HomeMy WebLinkAbout751 ;40 RESOLUTION NO. 751 RESOLUTION CREATING THE PUBLIC WORKS COMMITTEE OF THE TOWN OF LOS ALTOS HILLS RESOLVED by the City Council of the Town of Los Altos Hills, County of Santa Clara, State of California, as follows: SECTION 1. There is hereby created the Public Works Committee of the Town of Los Altos Hills, which shall consist of five members who shall be appointed by the City Council for a term of two (2) years and until their respective successors are appointed and qualified. The terms of the first members of the Committee shall be determined by lot so that the term of three (3) members shall be for one (1) year, and of two (2) members for two (2) years. If a vacancy shall occur, otherwise than by expiration of the term of office, it shall be filled by appointment for the unexpired portion of the term. No member shall serve more than two consecutive terms. SECTION 2. Each member shall be a resident of the Town of Los Altos Hills. The Council shall endeavor to appoint as- one member a -civil engineer, and shall endeavor to appoint. as one member a person who has had road maintenance experience. SECTION 3. The members shall not receive any compensation. SECTION 4. Upon their appointment, the members shall organize the Committee and elect a Chairman, Vice-Chairman and Secretary from among their number. The term of the Chairman, Vice-Chairman and Secretary shall be one year. In the absence of the Vice-Chairman or Secretary, the members present shall select a Vice-Chairman and/or a Secretary pro-tempore, as 4 • the case may be. . SECTION 5. The Chairman shall preside at all meetings of the Committee. The Vice Chairman shall preside in the absence of the Chairman. The Secretary shall keep a correct record of all proceedings of the Committee. The Minutes of each meeting shall be signed by the Secretary or the Chairman, or in their absence, by the Secretary pro- tempore, Vice-Chairman, or Vice Chairman pro-tempore, as the case may be. SECTION 6. A copy of the Minutes of each meeting of the Committee shall be furnished to the City Council . SECTION 7. A regular meeting of the Committee shall be held in the Town Hall each month on a day and at a time to be determined by the Committee. A special meeting may be called at any time by the Chairman or by a majority of the members by delivering personally or by mail written notice to each member, at least 24 hours before the time of such meeting as specified in the notice. A majority of the members_ shall constitute a quorum for the transaction of business. A majority of the quorum present shall have the authority to act on any matter coming before the Committee. SECTION 8. The duties of the Committee shall be as follows: a) To review the report entitled "Master Plan for Storm Drainage" dated March 1969, with specific reference to Chapter. V .dealing with road deficiencies related to drainage and the priorities of the suggested improvements. b) To conduct on-site visual surveys of the Town Roads and to assign priorities to roads needing attention within the next three years. c) To examine the financial status of funds which can be used -2- • for roads, separating them by select system roads and feeder roads, and also separating them by construction . funds and maintenance funds. d) To review the major drainage improvements which may be necessary to be accomplished together with road improve- ments and to assign priorities to those improvements. e) . To prepare a financial plan for maintenance of roads and' major improvements to roads for a three-year period, keeping in mind the available financial .resources of the Town. f) Prepare a financial plan for the critical needs related to improvement of roads for the next five years and, present recommendations for raising the finances necessary to accomplish the work. g) To investigate, review and recommend to the City Council , types and priorities of maintenance and/or improvements to' existing public roads within the Town of Los Altos Hills. Provided, however, the Town capitol improvement program will continue to be the responsibility of the Planning Commission as defined in Section 65101 of the Government Code. h) To assist the Planning Commission in field. surveys and technical. evaluations, whenever requested to do so. i ) To conduct periodic on-site surveys of the Town' s public road system either individually or as a Committee. j) To conduct economic as well as technical evaluations of public road maintenance and/or improvements. -3- k) To review with the City Manager and the City Engineer all findings,' results of studies and recommendations prior to 'their being submitted to the City Council . • 1 ) To perform such other;duties .as may be assigned to it by • - the City Council from time to time:, • SECTION 9.
