t ) MINUTES OF A REGULAR MEETING
November 4, 1963
The Regular Meeting of the City Council of the Town of Los Altos Hills
was called to order Monday, November 4, 1963, by Mayor Wm. B. Clayton,
at 8:03 P. M. , at the Town Hall, 26379 Fremont Road , Los Altos Hills,
California.
ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Fowle , Henley
Mayor Clayton .
ABSENT : None
MINUTES: October 29, 1241.
ACTION:
Adopt Minutes of October 29, 1963 as submitted.
COMMUNICATIONS: None.
ANNOUNCEMENTS : None .
(-.) COMMITTEE REPORTS :
1. Underground Utilities - Amendment of Ordinance No. 88.
Deferred to ORDINANCES.
OLD BUSINESS:
1: Continued Public Hearing - Amendment to General Plan.
The City Clerk referred to a letter dated October 30, 1963 ,
from Mr. Nestor Barrett , Town Planning Consultant, on file
at the Town Hall.
The Mayor asked for comments or discussion from the Floor.
Copies of the proposed revisionto the General Plan were
distributed to the audience.
The City Clerk read; as follows , the redraft of Land Use Policy
Statement No. 9 on Page 11 , Los Altos Hills General Plan -
Revision of 1963, as contained in Mr. Barrett 's letter of
October 30th :
"9. Since it is obvious that the 472.29 acres of
I land in non-residential use (exclusive of streets and
Junipero Serra Freeway) within the Town far exceeds
all reasonable relationship to the service needs of
the population both now and in the foreseeable future ;
and since this General Plan will be reviewed at three

1 to five year intervals; it is the policy of the Town to
prohibit any further expansion of non-residential land
uses , except those required by law. "
ACTION:
That Land Use Policy Statement No. 9 on Page 11,
Los Altos Hills General Plan - Revision of 1963 ,
as submitted by Mr. Nestor Barrett , Town Planning
Consultant, in his letter dated October 30, 1963 ,
be substituted for Item 9 on Page 11 in the
original Los Altos Hills General Plan - Revision
of 1963.
MOTION: Fowle ; SECOND : Aiken; VOTE: Passed unanimously.
Mayor Clayton declared the Public Hearing closed at 8:14 P. M.
The City Attorney read , in its entirety, Resolution No. 249,
a Resolution of. the City Council of the Town of Los Altos Hills ,
adopting an Amendment to the General Plan. There were no
objections .
ACTION:
Adopt Resolution No. 249 as read.

NEW BUSINESS ;
1. Page Mill Estates - Entry Gates .
Councilman Fowle asked for a reconsideration of the action taken
at the last Council Meeting of October 29, 1963.
The Mayor stated inasmuch as this matter was not on the Agenda,
that the City Clerk be directed to place it on the next Agenda
for the Council meeting of November 18, 1963 , so that all
involved property owners may be properly notified.
ACTION:
That reconsideration of the sign on the Entry
Gates at Page Mill Estates be put on the Agenda
for the Regular Council Meeting of November 18,
1963.

DIVISIONS OF LAND : Final Maps .
1. Malmquist , George O. Tract No. y[91 - Engr. Marvin Wolff.
ACTION:
That the Final Map of Tract No. 3491 be approved.
MOTION: Henley; SECOND : Aiken; VOTE: Passed unanimously.
2. Kaplan, Lester, Tract No. 3529 - Engr. John W. Riley.
ACTION:
That the Final Nap of Tract No. 3529 be approved .
NOTION: Aiken; SECOND : Fowle ; VOTE: Passed unanimously.
3. Robleda Hills Unit No. 2, Tract No. 3482 - Engr. Charles Coburn.
ACTION:
That the Final Map of Tract No. 3487 be approved.
NOTION: Aiken; SECOND : Bowler; VOTE: Passed unanimously.
ORDINANCES:
1. Ordinance No. 95 - Amending Sign Ordinance No. 42 - Second. Reading.
Mayor Clayton, with the consent of the Council, directed that the
second reading of Ordinance No. 95 be deferred to the next Regular
Meeting on November 18, 1963. There were no objections.
2. Ordinance No. 88 - Committee Report . on Amendment of Ordinance No . 88.
A Committee Report of the Subdivision Committee (Chairman Aiken and .
Councilman Fowle) concluded there is little possibility of getting
all poles underground , but a good chance of eventually getting
short, streamline poles with the service wires going down inside
them. There is no point in this , however, if the services are
overhead.
The overall effect of the streamline poles will largely be lost
with overhead service .
ACTION:
That Ordinance No. 88 will remain in force as adopted .
NOTION: Aiken; SECOND : Fowle
Councilman Bowler inquired of the Subdivision Committee if they
had examined the possibility of relief in the way of a variance
in hardship cases . Chairman Aiken stated they had and would
favorably welcome a procedure for such a variance .
Discussion followed as to a criterion for variances.

ORDINANCES (Cont 'd. ) - Ordinance No. 88.
I i AMENDED MOTION:
That Ordinance No. 88 will remain in force as adopted ,
except that variation from Ordinance No . 88 would be
acceptable for consideration, if the poles are along
the back line of the property.
MOTION: Aiken; SECOND: Fowls
Further discussion resulted in the Motion and Second being with-
drawn by Councilmen Aiken and Fowle , and the Mayor directing the
City Attorney to draft an amendment to Ordinance No. 88 in accord-
ance with the discussion and wishes of the Council.
WARRANTS :
1. Bills, in the amount of NINE THOUSAND, EIGHT HUNDRED AND ELEVEN
DOLLARS and No Cents ($9,811.00) were presented by Councilman
Fowle.
ACTION:
That the bills be approved as presented ; that the
City Clerk be authorized to draw the appropriate
warrants .
