AN ORDINANCE OF THE CITY OF THE TOWN OF LOS ALTOS HILLS
AMENDING SECTION 2-2.102 OF CHAPTER 2, OF TITLE 2, OF
THE LOS ALTOS HILLS MUNICIPAL CODE
The City Council of the City of the Town of Los Altos
Hills does ordain as follows:
SECTION 1. AMENDMENT OF CODE. Section 2-2.102 of Chap-
ter 2, entitled "Commissions and Boards" of Title 2 of the
Los Altos Hills Municipal Code, hereby is amended to read as
follows:
SECTION 2-2.102. Members. The Planning Commission
shall consist of seven (7) members who shall be ap-
pointed, and shall be subject to removal, by motion
of the City Council adopted by at least three (3)
affirmative votes, and who shall serve for a term of
four (4) years and until their respective successors
are appointed and qualified.
Notwithstanding the foregoing, the respective
terms of the members first appointed to the Planning
Commission following the effective date of this sec-
tion shall expire as follows: The terms of two (2)
members each shall expire on the following respective
dates: June 30, 1978, June 30, 1979, and June 30,
1980; and the term of one (1) member shall expire
on June 30, 1981. Thereafter, each member shall be
appointed for a term of four (4) years.
The term of each member of the Planning Commission
holding office at the time this section takes effect
shall expire at 1201 a.m., on July 1, 1977.

SECTION 2. URGENCY AND EFFECTIVE DATE. This ordinance
is an urgency ordinance and is for the immediate preservation
of public peace, health and welfare. The facts constituting
the urgency are these:
When a city planning commission is created, the organiza-
tion thereof, the number of members thereof, their terms of
office and the method of their appointment and removal, shall
be as provided by local ordinance pursuant to the requirements
of Section 65150 of the Government Code of California which is
binding upon a general law city such as the City of the Town of
Los Altos Hills. When Section 2-2.102 of the Los Altos Hills
Municipal Code was adopted effective April 6, 1974, it provided
only for the number of members of the planning commission and
failed to provide for their terms of office and the method of
their appointment and removal as mandated by state law. On
July 1, 1977 the terms of five (5) members of the Planning
Commission will expire. In order to comply with state law and
to permit the Planning Commission to continue to function and
to act upon pending matters of importance to the Town and to
allow the City Council to make appointments thereto, the City
Council has determined that it is necessary to adopt an ordi-
nance specifying the terms of office and the method of their
appointment and removal prior to making any appointments to
the Planning Commission. Unless this ordinance is made effec-
tive immediately, undue hardship will result to the citizens
of the City of the Town of Los Altos Hills having business

pending before the Planning Commission.
This ordinance takes effect immediately.
SECTION 3. This ordinance shall be posted within the
City of the Town of Los Altos Hills in three (3) public places.
I HEREBY CERTIFY that the foregoing Ordinance was intro-
duced at a regular meeting of the City Council of the City of
the Town of Los Altos Hills on the 15th day of June 1977,
and was on the same date passed and adopted.
