A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS RESCINDING RESOLUTION 9-14 AND
AUTHORIZING AMENDMENTS TO FEE SCHEDULE
FOR CERTAIN TOWN GENERAL SERVICES
WHEREAS,the Town of Los Altos Hills has established certain fees for Town services, and
WHEREAS, the City Council awarded a contract to Willdan Financial Services (Willdan) for an
Overhead Cost Allocation Review and a Comprehensive Fee and Rate Study on February 28,
2013; and
WHEREAS, the City Council first considered this matter at its meeting held on March 20, 2014
and following Council deliberation and public discussion adopted its Resolution 9-14 approving
certain fee changes; and
WHEREAS, following that meeting, the City received an appeal pertaining to the hearing
process and certain fee allocations; and
WHEREAS, on April 17, 2014, the City Council held a duly noticed public hearing held in
compliance with GC 66018 and 66016 at which public testimony and written testimony was
received; and
WHEREAS, the City Council wishes to revise said fee schedule at this time; and
WHEREAS, based on the record complied by the Town in this matter including without
limitation information provided in the Staff Reports prepared for both the May 20th City Council
meeting as well as the Staff Report prepared for the April 17, 2014 public hearing and all
attachments to those staff reports including the Comprehensive User Fee Study Report prepared
by Willdan Financial Services dated March 14, 2014, together with all oral and written
testimony, information and reports compiled by the Town both before and at the public hearing
provided by members of the public as well as by and from Town staff, its financial consultants
and all and any others, the City Council finds by a preponderance of the evidence that the
proposed fees are not a tax, that the amount is no more than necessary to cover the reasonable
costs of the governmental services funded by the fees, that the fees do not exceed the estimated
reasonable costs of providing the services for which the fees are charged, and that the manner in
which those costs are allocated to payors bears a fair or reasonable relationship to the payors'
burdens on, or benefits received from, the Town's fee based services.
NOW THEREFORE, the City Council of the Town of Los Altos Hills hereby resolves to
approve the amended fees as set forth in attached Attachment 1 to the staff report (entitled:
"Proposed Schedule of Fees, Deposits, Charges for Service, and Other Assessments") and as set
forth in Exhibit 1 to this Resolution, with all Town fees to be as shown in the column labeled
"100% Recovery," except for the building permit fees in Section II — Building Process: Plan

Reviews Permits, and Inspections of the attachment which shall be as shown in the column
labeled "90% Recovery". Adjustments to fees resulting from this resolution will go into effect on
June 16, 2014, and the Town's Cost of Services Schedule shall be evaluated one year from the
date of this Resolution.
The above and foregoing resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a regular meeting held on the 17th day of April, 2014 by the following vote:
