RESOLUTION NO. 755
A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS AMENDING
RESOLUTION NO. 696 entitled "A RESOLUTION OF THE TOWN
OF LOS ALTOS HILLS RELATING TO STANDING COMMITTEES"
RESOLVED by the City Council of the Town of Los Altos Hills,
Santa Clara County, California, that Resolution No. 696 entitled
"A Resolution of the Town of Los Altos Hills Relating to Standing
Committees" be and it hereby is amended to read as follows:
The policy of the town of Los Altos Hills relating to Standing
Committees shall be as follows:
Article I. Regular Committees
Sec. 1 Established.
The following are hereby constituted as the regular Standing
Committees of the Town:
(a) Pathways Committee;
(b) Traffic and Public Safety Committee;
(c) Noise Abatement Committee;
(d) Environmental Design Committee.
Sec. 2 General Powers and Duties.
Each of the Standing Committees of the Town shall have the
general power and duty within the Committee' s sphere of interest, to
render advice and make recommendations to the City Council, Planning
Commission, or the City Manager and other Town bodies designated by
the City Council on all aspects of policies related to the management,
maintenance, control and improvement of land and facilities for public
convenience as well as:
(a) The acquisition, development and use 'of land or
other property;

(b) Ordinances or resolutions to establish rules and
regulations governing Town-controlled facilities;
Sec. 3 Special Powers and Duties.
. In addition to the general powers and duties enumerated
above, the specified Committee shall be empowered and obligated as
follows:
(a) Pathways Committee:
(1) To study and make recommendations on matters
relating to the acquiring of path and trail easements
within the Town, including new divisions of land;
(2) To review and recommend changes to the Trail
and Path Element of the General Plan;
(3) To study and recommend ordinances and resolutions
for the establishment of rules and regulations governing
the acquisition, construction, maintenance and use of
public paths and trails.
(b) Traffic and Public Safety Committee:
(1) To study and recommend ways and means of enhancing
the rural quality of the Town and ofimproving traffic flow
and safety on existing and proposed roads and public property
within the Town. The study shall include such matters as
channelization of traffic, location of traffic control
devices, speed zones and traffic islands;
(2) To study and make recommendations as requested on
the traffic aspect of the circulation element of the
General Plan;

(3) To make continuing studies and record criminal
activities within the Town; to recommend ordinances,
resolutions and other measures they feel will assure a
secure environment;
(4) To confer with municipal authorities on matters
relating to the suppression of crime and protection of
life and property;
(5) To interact with similar bodies or agencies and
appropriate police authorities in other, jurisdictions, in
order to expand the Committee's capabilities in effecting
reduction in local crime.
(c) Noise Abatement Committee:
(1) To study and make recommendations on matters
relating to the indentification, measurement, and control
of noise within the Town;
(2) To recommend ordinances and resolutions for the
establishment of rules and regulations governing the
suppression of noise;
(3) To work with. Federal, State and local agencies
to effect reduction of noise levels created by aircraft,
motor vehicles and other machinery which fall under their
jurisdiction.
(d) Environmental Design Committee:
(1) To study and make recommendations on matters
relating to landscaping of public property, including
roadways;

(2) To study and recommend an overall tree planting
and beautification program for the Town;
(3) To recommend planting needed to preserve and
enhance the rural nature of the Town, including areas of
new subdivisions;
(4) To recommend ordinances and resolutions for the
establishment of rules and regulations governing the
planting, maintaining and preserving trees and other forms
of landscaping within the Town;
(5) To review site, landscape, and architectural
designs connected with applications for projects upon
official referral to help secure compatibility with adopted
Town objectives.
Article Ii. Membership
Sec. 1 Committee Membership
Each of the Standing Committees of the Town shall have the
number of members indicated as follows:
Pathways Committee 7 members
Traffic and Public Safety Committee 7 members
Noise Abatement Committee 7 members
Environmental. Design Committee 7 members
No person shall be appointed to a committee except in an advisory
capacity, unless at the time of his appointment he is at least eighteen
(18) years of age and a citizen of the State. All members shall be
residents of the Town at the time of appointment and continuously
during their term of office. Each candidate for a seat upon any such

body shall submit an application stating interest and personal quali-
fications to the City Clerk within 30 days of the Council declaring a
vacancy. Members shall be selected for terms of two (2) years and
shall serve for the duration of such term, or until successors are
appointed.. Membership shall be limited to two (2) consecutive two-
year terms. Appointments of members shall be effective as of July 1st.
Terms are to be staggered to the maximum extent feasible. The Council
shall publicly announce committee vacancies as they occur.
(a) The Council shall appoint all committeepersons by a
selection from a roster of persons offered by individual City
Council membersand/or applications from candidates. The
Council shall endeavor to appoint the best qualified person
and distribute the membership on committees in accordance
with geographic and population locations of the Town in order
to obtain a balanced representation.
(b) Vacancies shall be filled in the same manner, except
that where a vacancy occurs before expiration of a term, the
appointment shall be made for the remainder of the unexpired
term. Any committee member may be removed upon an affirmative
finding by the City Council that such member has become in-
eligible to serve, due to change of residence, or that such
member is guilty of malfeasance in office, or that such member
has failed in attendance without justification at four (4)
consecutive meetings.

Sec. 2 Sub-committees.
The Chairperson of each Standing Committee may appoint sub-
committees within such body to implement its function. In addition,
ad hoc advisory members to assist the Committee body may be appointed
by the Chairperson of the Committee. Advisory members shall not vote
nor be counted in a quorum.
Article III. Organization
Sec. 1 Organization, Officers, Meetings and Conduct of Business.
By affirmative vote of a majority of its entire membership,
each Standing Committee shall annually and at its first meeting follow-
ing July 1st, elect from its membership a Chairperson who shall serve
for not more than two (2) consecutive one-year terms. In the same
manner and with like tenure, each Committee shall: elect a Vice-Chair-
person to preside in the absence of. the Chairperson, and a Secretary.
The time and place ofregular meetings , and the procedure for the
conduct of business, shall be determined by each Committee, subject to
approval of the City Council. Special meetings may be called by the
Chairperson or by a majority of the Committee membership. No regularly
scheduled meeting shallbe cancelled unless a quorum of the membership
so agrees. The number of members necessary to constitute a quorum for
the transaction of business shall be a "simple majority" of total
Committee membership.
Article IV. Tenure.
Each Committee member holding tenure at the time of adoption of
this resolution shall remain in office until expiration of his term,

with the exceptionof those removed from office by the Council due to
the numerical restrictions imposed by this resolution.

adopted at a regular meeting of the City Council of the Town of
Los Altos Hills held on the O'day of March, 1974.
