RESOLUTION NO. 1090
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS ALTOS
HILLS CONCERNING THE EFFECTIVE OPERATION OF THE SANTA CLARA COUNTY
TRANSPORTATION AGENCY.
WHEREAS, on December 7, 1977, the City Council of the City of the Town of
Los Altos Hills adopted this Resolution relating to the effective operation of the
Santa Clara County Transportation Agency, and
WHEREAS, the City Council is desirous of having their tax monies used in
a cost effective manner for public transportation, and
WHEREAS, the transportation system of Santa Clara County is not now pro-
viding adequate cost effective service to its citizens, and
WHEREAS, the transportation system of Santa Clara County has a record of
frequent breakdowns causing missed and delayed schedules, and
WHEREAS, the newly purchased buses have an abnormally high breakdown rate,
and
WHEREAS, the District is incurring enormous capital costs for questionable
facilities (propane fueling) of marginal or no real return to the taxpayers, and
WHEREAS, the District is experiencing very high maintenance costs on the
overall system, and
WHEREAS, the District appears to have a policy encouraging experimentation,
and
WHEREAS, other local systems, such as Samtrans and AC Transit appear to
have established effective operating systems.-
i ___ BE IT THEREFORE RESOLVED, that the City Council of the City of the Town of
Los Altos Hills does hereby request that the Santa Clara Transit Board cause an
independent audit be made by technical experts in the field of automotive equip-
ment maintenance and also be charged with the responsibility of reviewingthe

District's corrective and preventive maintenance procedures. Notice should be
taken of management qualifications and effectiveness, training programs, safety
programs, spare parts policies, scheduling and, that the Board shall engage out-
side expertise in the field of equipment reliability and availability specifica-
tions for capital equipment purchases.
AND, BE IT FURTHER RESOLVED, that the Transit Board take such steps as
necessary to immediately put the District on a cost effective basis, including
recovering a substantial amount of operating costs from the fare box and that
the Transit Board establish a policy of frequent and dependable service and see
that thisolic is carried out.
