MINUTES OF A REGUTAR MEETING
its
September 17, 1962
The Regular Meeting of the City Council of the Town of Los Altos Hills was
called to order by Mayor Wm. B. Clayton Monday, September 17, 1962 at
7 : 52 P. M. at the Town Hall , 26379 Fremont Rd . , Los Altos Hills , California.
ROLL: CALL: PRESENT : Councilmen Aiken, Fowle , Sherlock, Mayor Clayton;
Councilman Henley arrived 7 : 55 F. M.
ABSENT : None
MINUTES: September 4, 1962.
Arproval was deferred to September 17, 1962.
COMMUNICATIONS :
1 . Stanford University - Letter from T. W. Ford , Director of Land Develop-
ment , dated September 10, 1962, acknowledged letter from Mayor Clayton
relative to the Hillview Avenue extension.
2. A. Fromhold - Letter, dated September 10, 1962, called attention to dis-
turbance (noise) caused by garbage collection at 4 A. M.
3. Santa Clara County Trafficways Cormittee - Letter, dated September 13th,
recommended that the City Council adopt the report of the Sub-committee
on Additional Revenue for Road Purposes, and that the action be for-
warded to the League of California Cities.
Deferred to New Business.
4. John W. Riley - Letter requested the Council to give consideration to
approving the Fretz-Ciceroni Subdivision Map.
Deferred to Divisions of Land.
ANNOUNCEMENTS:
1 . League of California Cities Peninsula Division) - Regular Meting on
Thursday, Sept. 20, 1962 at 7 :30 P. M. at the Algier Restaurant , 2620 El
Camino Real , Redwood City.
COMMITTEE REPORTS : None .
OLD BUSINESS : None .
NEW BUSINESS:
1. Wald-Lenn - Letter, dated August 30, 1962, requested a six-month exten-
sion of time for filing Final Subdivision Map.
Mr. Harry Cappell, Realtor, represented the subdividers and prospective
hir buyer of the property.

ACTION:
That the request for six-months extension, to March 31 , 1963 , be
granted for filing the Wald-Lenn Final Subdivision Map .
MOTION: Fowle ; SECOND : Aiken; VOTE: Passed unanimously
VARIATCES :
1. Ferrari , Charles A. (V-117-62) - Request for Reduction of Setback Re-
quirement for Residence .
Recommendation of the Planning Commission was read by the City Clerk.
.LOTION :
That the request for variance of Charles A. Ferrari (V-117-62) be
approved as recommended by the Planning Commission.
MOTION : Henley; SECOND : Aiken; VOTE: Passed unanimously
DIVISIONS OF LAND :
1. Page Mill=states (231-62) 52 lots . Engr. James J. Breen & lssociates.
Mr. Thor_as Gamboa and Engineer were present.
fir. Gamboa reported that arrangements for underground utilities have
been made with the Pacific Gas & Electric Co. and the Pacific Telephone
Co. He commented that the poles along Fage Mill Roed and trastrndero
Road will be above ground, but that he would try to have F. G. & E. Co.
officials put the wires underground.
The suggestion was made that the Council meet with the Pacific Gas &
Electric Co. officials to discuss this matter.
Recommendation for approval by the Planning Commission was read by the
City Clerk.
CTION :
That the Tentative Nap of rage Mill Estates (231-62) 52 lots be
approved, subject to approval of all agencies.
MOTION: Sherlock; SECOND: Liken; VOTE: Passed unanimously
2. Byrd , Oliver E_(234-62) 4 lots . Engr. Mastin & Kingston.
Recommendation for approval, by the Planning Commission, was read by the
Clerk.
Letter from the Fire District stated that the water supply is adequate.
ACTION:
That the Tentative Map of Oliver E. Byrd (234-62) 4 lots be ap-

proved , subject to Planning Commission' s recommendation.
3. Trumbull , Fred W. (238-62) 4 lots . Engr. John Riley.
The Clerk said approval is desired of a resubdivision of Tract No . 2376,
five lot subdivision, into 4 lots. One lot is to be acquired, by the
State , for the Junipero Serra Freeway.
:juestion was raised relative to the abandonment of the existing ease-
ments , and whether the road should be public or private .
It was the opinion of the Council that the road should be a private
road.
R=elative to drainage problems , the suggestion was made that the Im-
provment Flans be presented prior to approval .
ACTIO" :
That the Tentative Nap of Fred W. Trumbull (238-62) 4 lots be ap-
proved, subject to approval of all agencies with particular em
phasis that the City Engineer is to approve the drainage plan.
NOTION: Fowle ; SECOND: Henley; VOTE: Passed unanimously
4. Fretz-Ciceroni (240-62) 7 lots . Engr. John W. Riley.
Relative to the request that consideration be given the Map , not on the
printed Agenda, the following action was taken.
ACTION :
That the Fretz-Ciceroni Tentative Rap be placed on the Agenda.
MOTIONS: Fowle ; SECOND: Henley;
Relative to requirement for underground utilities , Mr. Riley stated
that existing poles and easements can serve all the lotsi that Lot 7
may require an additional pole .
Cost and possibility of having wire installed underground was discussed ,
and question of where responsibility would lie--with the subdivider or
builder. The Attorney stated that the subdivider is responsible .
The 'Attorney stated that if the Nap is approved , and the Ordinance re-
quiring un?:erground utilities is not yet in effect , the subdivider is
not liable for installing un%erground utilities .
The question was called for.

ferred back to the Planning Commission conveying the thoug.zts of
the Council with regard to two access roads from Robleda with
the sugge stion that a Councilment meet with the Tlanning Commis-
sion.

OTHER BUSINESS:
1. 'ccess Roads.
The suggestion was made that the Planning Commission view the problem
of access roads with regard to the Town' s Master Flan.
The City Attorney pointed out that, in adopting the Master Flom, a pro-
cisa read plan was not adopted.
The suggestion was made that Ps. Barrett be contacted relative to the
cost of a precise road plan for the Town.
2. Variances - Setbacks for Private Roads .
OTION :
That the City Hamager meet with the Planning Commission to
discuss an amendment in setback requirements.
NOTION: Sherlock; SECOND: Henley; VOTE: Passed unanimously

3. Paths .
Path requirement for cul de sacs was discussed.
Councilman Sherlock offered the suggestion that there there, I , rock. Paul

decided on an individual 'oasis for each subdivision.
LOTION:
That o`ee Ittornoy be instructed to draft an amendment to the Sub-
division Ordinance , revising the amount of the in lieu payment
for raths from One Dollar and twenty-five cents (11 .25)
Collar and Sixty-Five Cents (11 .65) .

4. Fuel Tax - Deferred From Communications .

iV,. t the Mayor is directed to communicated to the League of
California Cities that it is the desire of the City Council of
the Town of Los eltos 'dills that legislation be suprorted in
the 19M1 session to accomplish:
1 . In increase in the motor fuel tax by ono cent per gallon.
This should be a uniform state-wide tax;
2. The increased revenue should be collected by the State in the
se.me manner as the present fuel tax;
3. The increased revenue should be distributed by the State on
tho basis of 5/80 to the cities and 3/82 to the ountr-s for a
total of 40 to the U. , 40 to the State , 1-1/42 to the Counties
and l-1/4¢ to the cities ;
4. The distribution among cities and among counties should be on
the basis of population in the same manner as the present fuel
tax;
5. Since maintenance of the substantial investment in existing
and nm." roads is as important as new construction, an amount u^

6. No matching funds should be required.
