013 California Residential Building Code.
(a) The 2013 California Residential Building Code, Title 24 part 2.5, referred. to throughout this
Chapter as the "Residential Building Code," is hereby referred to and, except as to additions,
deletions, and amendments hereinafter noted, such code is hereby adopted and made a part
hereof, the same as if fully set forth in this Article, and shall be the Residential Building Code
of the City. However, in accordance with California Government Code Section 50222.4, no
penalty clauses are adopted by reference. In accordance with California Health and Safety
Code Section 17958.7, express findings that modifications to the California Building
Standards Code are reasonably necessary because of local climatic, geological, or
topographical conditions are either already on file with the California Building Standards
Commission or will be filed prior to the effective date of the ordinance codified in this Article.
(b) In accordance with California Government Code Section 50022.6, at least one true copy of
the Residential Building Code has been on file with the City Clerk since fifteen days prior to
enactment of the ordinance codified in this Article. While the ordinance codified in this Article
is in force, a true copy of the Residential Building Code shall be kept for public inspection in
the office of the Residential Building Official. A reasonable supply of the Residential Building
Code shall be available in the office of the City Clerk for public purchase.
(c) The additions, deletions, and amendments set forth in this Article are made to the
Residential Building Code, as adopted by reference in Section 16-18.010(a).

16-18.020 Enforcement of Title 24 of the California Code of Regulations.
(a) Title 24 of the California Code of Regulations, also known as the California Building
Standards Code, is in effect in the City of Saratoga as amended by this Article. The
provisions of Title 24 that are not adopted by reference or amended by this Article are
enforced by the City of Saratoga as laws of the State.

16-18.026 Automatic sprinklers.

(a) Section R313.1 is amended to read:

system shall be installed in all new townhouses and in existing townhouses when additions are
made that increase the building area to more than 3,600 square feet.
Exception: One or more additions made to a building after January 1, 2011, that do not total more
than 1,000 square feet of building area.
(b) Section R313.2 is amended to read:
R313.2 One- and two-family dwellings automatic fire sprinkler systems. An automatic
residential fire sprinkler system shall be installed in one- and two-family dwellings as follows:
1 In all new one- and two-family dwellings and in existing one- and two-family dwellings
when additions are made that increase the building area to more than 3,690 square
feet.
Exception: One or more additions made to a building after January 1, 2011, that do not total more
than 1,000 square feet of building area.
2. In all new basements and in existing basements that are expanded.
Exception: Existing basements that are expanded by not more than 50%. .

16-18.030 Material and construction methods for exterior wildfire exposure.
(a) Section R327.7.9 "Underside of appendages" is amended as follows: Delete "When required
by the enforcing agency."
(b) Section R327.10.3.2 is deleted in its entirety.
(c) Section R327.10.4 is amended as follows: Delete "When required by the enforcing agency."

16-18.035 Seismic reinforcing.
(a) Section R403.1.3 is amended to read: , . -
R403.1.3 Seismic reinforcing. Concrete footings located in Seismic Design Categories DO, D1,
and D2, as established in Table R301.2(1) of the Residential Building Code, shall have minimum
reinforcement of at least two continuous longitudinal reinforcing bars, one top and one bottom and
not smaller than No. 4 bars. Bottom reinforcement shall be located a minimum of,3 inches (76 mm)
clear from the bottom of the footing.
In Seismic Design Categories DO, D1, and D2, where a construction joint is created between
a concrete footing and a stem wall, a minimum of one No. 4 bar shall be installed at not more than 4
feet (1,219 mm) on center. The vertical bar shall extend to 3 inches (76 mm) clear of the bottom of
the footing, have a standard hook, and extend a minimum of 14 inches (357 mm) into the stem wall.
In Seismic Design Categories DO, D1, and D2, where a grouted masonry stem wall is
supported on a concrete footing and stem wall, a minimum of one No. 4 bar shall be installed at not
more than 4 feet (1,219 mm) on center. The vertical bar shall extend to 3 inches (76 mm) clear of
the bottom of the footing and have a standard hook.
In Seismic Design Categories DO, D1, and D2 masonry stem walls without solid grout and
vertical reinforcing are not permitted.

Exception: In detached one- and two-family dwellings that are three stories or less in height and
constructed with stud bearing walls, isolated plain concrete footings supporting columns or
pedestals are permitted.

