RESOLUTION NO. 871
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE
TOWN OF LOS ALTOS HILLS URGING THE SANTA CLARA COUNTY
BOARD OF SUPERVISORS, THE CITY OF LOS ALTOS, AND THE
CITY OF PALO ALTO TO CONSIDER THE REDUCTION OF MOTOR
VEHICLE SPEED ON THE FOOTHILL EXPRESSWAY
WHEREAS, the Santa Clara County Board of Supervisors, the City of
Los Altos, the City of Palo Alto, and the City of the Town of Los Altos
Hills, exercise separate police jurisdictions over motor vehicle speed limits
on the Foothill Expressway; and
WHEREAS, the Santa Clara County Board of Supervisors, the City of
Los Altos, the City of Palo Alto, and the City of the Town of Los Altos Hills
have each approved the Arterial Bikeways Plan for Santa Clara County as it
provides for bicycle traffic on the Foothill Expressway; and
WHEREAS, the introduction of manually propelled light-weight vehicles
upon a high speed, high volume motoring thoroughfare, where separation of
traffic class will be defined by a painted line, is in itself a patent danger
to life; and
WHEREAS, the air pressure, turbulence and atmospheric vortex generated
in advance and in the wake of a rapidly moving large body in close proximity
to a relatively stationary small body, seriously impedes the ability of the
smaller body to retain stability and maneuverability; and
WHEREAS, large trucks, busses, coaches, vans and trailers commonly
traverse the Foothill Expressway at the posted speed limit of 45 miles per
hour, and quite frequently, in excess of such speed; and
WHEREAS, the bicycle abroad in such traffic will be continually
subjected to sudden and unexpected massive air pressures, wake turbulence
and vortex effects;

RESOLUTION NO. 871
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City
of the Town of Los Altos Hills urges the Santa Clara County Board of
Supervisors, the City Council of Los Altos, and the City Council of the
City of Palo Alto, that upon the inception of the use of Foothill Expressway
by bicycles, each jurisdiction consider the reduction of the maximum speed
limit within their respective jurisdictions to 30 miles per hour; and,
further thereupon, pursue an active program of enforcement.

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted at a regular meeting of the City Council of the City of the Town
of Los Altos Hills held on the 5th day of February , 1975, by the
following roll call vote:
AYE: Councilmen Helgesson, McReynolds, Councilwoman Miller, Mayor Grabowski
NOES: Councilman Cheney

ABSTAIN: NONE
