RESOLUTION SUPPORTING LEGISLATION PROVIDING FOR THE RETURN OF REVENUES
FROM ONE CENT OF THE STATE'S FOUR AND THREE-FOURTH CENT SALES TAX TO
CALIFORNIA CITIES AND COUNTIES ON A PER CAPITA BASIS
WHEREAS, property tax revenues to local governmental agencies have been
drastically curtailed as a result of the adoption of Proposition 13; and,
WHEREAS, due to the loss of property tax revenues, cities have been
required to make major reductions in local public services. On the other hand,
the State has not been required to reduce the quality of state services due in
large part to a major increase in revenue from the state sales tax. Further,
the state surplus used to provide limited replacement revenue to cities this
year has, in large measure, been derived from the state's four and three-fourth
cent share of the state sales tax; and,
WHEREAS, to increase further the imbalance in ability to provide basic
services, the State of California through legislative action has mandated
programs for cities and counties to implement, without providing corresponding
revenue sources; and,
WHEREAS, cities provide essential services to their residents and sales
tax generated in local communities should be returned to cities to finance
these essential services.
BE IT RESOLVED that the City.-Council _of._the City of the Town of Los Altos
Hills supports legislation returning one cent of the four and three-fourth cent
state sales tax to California cities and counties, to be distributed by the State
on a per capita basis without restrictions on the use of such revenue; and,
BE IT FURTHER RESOLVED that each city make its state legislative repre-
sentative aware of their city's financial and service problems and strongly
urge their legislative representatives to support such legislation; and,
BE IT FURTHER RESOLVED that the existing distribution of one cent of the
locally levied state collected sales tax on the basis of point of origin be
continued.
REGULARLY PASSED AND ADOPTED this 21st day of February, 1979 by the
City Council of the. City of the Town of Los Altos Hills.
