Distributed: April 3, 2014 Jim Abrams, Chairman Aoli Planning Commission, Town of Los Altos Hills Re: LANDS OF BAKER AND NIATSUOKA; 27030 Elena Road; File #244-13-ZP-SD-GD Dear Chairman Abrams and Nlembers of the Los Altos Hills Planning Commission: I live at 26951 Elena Road directly across from the property of Baker-Nlatsuoka at 27030 Elena Road. They have filed a request for a Site Development Permit for a new 5,280 square foot tennis court and 603 square foot swimming pool. In addition the applicant is requesting a Grading Policy exception for the proposed tennis court of up to 8'6" of cut where 6' is allowed. I object to the grade cut. The town has a storm drain running through my property. Justice Scott and I granted an easement to the town for maintenance of that storm drain. During mid to heavy rainfall that drain is running to capacity to the point where the water shoots out at least ten feet at the bottom. The water falling on the 6000 square foot of hard surface will obviously not be absorbed and will create a problem in the hills for drainage. The runoff alone from a tennis court would create a very difficult situation in which I believe the storm drain will not b able to handle the excess; as it is now, the existing rainfall excess runs down my driveway and forms a pool at the entry to the portion of the storm drain which enters my property. I believe that putting in 6000 square footage of covered surface on a slope above my home will have a very negative impact not only on my property but also the other homes along Elena Road where the water will spill over onto the street and down onto the property of homes on the downside of the proposed new project. I request that the Planning Commission deny the request to build a tennis court on the subject property; I strongly request that the Planning Commission deny the exception to the Grading Policy.
