411 410 <br /> RESOLUTION NO. 1354 <br /> RESOLUTION CREATING A PUBLIC SAFETY DEPARTMENT <br /> FOR THE CITY OF THE TOWN OF LOS ALTOS HILLS, <br /> AND ESTABLISHING THE DATE FOR ITS ACTIVATION <br /> RESOLVED, by the City Council of the City of the Town of Los <br /> Altos Hills , County of Santa Clara, State of California, that <br /> WHEREAS, at present the City of the Town of Los Altos Hills <br /> (herein called "the TOWN") is provided with public safety services , <br /> namely, police protection by the Santa Clara County Sheriff' s Depart- <br /> ment pursuant to a contract between the TOWN and the County of Santa <br /> Clara; and fire protection by the Los Altos County Fire Protection <br /> District (herein called "the FIRE DISTRICT") and within whose bound- <br /> aries the TOWN is situated; and emergency medical care by the Los <br /> Altos Fire Department as a first responder; and <br /> WHEREAS, the citizens of the City of the Town of Los Altos Hills <br /> have no control through their elected officials over the cost and <br /> quality of emergency services; and <br /> WHEREAS, the TOWN is dissatisfied with its lack of control over <br /> the costs required to be paid currently to other public agencies for <br /> the services described above; and <br /> WHEREAS, the response time for emergency services is the primary <br /> determinate of the effectiveness of the services, particularly, fire <br /> and first-in medical services, and response time in most parts of <br /> the TOWN is marginal and can be improved by a modern organization; and <br /> WHEREAS, the crime rate in the urbanized Santa Clara County area <br /> immediately around the TOWN is increasing at a rapid rate, yet the <br /> TOWN has only one Deputy on patrol through the daylight hours, less <br /> at night; and <br /> WHEREAS, the TOWN and the communities around it are near their <br /> holding capacity; and <br />
