RESOLUTION NO. 1354
RESOLUTION CREATING A PUBLIC SAFETY DEPARTMENT
FOR THE CITY OF THE TOWN OF LOS ALTOS HILLS,
AND ESTABLISHING THE DATE FOR ITS ACTIVATION
RESOLVED, by the City Council of the City of the Town of Los
Altos Hills , County of Santa Clara, State of California, that
WHEREAS, at present the City of the Town of Los Altos Hills
(herein called "the TOWN") is provided with public safety services ,
namely, police protection by the Santa Clara County Sheriff' s Depart-
ment pursuant to a contract between the TOWN and the County of Santa
Clara; and fire protection by the Los Altos County Fire Protection
District (herein called "the FIRE DISTRICT") and within whose bound-
aries the TOWN is situated; and emergency medical care by the Los
Altos Fire Department as a first responder; and
WHEREAS, the citizens of the City of the Town of Los Altos Hills
have no control through their elected officials over the cost and
quality of emergency services; and
WHEREAS, the TOWN is dissatisfied with its lack of control over
the costs required to be paid currently to other public agencies for
the services described above; and
WHEREAS, the response time for emergency services is the primary
determinate of the effectiveness of the services, particularly, fire
and first-in medical services, and response time in most parts of
the TOWN is marginal and can be improved by a modern organization; and
WHEREAS, the crime rate in the urbanized Santa Clara County area
immediately around the TOWN is increasing at a rapid rate, yet the
TOWN has only one Deputy on patrol through the daylight hours, less
at night; and
WHEREAS, the TOWN and the communities around it are near their
holding capacity; and

WHEREAS, the application of the TOWN to withdraw from the FIRE
DISTRICT presently is pending before the Local Agency Formation Com-
mission of Santa Clara County; and
WHEREAS, the TOWN is authorized by the Legislature to create
and maintain police and fire departments and has full administrative
control over municipal departments; and
WHEREAS , the TOWN has determined that the public interest, neces-
sity and welfare require the TOWN to provide its residents with police,
fire and emergency medical services through the vehicle of a Town
Public Safety Department because such services may be provided more
economically through a TOWN controlled and operated combined public
safety operation; and
WHEREAS, as used herein, the term "Public Safety Department" is
defined as a combined TOWN police and fire department through which
integrated police, fire and emergency medical services are made
available to the residents of the TOWN,
NOW, THEREFORE, BE IT HEREBY ORDERED as follows :
1. There is hereby created as an administrative unit of the
municipal government of the City of the Town of Los Altos Hills the
Los Altos Hills Public Safety Department.
2. The Los Altos Hills Public Safety Department shall commence
the furnishing of police, fire and emergency medical services to the
residents of the TOWN and shall be fully operational at 12 : 01 a.m.
on the 15th day of November, 1981.
3. The adoption of the within Resolution is hereby declared to
be an administrative action of the City Council.

4 . The within Resolution is effective immediately.
