TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
October 15, 1962
The Regular Meeting of the City Council of the Town of Los Altos Hills was
called to order Monday, October 15, 1962 91 7 : 55 P. N. by Mayor Wm. B.
Clayton at the Town Hall, 26379 Fremont Rood , Los Altos `fills , California.
ROLL CALL: PRESENT : Councilmen Aiken, Fowle , Henley, Mayor Clayton
ABSENT : Councilman Sherlock
MINUTES : October 6 , 1962.
Corrections : Page 2 , New Business : Item 2 , Simrell, Wm. Line 1

Page 3: Ordinances No. 85 should be 'Ordinance
No . 86' . The Ordinance is referred to in four (4)
places.
ACTION :
Adopt Minutes of October 6 ,1962 as corrected.
COMMUNICATIONS:
1. Mrs . Rose Elizabeth Taaffe Lovece - Letter, dated Sept . 7 ,
1962, was
received relative to the bhange of certain street names. Mrs . Lovece
pointed out that names of the streets , Yuba and Elizabeth Avenue have
a significant historical background , and suggested that the Town should
have retained these names.
The Council concurred that consideration should be given to Mrs. Lovece ' s
suggestion. The Mayor suggested that the matter be referred to the
Planning Commission and stated that the Council will discuss the street
names at its next meeting.
2. League of Women Voters Los Altos-Los Altos Hills - Request was made for
a proclamation, by the Maa}or, of the week of October 22-26, 1962 as
' League of Women Voters Week ' .
Having the concurrence of Councilmen, the Mayor proclaimed October 22-
26, 1962 'league of Women Voters Week ' .
3 . City of Palo Alto - Request for Installation of Gas Main in Page Mill
and Arastradero Roads.
The City Manager explained that the City of Palo Alto , in letter dated
October 10, 1962 , requested permission to construct , operation and main-
tain a natural gas line in the rights-of-way along Page Mill and Arastra-
dere Roads .
After discussion, the following action was proposed :
ACTION:
That the Council grant to the City of Palo Alto permission to

� install natural gas lines along Page Mill and Arastradero Roads ,
to become effective November 30, 1962.
MOTION : Fowle ;
Problems relative to disruption of traffic during the installation
were discussed.
AMENDED NOTIOF :
That permission be granted to the City of Palo Alto to install
natural gas lines along Page Mill & Arastradero Roads , under
the direction of the City Tngineer and City Manager to insure
the least amount of inconvenience and disruption of traffic ,
to become effective November 10 , 1962.

The City Attorney commented that a resolution should be adopted, and
no action was taken on the Motion. The Attorney was directedto draft
a resolution to be adopted later in the meeting.
CID BUSINESS : None .
NEW BUSINESS :
1. Master Plan. Revision.
Councilman Fowle reported on his inquiry to Nestor Barrett , Planning
Consultant, with regard to revision of the Town' s Master Plan. The
letter , dated October 9 , 1962, gave the cost of the proposed revision.
ACTION :
That the matter be referred to the Council ' s Finance Committee

for consideration with regard to financing.

2. Report - Councilman Fowle .
Councilman Fowle commented on his Memo to the Council regarding his
• Conference with the Planning Commission on October 4, 1962 at which
• the following topics were discussed; Paths , Revision of Setback re-

quirement , Undergound Utilities Ordinance , and the Fretz-Ciceroni
Subdivision Map.
• 3. Tracts Nos. 170? & 2374 - Failure to Complete Improvements.
The Clerk stated that notice of default has been filed with the sub-
dividers of Tracts 1707 and 2374; that letters have been written to them
by the City Attorney on several occasions ; that there has been no re-
sponse , and completion of the improvements has not been accomplished .

ments has indicated to him that he would like to meet with the Engineer
in an effort to conclude the ratter, and has stated that he would con-
tact the City Clerk in the near future .
The -inade^.a;acy of improvement bonds was discussed .
The Clerk recommended that action to be commenced to force completion
of improvements , and outlined the procedure which he slated would call
for an expenditure of funds by the Town.
The Clerk was requested to prepare a report ss to what is being done by
neighboring cities relative to this matter, to be given at the next
meeting.
4. Proclamation - Cleaner Lir eek.

Mayor to proclaim the week of October 21-27, 1962

5. Tribute to Staff - Offered by Councilman Aiken.
Councilman liken commended the Staff on the condition of the Town ' s roads,
in relation to the small amount of storm damage incurred during the re-
cent storm. The Council concurred with Councilman Aiken in this tribute.

2. Duisenberg, C. E. (V-121-62) - Request for Reduction in Setback lequire-
ment for Residence.
Clerk reported the Planning Commission ' s recommendation for approval .
ACTION :
That the request of C. F. Duisenberg (V-12].-62) be approved as
submitted.
MOTION : Henley ; SECOND : Fowle ; VOTE: passed unanimously