16-18.045 Roof classification.
(a) Section R902.1.3 is amended to read:
R902.1.3 Roof coverings in all other areas. The entire roof covering of every existing structure
where more than 50 percent of the total roof area is replaced within any one-year period; the entire
roof covering of every new structure; and any roof covering applied in the alteration, repair, or
replacement of the roof of every existing structure shall be a fire -retardant roof covering that is at
least Class A.
(b) Section R902.1.4. is amended to read:
R902.1.4.1 Roofing coverings within the Wildland-Urban Interface Fire Area. The entire roof
covering of every existing structure where more than 50 percent of the total roof area is replaced
within any one-year period; the entire roof covering of every new structure; and any roof covering
applied in the alteration, repair, or replacement of the roof of every existing structure shall be a fire -
retardant roof covering that is at least Class A.

Section 806.1.1 is amended to read as follows:

in accordance with the California Code of Regulations, Title 19, Division 1, §3.08 and Sections
806.1 through 806.5.
Exceptions:
1 Trees located in areas protected by an approved automatic sprinkler system in
accordance Section 903.1.1 or 903.3.1.2 shall not be prohibited in Groups A, E, M, R-
1 and R-2. -
2. Trees shall be allowed within. dwelling units in Group R-2 occupancies.

16-20.120 ,amendments to Chapter 9 of the Fire Code; Fire protection systems.
Section 903.2 is amended to read:
'Where required. Approved automatic sprinkler systems in new and existing buildings and
structures shall be provided in the locations described in this Section or in Sections 903.2.1 through
903.2.18, whichever is the more restrictive. For the purposes of this section, firewalls and fire
barriers used to separate building areas shall be constructed in accordance with the California
Building Code and shall be without openings or penetrations.
1 In buildings other than residential buildings, which require the installation of fire
sprinklers for all new buildings according to the California Residential Code, an
automatic sprinkler system shall be provided throughout all new buildings and
structures.
Exceptions:
a. Buildings and structures that do not exceed 1,000 square feet of building area
and that are not located in the Wildland-Urban Interface Fire Area.

b. Buildings and structures that are located in the Wildland-Urban Interface Fire
Area and do not exceed 500 square feet of building area.
C. Group S-2 or U occupancies that are not located in the Wildland-Urban
Interface and used exclusively for vehicle parking and meeting all of the
following conditions:
Noncombustible construction;
ii. Maximum building area not to exceed 5,000 square feet;
Structure is open on three (3) or more sides; and
iv. Minimum of 10 feet separation from existing buildings unless area is
separated by fire walls complying with CBC 706.
An automatic sprinkler system shall be provided throughout existing buildings and
structures when alterations or additions are made that create conditions described in

An automatic sprinkler system shall be provided throughout existing buildings and
structures, when additions are made, that increase the building area to more than
3,600 square feet.
Exception: One or more additions made to a building after January 1, 2011, that do not total more
than 1,000 square feet of building area.
4. An automatic sprinkler system shall be provided throughout all new basements
regardless of size and throughout existing basements that are expanded by more than
50%.
5. Any change in the character of occupancy or in use of any building with a building
area equal to or greater than 3,600 square feet that, in the opinion of the fire code
official or building official, would place the building into a more hazardous division of
the same occupancy group or into a different group of occupancies and constitutes a
greater degree of life safety or increased fire risk, as defined herein, shall require the
installation of ani approved fire automatic fire sprinkler system.

areas, churches, indoor amusement attractions, buildings with complex exiting
systems due to increased occupant loads, large schools/day-care facilities,
large residential care facilities with non-ambulatory [patients.]
b• Fire Risks - High -piled combustible storage, woodworking operations,
hazardous operations using hazardous materials, increased fuel loads (storage
of moderate to highly combustible materials), increased sources of ignition
(welding, automotive repair with the use of flammable liquids and open flames).

