HomeMy WebLinkAbout971 f • • RESOLUTION NO. 971 A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS FURTHER AMEND- ING RESOLUTION NO. 696 RELATING TO STANDING COMMITTEES . WHEREAS, on March 7, 1973 the CityCouncil of the Town of Los Altos Hills adopted Resolution No. 696 entitled "A Resolution of the Town of Los Altos Hills Relating to Standing Committees" which was thereafter amended, and WHEREAS, the City Council desires to create a Legislative Review Committee, NOW, THEREFORE, the City Council of the Town of Los Altos Hills does hereby further amend Resolution No. 696, as amended, as follows: 1. Section 1 of Article I is hereby amended by adding thereto the following: (e) Legislative Review Committee. 2 . Section 3 of Article I is hereby amended by adding thereto the following: (e) Legislative Review Committee: 1. To study and review proposed, pending and adopted legislation, measures, bills or resolutions in any State Assembly or Senate Committee which would have immediate or future effect on the government, the residents or the property owners of Los Altos Hills, and to recommend and prepare letters or resolutions in support or opposition of those items and agenda same for City Council approval at the earliest session. • r • • 2. To meet formally in public, at least every two weeks in a duly noticed session, preferrably during regular business hours, during regular sessions of the State Legislature, at the call of either of its chairmen. Each of the Council members of the Committee who are to alternate as presiding officer, shall prepare his or her respective agenda for distri- bution three days prior to the meeting. 3. To meet (through those Committee members available) with the Town' s legislative representatives in Sacramento or in their respective districts and with other State officers, as appropriate, at least once a month to lobby those bills or affairs that have received council support or opposition. In addition, members should closely follow such bills or affairs that most directly affect this community or its government and testify in support or opposition as directed by the Council before legislative committees. 4. To encourage and solicit the appearance of our legislative representatives and other constitutional officers before the Town Council whenever such persons are available. 5. To be prepared (through Council members on the Committee) to respond to inquiries from citizens who are interested in the procedure of certain bills through the legislative process. -2- III 111 6. To become familiar with the methods of preparing special or broad interest bills desired by Council for presentationto our respective representative for introductionto the legislature and to be able to initiate and effect the adoption of such legislation. 7. To offer to the Council from time to time a report on its activity and status of legislative items upon which the Council has taken a position. 3. Section 1 (a) is hereby added to Article II to read as follows: Section 1 (a) Legislative. Review Committee Membership. The Legislative Review Committee shall consist of five (5) members who shall be appointed by the City Council. Two of the members shall be members of the City Council and shall serve for a term of two (2) years or untilhe or she shall cease to serve as a member of the City Council, whichever occurs first. Three (3) of the members shall be persons who are recommended by the Council members appointed to the Committee and whose appointments are approved by the City Council. The qualifications of the three members (who are not also members of the City Council) , and their respective terms of office, as well as the method of their removal and filling vacancies if any of the three members should resign or be removed prior -3- . -111 • • to the expiration of their respective terms, shall be specified in Section 1 of Article II. Funding for activities of the Committee that require out of pocket disbursement by members will be from the General Fund with the approval of the City Manager, and staff assistance. shall be requested . from and by the City Manager. 4. Section 1 of Article III is hereby amended by adding the • following thereto. The members of the City Council who are also members of the Legislative Review Committee shall alternate as the Chairperson of this Committee. • I HEREBY CERTIFY that the foregoing Resolution was passed and adopted at a regular meeting of the City Council of the Town of Los Altos Hills held on the 7th day of July, 1976 . )( ty Cle • -4-
