OF LOS ALTOS HILLS DE- CLARING ITS OPPOSITION TO SENATE BILL NO. 1786 WHEREAS, Senate Bill No. 1786 , if enacted, would prohibit general law cities such as Los Altos Hills from licensing for revenue purposes any kind of business in such cities, including shows, exhibitions and games, if such business does not maintain a business office within the city and derives less than $10, 000 in gross receipts annually within the city; and WHEREAS, if enacted Senate Bill No. 1786 would constitute a serious incursion into the powers of home rule heretofore granted to general law cities, including the right to license businesses carried on within a city for purposes of revenue as well as regulation; and WHEREAS, the loss of revenue to general law cities which would result from the enactment of Senate Bill No. 1786 would have serious consequences upon a city' s ability to raise revenue to perform municipal services in view of limitationsheretofore imposed upon the right to levy taxes by general law cities, and the continuing upward spiral of inflation, NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The City Council of the Town of Los Altos Hills, Santa Clara County, California, hereby declares its oppositionto the enactment of Senate Bill No. 1786 and urges the State Legislature to reject it. 2. The City Clerk be and he hereby is authorized and directed to transmit certified copies of the within resolution to each member • • of the Senate Committee on Local Government, and to the Senator and Assemblyman within whose respective districts the.
