AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF
LOS ALTOS HILLS AMENDING CERTAIN PROVISIONS OF THE LOS ALTOS
HILLS MUNICIPAL CODE RELATING TO SLOPE DENSITY, BEING AN
URGENCY ORDINANCE EFFECTIVE IMMEDIATELY UPON ADOPTION.
The City Council of the Town of Los Altos Hills, California does
hereby ordain as follows:
SECTION 1. Amendment of Municipal Cade.
Section 9-4.604 (b), 2, (iii) of the Los Altos Hills Municipal Code
is hereby amended to read as follows:
"Any portion or portions of a parcel to be subdivided which have an
average natural slope greater than fifty-five percent (55%) may be assigned an
average slope fifty-five percent (55%) for the purposes of computing the average
slope of the entire parcel."
Section 2. Urgency Measure
This Ordinance is adopted as an urgency measure necessary to protect
the public safety, health and welfare, and is for the purposes of prohibiting
any uses which may be in conflict with the General Plan, the adopted zoning
ordinance, and the continuity of the slope density formula. The City Council
of the Town of Los Altos Hills has found and determined, and hereby reaffirms
that the natural environment of the steeper properties of the Town affected by
this Ordinance have a high degree of frailty and are vulnerable to irreversible
damage which could be brought about by improperly regulated human intervention,
and that the purpose of this Ordinance is to prevent the possible loss of important
resources by overly -intensive development. Additionally, the slope density formula
results in an average lot size of infinity for slopes in excess of fifty-six
percent (56%), and therefore requires a maximum average slope limit. Limitation
of the formula for average slopes less than fifty-five percent (55%) but greater

than ten percent (10%) will permit divisions of land and densities greater than
that intended by the formula and the General Plan through the process of gerry-
mandering.
SECTION 3. Effective Date: Duration
This Ordinance, being an urgency measure, shall become effective
immediately upon its adoption.
