HomeMy WebLinkAbout1237 i • RESOLUTION NO. 1237 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS ALTOS HILLS APPROVING AND ADOPTING A SUBAREA PLAN ELEMENT FOR THE CHAPARRAL WAY AREA AS PART OF THE LOS ALTOS HILLS GENERAL PLAN WHEREAS, on January 2 , 1974 the City Council of the City of the Town of Los Altos Hills approved and adopted a General Plan entitled THE LOS ALTOS HILLS GENERAL PLAN (herein referred to as the "General Plan") ; and, WHEREAS, the General .Plan provides for the development of plans for sub-areas, which, when adopted, become part of the General Plan; and, WHEREAS, the Planning Commission has held at least one public hearing on the proposed Subarea Plan Element for the Chaparral Way Area and has made its report thereon to the City Council as required by Section 65356 .1; and, WHEREAS , in accordance with the provisions of law, a public hearing thereon has been held, NOW, THEREFORE, BE IT RESOLVED as follows : 1. The City Council of the City of the Town of Los Altos Hills hereby approves and adopts the following Subarea Plan Element and hereby does amend and implement the General Plan by adding thereto and as a part thereof, the Subarea Plan Element for the Chaparral Way area which reads as follows : SUBAREA PLAN ELEMENT CHAPARRAL WAY SUBAREA This Subarea Plan Element of the Los Altos Hills General Plan includes a section for Chaparral Way area as shown on • • Exhibit #1, attached hereto and incorporated herein. CHAPARRAL WAY: The boundary of the Subarea Plan for the Chaparral Way is shown on Exhibit #1 . The current problems of the Subarea Plan area are; 1. The effective use of land is being hampered by a lack of precise criteria under which the area can develop. 2. Development of properties is increasing the drainage and erosion problems of the area. 3. Increased development is also threatening wildlife and decreasing the amount of natural vegetation. The land within the Chaparral Way Subarea is sensi- tive to the intensity of land use and grading due to the wildlife, natural vegetation, steepness and susceptibility to erosion of the terrain. Because of this sensitivity, the area requires the consideration of the following stan- dards when determining the land use intensity and improve- ments : 1 . Due to the instability of the existing soils, residences should be located on relatively flat areas, i.e. , less than 20% slope of the natural ground. 2 . The rural atmosphere should be maintained by the heavy use of landscape screening with native vege- tation. 3 . Since the soil is highly susceptible to erosion, impervious surfacing should be limited to minimize storm water . runoff. 4. Residences shall be located away from any drainage channels . 5. Terracing of slopes shall be kept to a minimum. 6 . All drainage channels that receive storm water from improved areas shall be improved to accept excess drainage either with an underground g g -2- • • system or by other means consistent with the rural nature of the area. The improved drainage channel shall discharge to a storm drain collec- tion pipe, a paved street with a gutter or Adobe Creek. 7. A storm drain system (as shown on Exhibit #2 , attached hereto and incorporated herein) shall be placed in Chaparral Way to collect storm waters from properties which drain onto Chaparral Way. The storm drain system ishall extend the full length of Chaparral Way and connect to Adobe Creek in the vicinity of the Chaparral Way/Moody Road intersection. 8 . As properties develop or subdivide, the properties involved should be required to install a storm drainage system from the properties to the nearest existing storm drain in Chaparral Way. If a storm drain system doesn't exist in Chaparral Way, the storm drain shall extend from the developed or sub- divided property to Adobe Creek via Chaparral Way. 9 . If a property that is being developed or subdivided is not required to install storm drainage facilities, then each parcel involved in the subdivision shall be required to join a future storm drainage assess- ment district. 10 . All new residences shall be connected to the sani- tary sewer system. 11. All Site Development applications shall be reviewed by the Planning Commission. 12 . The circulation standards should complement the Land Use Element Standards by minimizing impervious sur- facing, disruption to the terrain and intrusion into the area. Circulation and engineering stan- dards on Chaparral Way shall remain essentially un- changed until property owners along Chaparral Way request improvement or the City Council determines -3- it is in the best interest of the public welfare and safety to improve Chaparral Way. The follow- ing principles will apply during development: a) Except for emergency use, Chaparral Way will not at any time be used as a vehi- cular connection between Moody Road and Altamont. b) The Town will take necessary steps to retain the option of connecting upper Chaparral Way to Altamont which is only to be acted upon if future need arises . To ensure the preservation of wildlife and natural vegetation and to minimize erosion, extensive use of con- servation easements is recommended. Conservation ease- ments should be established in the following areas : 1. Natural drainage channels. 2 . Heavily vegetated areas. 3. Land with a slope greater than 40% . 4. Wildlife trails .
