M. by Mayor John. N. Fowle at the Town Mall, 26379 W. Fremont, Los Altos Hills. ROLL CALL: PRESrT: Councilmen Clayton, Sherlock, Bledsoe , Mayor Fowle, Councilman Henley arrived 7: 58 F. M. ABSENT: None APPROV a OF MINUTES: December 21. 1952. ACTION: Adopt Minutes of December 21, 1959 as submitted. COMMUNICATIONS: 1. County Boundary Commission - Notice of two proposed annexations to the City of Mountain View, Starr No. 1 and Grant No. 10. Filed. 2. Santa Clara County Heart .Assn. - Notification of yearly drive for the month of February. ANNOUNCEMENTS: 1. Public Hearing to be held regarding the consolidation of the Fire District on January 262, 1960. It was the opinion of the Council that the Commissioners from the Los Altos Hills area could rerresent the Town. 2. Intercity Council Meeting to be held in Los Gatos on Thursday, January 7, 1960. Deputy Mayor Clayton will rerresent the Town. 3. Santa Clara County Flood Control District requests a recomnenda- tion, relative to the change in the advisory zones, by January 18, 1960. Councilman Henley was asked to review the matter and confer with the Cleric relative submittal of a recon-endation. COMMITTEE REPORTS: 1. General Report on Fater Suprly and Distribution - Committee. Report , dated Jan. 4, 1960, was submitted by the Cotnittee, W. H. Longmire, City Engineer, and Councilman Albert T. Henley, was read by Councilman Henley. mer Report cont 'd. Following the reading of the Report , its Conclusions , and Recrim- L mendations, -2esoluti qn. Fe. 107, recot.;:ending that the Council accept the Report , was read by Councilman Henley. ACTION: That `resolution No. 107 be adopted as road. NOTION: Henley: SECOND : Clayton; The Mayor stated that he would hear comments from the Floor. Comments were heard from Dr. Robert R. Buss , Fres. of Turissi^.a Hills County 'Fater District , Mr. Kennedy, Engineer for rurissi.y. Hills County Water District , Mr. T. C. Cooley, Yr. E. V. Seward , Er. R. Gilbert , Pi. W. ". Longrire , City Engineer, Mr. E. Bugg- , Chairman of Study Committee for Third level 'later District . Dr. Buss mentioned that plans are in the raking for enlarg. Hent of the present Purissima Hills District system to serve the Foot hill Junior College ,, and sug?estsd that if other areas can be im eluded, at this tire, a substantial saving could be realized by all c^ncerned. Relative to annexation to the Furissira Hills County `later District , of certain areas , Dr. Buss stated that thr impetus rust cone from land owners who are willing to assure the cost of expansion. Following discussion of possibilities of serving areas up to 1100 feet , the cost of expansion, bond elections, the procedure for annexation election, and the question of participation with the City of Palo '-lto in expanding water service, the question was called for, adopting Resolution No. 107. L Councilman Clayton, Chair-an of Finance Corrittee , submitted the recomrendation that , due to insufficient funds allotted in the Budget, contribution to the Children and Youth programnot be made at this tire. California Water Service Cor-many - Request for Franchise. Councilman Henley re'orted that ho was not ready to submit a re- port . �'J LUSINESS: Proposed Lbandon-ent of Southern Taci£ic Right of 'day.- From. Simla Junction to rastradero Road, Los Lltos. Letter, dated December 21, 1959 from Howard W. Carron, County Executive , was read requesting a formal recommendation to the County Board of supervisors. ACTION: That a public hearing be called on this ratter. POTION: Clayton; SECOND: Henley; VOTE: Passed unanimously The Clerk was instructed to publish notice for a public hearing, to be held January 18, 1960 at the next City Council Meeting. 2. Robleda 'Water Lssociation - Clain against the Town. Letter was read from L. Cedric Vacabee , Pres. of the Robleda ':dater .^.ssn. relative to damages to property caused bi improper grading, in the amount of .;250.00 The Cleric stated that the City Attorney recornended that this mat- ter be referred to the insurance carrier for investigation. That the claim. be denied and that it be referred to to the Town' s insurance carrier. Recommendation of the Planning Commission was read by the Clerk. CTION: That the Use Ierr-it of the Peninsula Bowmans ' .ssociation be Scwmans ' cont 'd. extended to June 30, 1960, subject to review at that tire , as receomrendod by the Tlanning Commission. Resolution No. 112 was road by the City Clerk. _CTION: That Resolution No. 112 be adopted as read, that the City Lttorney shall draft a cover letter to the California State Highway Commission stating that this Resolution shall not be received as an indication that the remainder of the Freeway :.greer.ent is accertablc . The City ttorney ca:r:onted that he had discussed the provisions of Ordinance 7o. 62 with the attorneys of T. G. & E. and F. T. & T. and that it seems to be acceptable to them.. The Title of Ordinance No. 62 was read by the Clerk. CTION: That further reading of Ordinance No . 62 be waived. The City .-ttorney was asked to submit a r.:vised draft along the -5— Intisolicitation cant 'd. lines of the discussion. Septic Tank Standards - Trorosed Draft of Ordinance. The Mayor c ;rnentod on the reasons for considering such an ordinance , stating that requests had been received fro» people regarding the need for higher standards. Following discussion, the decision was that the Council study the proposed draft before the next Council Meeting, andthat it ap- pear or. the Agenda for the meeting of January 18t. CTION: That the bills be aprroved for payment, and that the Clerk be authorized to draw the appropriate warrants.
