The Regular Meeting of the City Council of the Town of Los Altos Hills
'-as called to order by Mayor John M. Fowle Monday, February 15, 1960

ABSENT: None
MINUTES: February 1. 1960.
ACTION:
Adopt Minutes of Feb. 1, 1960 as submitted.
January 18, 1960.
Correction: Page 2, Fara: Public Hearing on Proposed Aban-
donment of S. P. Right of Way Between Simla
Junction and lrastradero Road: Delete the name
of Mss. Irma Goldsmith.
ACTION:
Adopt Minutes of Jan. 18, 1960 as corrected.
COMMUNICATIONS:
1. County of Santa Clara Planning Commission & Board of Zoning Ad-
juetment - Agenda for Meeting to be held Feb. 17th at 10:00 A. M.
It was noted that the application for change in zoning for the
.Teary property will be considered.
2. Goy. Edmund G. Brown - Letter, dated Jan. 29, 1960, announcing
that a Governor's Conference on Aging will be held in Sacramento
on Oct. 3 and 4, 1960.
No action.
3. County Boundary Commission - Notice of proposed annextion to the
City of Palo Alto designated as Garden Terrace Annexation No. 3.
Filed.
There was a Deviation of the order of the Agenda awaiting the arrival
of the Planning Consultant, Mr. Nestor Barrett.
L NEW BUSINESS:
1. Consideration of Acceptance of Esperanza Hills Units Nos. 1 & 2
Improvements.
Action was deferred at the request of the Subdivider.

2. Consideration of Acce take of `• ^^ '.venue Improvements.
Letter from the City Engineer, dated Jan. 14, 1960, was read, re-
commending that acceptance by the Town be considered. Letter
stated that all Tom requirements have been met.
CTION:
That the improvements of Concepcion ?venue be accepted as re-
commended in the City Engineer' s letter of Jan. 14, 1960.

? Lauraleen ;acres, Unit No, 2 - Request for Extension of Time in
Filing Unit )Yo. 2 (Tentative Map) for Reapproval. .
Letter, dated Feb. 1, 1960, from L. G. Brian, requested a one year' F
extension of time for filing map of four lots for reapproval of
the tentative map.
ACTION:
That the request for extension of one year, for filing of the
tentative map of Lauraleen Acres Unit No. 2, be approved.
MOTION: Sherlock; SECOND: Bledsoe ; VOTE: Passed unanimously
Councilman Clayton arrived.
4. Potleda Water Association - Claims '.gainst the Town of Los altos
Two claims, in the amounts of "253.36 and x130.06, were submitted,
said claims signed by L. Cedric Macabee, Fres. , and George G.
Cane, Vice-Pres . , of the Robleda Water .Assn. The claims were
submitted for payment for damages resulting from alleged negligent
operation of road machinery and improper road construction and
maintenance at locations on Elena :.venue.

Councilmen Henley and Sherlock both stated that they would abstain
from discussion and voting.
Upon the recommendation of the City Attorney, the following action
was taken:
ACTION:
That each of the two claims of the Robleda Water ..ssociation
be denied and referred to the Town's insurance carrier.

Junipero Serra Frecw .
Resolution No. 124, returnin..; to the California Division of High-
ways the Junipero Serra Freeway .;recrent , was read by Councilman
Clayton.
Discussion followed, relative to the consequences of the Town's
taking this action and of the possible alternatives.
Comments were heard from the following: Mrs . Irma Goldsmith, Mrs.
Walter Benson, Mr. Sidney lJ. Treat , Commissioners Williams and
Alter, of the Planning Commission, Nestor Barrett, and Councilmen.
The Mayor called a five minute recess to study the Resolution.
The meeting was reconvened, and Resolution No. 124, as amended,
was read.
ACTION:
Adopt Resolution No. 124 as read.

Councilman Clayton was excused.
PUBLIC HEARING:
1. Iup.ine Lane Plan Line.
The iiayor opened the Public Hearing at 9 :05 T. M.
A letter, dated February 1, 1960 from Mr. H. E. Secrest, recom-
mended that final action on the Plan Line be postponed until prop-
erty owners have had a chance to negotiate relative to moving the
property lines.
Mr. Socrest was present and explained that he and Mr. Ney wished
to negotiate moving property lines which would change the present
plan line.
Mr. Barrett commented that the plan line is a matter of engineer-
ing, and if the location is satisfactory with the Town and is
mutually satisfactory with Mr. Secrest and Mr. Ney, it should be
satisfactory.
The Public Hearing was terminated at 9: 20 P. .M. •
L ACTION:
That the Lupine Lane Plan Line be referred back to the Plan-
ning Commission for further study and recommendation.
MOTION: Bledsoe ; SECOND: Sherlock; VOTE: Passed unanimously
Dills, in the amount of 11,253,61, were presented by Councilman
Gberlock.

That bills, in the amount cf 71,253.81, be approved and that the
Clerk be authorized to dr:;.w the appropriate warrents.

ORDINANCES:
1. Sanitation Ordinance.
The Mayor stated that the following persons had been appointed, as
a Committee , to study the sanitation problems in the Town:
John Daley, Chairman, William Simrell, and William Fierce.
2. Business License Ordinance - Amending the present Ordinance.
The City .Attorney presented a draft to Councilmen for study.
RESOLUTIONS :
1. Resolution No. 123 - Granting an Easement for Sanitary Sewer Pur-
poses to the City of Los Altos
The Resolution was read in its entirety by the City Attorney, said
resolution being accompanied by Deed describing the property.
ACTION:
That Resolution No. 123 be adopted as read.

The Mayor presented a Resolution of the Santa Clara County Board
ci: Supervisors on the proposed Expressway System, and due to the
:ack of a map, the following action was taken.
ACTION:
That action on the Trafficways Flan be tabled until a map is
available.
MOTION: Sherlock; SECOND: Henley; VOTE: Passed unanimously
5. Discussion of Foothill College Road Plan.
The Mayor presented and explained the oroposed plan plan for the
reconstruction and realignment of So. El Monts :.venue in relation
to Foothill College and the proposed Junipero Serra Freeway.
Councilman Sherlock presented the Site Plan for the Parissima X-6
School site, which shows an extension of So. El Monte Ave. from
the College. He suggested that road should be constructed to con-
nect Moody Road and Purissima a.venue near the School Site or
crossing the Boggs property.
It was pointed out that the school would have no interest in such
e road.
No formal action was taken.
ANNOUNCEMENTS:
1. The - ayor announced that the Planning Commission has been extended
an invitation by the :.apex Corp. to view their plans for buildings
on Lrastradero Road on Stonford property.
2. The Mayor read letter from Mr. Lit E. Brandin, Vice-Fres. and Bus.
M;a. for Stanford University, acknowledging receipt of letter from
Commissioners Williams and Mellquist, Deputy Mayor C1.-yton, and
Mayor Fowle relative to development of Stanford lands adjacent to
the Town.
3, The Mayor directed the Deputy City Clerk to invite Mr. Cameron to
appear at the next Council Meeting of the Council to explain the
County Master Plan.

Town Hall for the purpose of hold a Public
Hearing for Protests to the Proposed San
Antonio Hills No. 1 Annexation.
