HomeMy WebLinkAbout1083 :F 'i • 411 RESOLUTION NO. 1083 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS ALTOS HILLS REQUESTING THAT THE GOVERNOR OF THE STATE OF CALIFORNIA CALL A SPECIAL SESSION OF THE LEGISLATURE FOR THE PURPOSE OF PROPERTY TAX REFORM RESOLVED, by the City Council of the City of the Town of Los Altos Hills, County of Santa Clara, State of California, that WHEREAS, that 60% or more of current property tax system revenues are used for public education, and WHEREAS, more than 10% of these tax revenues go to social welfare and health care programs, and WHEREAS, due to Supreme Court decisions regarding distribution of educa- tional funds, these funds are no longer a local matter, but are now a statewide matter, and WHEREAS, other court interpretations, federal government policies and the current population mobility make education, welfare and health care assistance intertransferable federal and statewide matters and not local matters, and WHEREAS, the property tax system is inequitable and highly subject to local real estate market fluctuations, and. WHEREAS, this inequity brings undue hardships, including actual and virtual eviction on those least able to afford it, and WHEREAS, the property tax system is economically repressive and tends to restrict and deny opportunity to members of society most in need of :opportunity and encouragement, and WHEREAS, the State of California has a current budget surplus of approxi- mately $2.5 billion. r"'"'"------ ____ _f '21T III III NOW, THEREFORE, be it resolved that the City Council of the City of the Town of Los Altos Hills does request that the Governor of the State of California call a special session of the Legislature for the purpose of property tax reform. This reform to provide for some other, more equitable source of educational , welfare and health care assistance revenue. This reform to restrict the maximum amount of property tax levied to 1975-76, 1976-77 levels less the proportion collected for education, welfare and health care assistance plus cost of living escalator. This request is for real tax reform and reduction and is in no way to be construed as a request for a scheme to levy additional taxes such as widely reported:-.in-the ;news media.
