RESOLUTION NO. 654
A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS
HILLS. REQUESTING THE STATE WATER RESOURCES CONTROL BOARD TO
INITIATE ACTION ON THE IMPLEMENTATION OF STRICTER REQUIREMENTS
ON DISCHARGE TO THE OCEAN OF MUNICIPAL AND INDUSTRIAL WASTE
WATERS,
RESOLVED, by the City Council of the Town of Los Altos Hills,
California, that
WHEREAS, the State Water Resources Control Board has held
hearings for the purpose of reviewing the new proposed California
State Policy for Water Quality Control -- General Principles and
Provisions for Discharge to Ocean Waters ; and
WHEREAS, the new stricter requirements are intended to :
provide protection for indigenous marine life; assure against
pathogenic organisms and viruses in waters used forswimming or
other body-contact sports ; and remove toxic substances to a
reasonable level by maximum removal of suspended and settleable
solids and floatable material; and
WHEREAS, standards have been proposed which are based on
judgment and the best available scientific knowledge to prevent
the discharge to the ocean of environmentally hazardous substances ,
including the discharge of sewage sludge and supernatants ; and
WHEREAS, the proposed policy and standards contain provisions
for exceptions , based on proper findings , and the Regional Water
Quality Control Board is given the latitude of effecting the
stricter requirements at the 'pearliest possible time"; and
WHEREAS, the Southern California Coastal Water Research Project
is presently engaged in a study of the effect of ocean discharge. on
the Pacific Ocean waters of the Southern California coastline, which
study has been underway for the past two and one-half years with the
Ventura County, Los Angeles County, Orange County, City of Los
Angeles , and the City of San Diego sanitation agencies as supporting

bodies who consider a practical completion date for said study to
be from July to October of 1972 ; and
WHEREAS, the Southern California Coastal Water Research Project
may provide fundamental scientific facts which will not only guarantee
protection and conservation of marine resources , but may also enhance
the beneficial uses of these resources by promoting increased
productivity in the ocean; and
WHEREAS, there is a strong desire on the part of those connected
with the Southern California Coastal Water Research Project to
postpone any consideration of stricter standards until the completion
and evaluation of the water research study; and
WHEREAS, there appear to be two choices : (1) Place the stricter
requirements in effect now and rely on the judgment of the California
Water Resources Control Board and the Regional Water Quality Control
Board to achieve the Board 's objectives in a reasonable manner, or
(2) Do nothing until the results of the Southern California Coastal
Water Research Project are known, analyzed, subjected to public
comment, and then utilized to revise or modify the stricter require-
ments of the State Water Resources Control Board;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS that the stricter requirements be placed in
effect now, in order to prevent discharge to the ocean water of
known degrading chemicals and detrimental substances , and further,
when the new scientific knowledge forthcoming from the Southern
California Coastal Water Research Project is available, such
information be the subject of a future public hearing to modify,
revise, and beneficially improve the California Water Resources
Control Board policy and standards for discharge to the ocean of
municipal and: industrial waste.