CODE; AMENDMENTS.
(A) Adoption of 2013 California Residential Code and the 2013 California Building
Code. The Code of rules, regulations and standards, published by the International
Code Conference under the title, 2013 Edition of the California Building Standards
Code, Part 2.5, as well as the 2013 edition of the California Building Standards, Part 2,
Volumes 1 and 2, and including the following appendices: Appendix C Agricultural
Buildings (Group -U), Appendix I Patio Covers; and Appendix J Grading, hereinafter
collectively called "California Building Code," and the "California Residential Code,"
regulating the erection, construction, enlargement, alteration, repair, moving, removal,
demolition, conversion, occupancy, equipment, use, height, area and maintenance of all
buildings and structures in the Town of Woodside, is hereby adopted, and by reference
incorporated herein as if fully set forth, except as hereinafter otherwise provided, as the
Residential Code and the Building Code of the Town of Woodside. The mandatory
requirements of the appendix to the Building Code shall be enforceable to the same
extent as if contained in the body of the Building Code. Any amendments and
supplements of this Code shall be enforceable to the same extent as if contained in the
body of the California Building Code.
(B) Powers and duties of the Building Official. Section 104 Chapter 1
Administration of the 2013 California Building Code is hereby amended with the addition
of the following language:
Rioht to disconnect utility service. The Building Official or his or her authorized
representative shall have the authority to disconnect or order discontinuance of any
utility service or energy supply to buildings, structures, or equipment therein regulated
by this Code and the construction codes in cases of emergency or where necessary for
safety to life or property. Such utility service shall be discontinued until the emergency
is abated or it is determined that the threat to life or property has been corrected.
(C) Fees. Fees shall be assessed according to the current Town of Woodside fee
schedule adopted by Town Council resolution.
(D) Fire Hazard Severity Zones designated on a map titled ?Very High Fire Hazard
Severity Zones in LRA - Woodside?, dated May 2, 2008, and retained on file at
Woodside Town Hall, 2955 Woodside Road, Woodside, CA 94062, are Local Agency
Very High Fire Hazard Severity Zones for the purpose of applying Chapter 7A, Materials
and Construction Methods for Exterior Wildfire Exposure, of the California Building
Code, as determined in division (J).
(E) Materials and construction methods for exterior wildfire exposure.
(1) Chapter 7A of the California Building Code, Section 701A.3, Application; is
modified to read as follows:
(a) New buildings as determined in division (J) for which a complete building permit
application is submitted after September 1, 2012, shall comply with the provisions of this
chapter.

(b) Any addition, alteration, or repair to any building, unless determined a new building in
division (J), or otherwise exempted by this code shall comply with the requirements
specified for the following:
(i) Section 705A, Roofing and division (F).
(ii) Section 706A, Venting, when required due to roof or exterior wall covering
replacements.
(iii) Section 707A, Exterior Covering, when the replacement of the wall exceeds 80% of
the exterior wall surface to an existing building or structure within any one (1) year
period from the date of permit final. The exterior venting in the affected area of work only
shall be replaced with exterior venting complying with section 706A.
(iv) Section 708A, Exterior Windows and Doors
(v) Section 709A, Decking
(2) Chapter 7A of the California Building Code, Section 701A.3, Application, Exceptions;
is amended as follows:
(a) Exception 2 is removed.
(b) Exception 3 is modified to read: Buildings classified as a Group -U Agricultural
Building, including barns as defined in Section 202 of the California Building Code (see
also Appendix C -Group -U Agricultural Buildings), when located. at least 50 feet from an
applicable building. Any future changes to a barn (converting to living quarters or any
other non-agricultural defined use) that change occupancy type would require applicable
fire-resistant construction materials and methods that are in affect at time of proposed
changes.
(c) Exception 4 is removed.
(F) Roofing requirements. Section 1505 of the'California Building Code is hereby
amended with the addition of the following language:
The roof covering or roof assembly for all structures shall be Class A fire
retardant. The roof covering on any structure regulated by this Code shall be as
specified in Table No. 1505.1 and as classified in Section 1505. The roof -covering
assembly includes the roof deck, underlayment, insulation and covering which is
assigned a roof -covering classification. Detached patio covers, spa covers, gazebos,
sheds with 120 square feet or less of roof area and awning covers are exempt: Roof =
covering repairs of less than 300 square feet in a 12 -month period are exempt from the
provisions of this paragraph. These standards shall apply when there is conflict with
less stringent standards of the California Building Code. Existing and new exterior roof
venting that is in the area affected by the work shall comply with the requirements of
exterior venting in 706A of the current California Building Code.
(G) Automatic fire-extinguisher systems. Section 903.2 of the California Building
Code and Section R313.3 of the California Residential Code is hereby amended with the
addition of the following language:
(1) The following requirements shall apply to all new buildings or structures
which require a building permit from the Town of Woodside for which a complete
building permit application is submitted after May 1, 2000:
(a) Except as otherwise provided by this section, or as provided under
section 903.2 of the California Building Code, or as provided under section R313.3.1.1 in
the California Residential Code (whichever is most stringent) automatic fire sprinkler
systems shall be installed and maintained in every new building or structure of any type,
use, occupancy or size which requires a building permit issued by the Town of
Woodside.
(b) The term AUTOMATIC SPRINKLER SYSTEM as used in this section
means an integrated system of underground and overhead piping, including a water
supply such as a gravity tank, fire pump, reservoir, pressure tank, or connection by
underground piping to a fire main, which system complies in all respects with the
requirements for such systems contained in standards issued by the National Fire
Protection Association based upon occupancy classification.

