The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order Monday, January 18, 1960 at 7:45 P. M. by
Mayor John M. Fowle at the Town Hall, 26379 W. Fremont Ave . , Los
Altos Hills.
ROLL CALL: PRESENT: Councilmen Clayton, Henley, Mayor 'Towle
ABSENT: Councilmen Bledsoe , Sherlock
APPROVAL OF MINUTES: January 4, 1960.
ACTION:
Adopt Minutes of January 4, 1960 as submitted.
COMMUNICATIONS & ANNOUNCEMENTS:
1. Santa Clara County Flood Control and 'later Control District -
• notice of meeting of the Bay Counties Water Problems Committee
to be held January 22, 1960 at 9: 55 A. M. in Gan Jose. Council-
aan Henley will .represent the Town.
2. League of California Cities - Notice of Dinner Meeting of the Pen-
insula Division to be held Thursday, January 21, 1960 at 8: P. M.
Commissioner Willian, Chairnan of the Planning Commission, was
asked to find someone on the Commission to attend.
3. Santa Clara County Boundary Commission - Notice of proposed an-
nexation, to the City of Los Altos, designated as Fremont-Truman
No. 5.
Filed.
COMMITTEE REPORTS:
1 . Santa Cl'ra County Flood Control and 'dater Conservation District-
Report by Councilman Henley recommended no action be taken re-
lative to legislation fpr enlarging Advisory Zone Committees.
The Council unanimously accepted the report and approved the
recommendation of Councilman Henley.
2. - Feather River Project - Report by Councilman Henley.
The recommendation was rade that the Town not join the association
supporting the project.
No action was taken by the Council.
PUBLIC HERRING:
1. Proposed Abandonment of Southern Pacific Right of Way Between
Arastradero Road and Sinla Junction.
About fifty persons were in attendance.

Public Hearing cont 'd.
Mr. W. G. MacDonald of Elise Court , read a letter favoring re-
tention of Southern Pacific service , and promoting rapid transit.
He also produced an S. F. announce-:ent on a passenger study.
These were made a pert of tho record.
Other comments , in support of S. P. service, were given by Mrs.
Epes Williams , Mrs. Denman of San Jose, Mr. Coldiron, Mr. Frank
Trayor, Mrs. Goldsmith, Fr. Bullis4 Mr. Showalter, Mr. Pfeiffer.
Mr. Mellquist and Mr. Tantau spoke in support of the expressway,
but not necessarily for abandonment of the S. F. tracks.
It was estirated that about 300 people go through here on the
train. About 25 residents of Los Altos Hills use the train. A-
bout 14,000 cars travel over Fremont Road in 24 hours.
The natter was tabled.
PLANNING COMMISSION RECOncrDATIONS:
1. Approval of Palo Alto Hills Road.
Chairman Williams, of the Planning Commission, reported that she
would try to arrange a joint meeting with the Palo Alto Planning
Commission.
Recorrendation of the Planning Commission was submitted, approv-
ing the road subject to the approval of Los Altos Hills City En-
gineer. Mr. Longrire , Engineer, stated. approval of the plan as
subnitted.
The Council -:roved approval.
MOTION: Clayton; SECOND: 3enley; VOTE: Passed unanimously
2. Paths on Arastradcro Road.
The Planning Cocu:issi:n roc !a^ended that no paths be required, be-
cause they would go nowhere.
Mrs. Travis , rasiacnt of the area, supported this position. Mr.
Treat, Councilnar. Clayton, Mrs. Goldsmith spoke in support of the
paths .
The ratter was tabled awaiti_,g full Council action.
3. Town Standards :
The Council will consider draft .
4. Lupine Road Flan Line :
By the unanimous vote of the Council , rublic Hearing on the
Lupine 'Road Flan Line was set for ^ebruary 1 , 1960, the next
regular meeting of the Council .

NEW BUSINESS:
1. Claims:
Russell Tykeson.
By a unanimous vote of the Council, the claim, was denied and re-
ferred to the Town's insurance carrier.
2. Consideration of Acceptance of Improvements :
a) Esperanza Hills . Units Nos. 1 and 2.
Action was deferred.
b) Oliver E. Byrd Subdivision.
Accepted by unanimous vote of the Council.
DIVISIONS OF LAD:
1. Lupine Acres, Tract No. 2685 (final Map) - 3ngineer Whipple.
Mr. Secrest, the adjacent owner, was present and requested as-
surance that his rights of access to his well would not be jep-
ardized by dedication of road right of way.
4CTION:
- That the Final Map of Lupine :.cres, Tract No. 2685. be approved,
-noting that in view of extensive road improvements to be con-
- structed by the subdivider, future reimbursement of a portion
ar-'his expense to the subdivider, by persons using Lupine Road
_ for aceess.to their properties sould be appropriate and eouit-
-"sble.-`It-tSValso noted that substantial drainage improvements
..are to. be. constructed, apparently to the benefiteof other..,prep-
'erties-.inaddition to thatof. the- subdivider.
MOTION: . Clayton; SECOPT.D; Henley; VOTE: .Passed unanimously
Comment by .Mr. Clayton: It is apparent that it would be inequit-
able to call upon-the Lupine 'cres--subdividers to provide a Town
path. However, the dividers of property adjacent to Lupine Road
should be reduired, as part of their subdivision, to provide a
Town Fath in 'bhp. future.
ORDINANCES;: - .
Zit 'Ordinance No. :62 - '.mending Ordinance No. 52. Second Reading.,
FoHowing`hearing-the-Title of Ordinance No. 62 read b- ho 'Clerk,
the Council, by unanimous Roll Call Voto, waived further reading
of the Qrdinance. ' .

The Mayor asked the press to note tha , atter of septic tank
Nir service nen soliciting business around the Town--some operating
without business licenses and. over-charging patrons. He sug-
gested that people ask to see business license if approached.
3. Sanitation Ordinance --• Draft.
Tabled until next regular meeting of the Council for study
session.
RESOLUTIONS:
1. Resolution No. 113 - Declaring the Council 's Intention to Call
a Special Annexation Election and Fixing a Tine and '_"lace for
Protests by Property Owners. (San Antonio Hills No. 1-A)
By unanimous Roll Call Vote, the Council waived reading of Exhibit
!'l." (Description of San Antonio Hills Annexation No. 1-A) .
By unanimous Roll Call Vote , the Council adopted Resolution
No. 113.
WARRANTS:
Bills, in the amount of '"•1,503.26, were presented by Councilman
Clayton.
By unanimous Roll Call Vote , the Council approved bills, in the amount
of $1,503.26, and instructed the Clerk to draw appropriate warrants.
MEETING ADJOURNED: 9:45 P. N.
