TOWN OF LOS ALTOS HILLS
( MINUTES OF A REGULAR MEETING
December 2, 1963
The Regular Meeting of the City Council of the Town of Los Altos Hills
was called to order Monday, December 2, 1963, by Mayor Wm. B. Clayton,
at 7:46 P. M. , at the Town Hall, 26379 Fremont Road, Los Altos Hills,
California.
ROLL CALL: PRESENT : Councilmen Aiken, Bowler, Fowle , Henley
Mayor Clayton
ABSENT: None
MINUTES: November 18, 1963.
ACTION:
Adopt Minutes of November 18, 1963 as submitted.
COMMUNICATIONS : . None .
ANNOUNCEMENTS:
1. Inter-City Council, Santa Clara County - The next regular meeting
� ) will be Ladies Night , to be held December 5, 1963 , 7:30 P. M. , at
Alviso. A Mayor's meeting will be at 6:30 P. M.
PLANNING COMMISSION REPORTS:
1. Underground Utilities - Chairman Hawley, of the Planning Commission,
reported that a complete mimeographed report will be sent to the
Council within a few days.
OLD BUSINESS:
1. Woodside Oaks Construction Co. - Completion of Structure .
ACTION:
That a twenty (20) day extension from the date of
expiration be granted Woodside Oaks Construction Co.
for the completion of construction and landscaping
on Lot #2, Tract #1707; thereby fixing the date of
completion at December 10, 1963.
MOTION: Henley; SECOND: Aiken; VOTE: Passed unanimously.
NEW BUSINESS: None.

VARIANCES :
1. Cross , Dr. James C. (V-161-63) - Reduction of Setback Requirement
for Residence.
ACTION:
That the request of Dr. James C. Cross (V-161-63)
for reduction of setback requirement for residence ,
as recommended by the Planning Commission, be
approved.
MOTION: Aiken; SECOND: Henley; VOTE: Passed unanimously.
DIVISIONS OF LAND:
Tentative Maps :
1. Bullisi Gardner & Helen (264-63) 2 lots - Engrs . Ruth & Going.
The City Clerk read the Check List, dated October 28, 1963, as
recommended by the Planning Commission, as well as the conditions
of approval from the City Engineer, Santa Clara Health Department,
and the Fire District.
The revised Tentative Map dated October 18, 1963 was completely
7 - ) reviewed as to access, drainage , road improvements , and the
need for an additional easement for the future development of
Altadena Drive.
ACTION:
That the Revised Tentative Map, dated October 18,
1963, of Gardner and Helen Bullis (264-63) be approved,
subject to the requirements of the approving agencies
and Check List dated October 28, 1963 , as recommended
by the Planning Commission; such approval to also be
contingent upon the dedication of an additional ten
(10) foot easement along Altadena Drive for future
widening.
MOTION: Fowle ; SECOND: Henley; VOTE: Passed unanimously.
Final Maps :
1. Petersen iStanley LTract No: 3619 - Engr. K. F. Ho.
ACTION:
That the Final Map of Tract No. 3619 be approved.

( ; ORDINANCES :
1. Ordinance No. 96 An Ordinance of the Town of Los Altos Hills
amending Ordinance No. 88 of said Town, by adding thereto a new
Section providing for Variances in Certain Cases. Second Reading.
The City Attorney read the title of Ordinance No. 96.
Councilman Henley moved that further reading be waived ; however,
the motion was withdrawn at the request of Councilman Bowler in
order to further review the intent of the Amendment .
The City Attorney read, in its entirety, Ordinance No. 96.
ACTI ON:
Adopt Ordinance No. 96 as read.
MOTION: Bowler; SECOND: Aiken
The Mayor asked for discussion.
Chairman Hawley asked the Council that the Planning Commission be
given some criterion to determine the extent of hardship cases
in order to grant a variance .
) It was the opinion of Councilman Aiken that hardship cases occur
because of the transition from overhead to underground utilities,
and that in time , the need for variances would lessen.
It was suggested by Councilman Henley that Ordinance No. 96 be
amended in such a manner that its provisions wouldbe null and
void after a transitory period of one year. The City Attorney
was so instructed .
AMENDED MOTION:
Adopt Ordinance No. 96 as read and modified.

OTHER BUSINESS :
1 . Councilman Fowle reported on the meeting of the Purissima Hills
County Water District on November 20, 1963, with regard to land-
scaping and irrigation of the cut bank of six lots along El Monte
Road , which portion is being acquired by the State for widening
I ) the access to Foothill College.

OTHER BUSINESS (Cont 'd . ) :

Mr. W. F. Foster, 24965 Oneonta Drive , Los Altos Hills , questioned
whether or not the land in question would revert to the Town for
maintenance . The City Clerk was requested to confer with
Mr. R. A. Hayler, of the Division of Highways , for a determination
in this matter.
WARRANTS:
1. Bills , in the amount of SEVEN THOUSAND , SEVEN HUNDRED AND FORTY-
THREE DOLLARS and Sixty-nine Cents (S7,743 .69), were presented by
Councilman Fowle.
ACTION:
That the bills be approved as presented; that the
City Clerk be authorized to draw the appropriate
warrants.