(c) As referenced in National Fire Protection Association (NFPA)
standards, Section 13D, Chapter 2, Section 2-1 - General Provisions: Every automatic
sprinkler system shall have at least one automatic water supply. Where stored water is
used as the sole source of supply, the minimum quantity of water shall equal the water
demand rate (as specified in Chapter 4 of Section 130 of the NFPA standards) times ten
minutes. Exception: Dwelling units that are one story in height and less than 2,000
square feet in Floor area shall have a water supply of at least seven minutes for the two
sprinkler demand that is typically required (as specified in Chapter 4 of Section 13D of
the NFPA standards).
(d) As referenced in National Fire Protection Association (NFPA) standards,
Section 13D, Chapter 2, Section 2-2 - Water Supply Sources: The following water
supply sources shall be considered to be acceptable by this standard:
1. A connection to a reliable waterworks system with or without an
automatically operated pump.
2. An elevated tank.
3. A pressure tank designed to ASME standards for a pressure vessel
with a reliable pressure source.
4. A stored water source with an automatically operated pump (which
could also be used to supply the residence?s domestic water supply).
(2) The following structures are exempt from the requirements of this section:
(a) Agricultural buildings, as defined in Section 202 of the 2013 California
Building Code (including but not limited to greenhouses), which are located at least 60
feet from any residential structure and barns unless otherwise specified in this code.
(b) Not used.
(c) MANUFACTURED HOUSING, as defined by California Health and
Safety Code Section 18007.
(d) Structures not exceeding 1,000 square feet in area, except for a dwelling
unit (which is not exempt), as defined in the 2013 California Building Code Section 202,
and as defined in the 2013 California Residential Code Section 202, and as provided
under the 2013 California Residential Code Section R313.3.1.1.
(e) Mausoleums of Type I construction, as defined by the 1997 Uniform
Building Code, which do not contain offices, chapels or other places where the public
assembles on a regular basis.
(f) Open-air parking garages of Type I construction as defined by the 2013
California Building Code, which do not contain offices, stores or other places of public
occupancy for purposes other than parking of vehicles.
(g) Roofed structures with no walls or doors.
(3) The requirements of this section are intended to present minimum
standards for new construction. Nothing in this section shall prevent any fire authority
having jurisdiction from adopting and enforcing any regulations which impose more
stringent requirements. Further, any requirement of the current California Building
Code, the Uniform Fire Code or the State Building Standards Code, which is more
restrictive, specifies higher standards or mandates specific locations within a structure
for automatic sprinkler systems, -shall be applicable.
(4) Notwithstanding the other provisions of this section, no existing
residential building or structure shall be required to conform to the requirements of this
section, unless the addition, alterations or repairs to the existing building or structure
within any 12 -month period exceed the mandatory compliance threshold percentage of
alteration limits as set forth in division (J) and Table A-1 of this section, as calculated by
the Town Building Official or unless the provisions of division (G)(2)(g) applied and the
applicant is now seeking a permit to install any doors or walls.
(5) Residential structures with attached garages for which a complete building
permit application is submitted after May 1, 2000 shall have automatic fire sprinkler

heads installed in the garage in addition to those required in the 13D standards of the
National Fire Protection Association. The number and location of such fire sprinkler
heads shall be such that full coverage of the garage will be obtained.
(6) When a stored water source with an automatically operated pump system is
installed, the Woodside Fire Protection District will conduct an annual inspection of the
system to insure reliability. Any deficiencies found to exist by the District as a result of
such inspections shall be corrected by the property owner within 30 days of receipt of
written notice from the District requiring such deficiencies to be corrected.

(J) Determination of new building classification to ascertain compliance with
divisions (D), (E) and (G) for the alteration of an existing residential building.
(1) Purpose. The purposes of this division are as follows:
(a) To determine when a new building, proposed alteration, addition, or
reconstruction of an existing residential building or structure will be required to be
classified as a new building for the purpose of compliance with division (E) and the
adopted California Building Code Chapter -7A and Chapter -15 standards, as set forth in
Table A-1 of this section.
(b) To determine when a new building, proposed alteration, addition, or
reconstruction of an existing residential building or structure will require the installation
of an automatic fire sprinkler system in accordance with division (G)(4), as set forth in
Table A-1 of this section.
(c) To determine when a new building proposed alteration, addition, or
reconstruction of an existing residential building or structure will require compliance with
the adopted California Fire Code Standards, as adopted and regulated by the Woodside
Fire Protection District, as set forth in Table A-1 of this section.
(d) To establish a procedure for the determination of the percentage of an
altered residential building or structure, as set forth in Table A-2 of this section, for use
in conjunction with Table A-1 of this section.
(2) Definitions. For the purposes of this division, the definitions contained in §
153.005 shall apply as well as the definition for DWELLING UNIT, as defined in the
2013 California Building Code Section 202.
