June 6, 1960
The City Council of the Town of Los Altos Hills was called to order
by Mayor John M. Fowle Monday, June 6, 1960 et 7:45 P. M. at the Town
Hall , 26379 W. Fremont Ave. , Los Altos Hills.
ROLL CALL: PRESENT: Councilmen Aiken, Clayton, Henley, Mayor Fowle
Councilman Sherlock arrived 7: 51 F. M.
ABSENT: None
MINUTES : May 23, 1960.
ACTION:
Adopt Minutes of May 23, 1960 as submitted.
COMMUNICATIONS:
1. Richard S. Dawson - Letter, dated June 1 , 1960, resigning from
the I'lannini—Commission.
No action was taken.
2. County Boundary Commission - Notice of proposed Annexation of
107 acres to the City of Palo Alto.
Filed.
ANNOUNCEMENTS:
1. The Mayor announced that Councilman Clayton has been elected
President of the Inter-City Council.
COMMITTEE REPORTS :
I. Report on Proposition 15. Councilman Henley.
Councilman Henley presented Resolution No. 130, opposing Proposi-
tion 15 which intends the reapportionment of the Senate of the
State of California.
ACTION:
That the City Council of Los Altos Hills adopt Resolution
No. 130 as read.

NEW BUSINESS:
1 . Petition for Amendment of Zoning Ordinance.
Petition, requesting the re-zoning of their respective properties,

mar was read by the Clerk, saidpetition containing the signatures
of the following persons : Leo G. Mandell , 27040 Arastradero Rd. ,
Pattie Travis Tulin, 26370 lrastradero Rd. , Gustav Christensen,
27161 W. Fremont Ave. , Carolina H. Christensen, 26744 Arastraderc
Rd. , Rosamond Christensen, 26744 Arastredero Rd. , Paul B. Hunter,
27051 W. Fremont Ave . , Constance D. Hunter, 27051 W. Fremont Ave. ,
Gladys A. Whitcomb, 26970 'rastradero Rd.
The petition requested the re-zoning of the 37+ acres abutting
Arastradero Road and H. Fremont Ave. , excluding the Congregation
Beth 'mm property, for commercial development and multiple dwell-
ings.
The Clerk read a petition opposing any change in Zoning, said
petition containing 103 signatures. Letters, opposing any change
in the present zoning of the Town, were received from Mr. Paul M,
Borg, Mr. Gordon E. Bowler, and. the Los Altos Hills 4ssociation.
The Mayor opened the discussion by asking for comments from the
Floor.
Comments , opposing any change in zoning, were heard from Mr. and
Mrs. L. Helgesson, Mr. and Mrs. Paul. M. Boag, and Mr. G. .Harvey-
Mr. S. W. Treat ouestioned whether the Congregation Beth Am prop-
erty is included in the proposal. The Clerk answered that it is
shown on the map, but is not included in the application for re-
zoning.
The following perms stated their reasons for requesting re-zoning
of their properties : Mrs . Mattie Travis Paulin, Mr. Wm. Paulin,
Mrs. Gladys Jhitcomb, Mr. Leo G. flandoli , and. Mr. Gustav Christen-
sen.
Councilmen commented and concurred that the following action
should be taken:
ACTION :
That the application for amendment of the Zoning Ordinance ,
to allow a commercial development and multiple dwellings
on the properties of Paulin, C, Christensen, R. Ghristenser
G. Christensen, Mandoli , Hunter, and Hhitcomb, be tabled.

2. Library Commission Budget Report.
Nor Report was represented by Mr. Jack Lbrahamson, Chairman. In the
report , the Commission requested that the City Council of Los
:'_ltos Hills endorse a tax of 14 cent per °100 per assessed valu-
ation, library budget appropriation for 1960-61.

of Friends of the Library of Los Lltos and Comrunity, recommended
the endorsement of the increase in the County library tax by t`,c:
Council of Los Altos Hills.
CTI ON
That the City Council recommend to the Board of Supervisors
the adoption of the budget item of the library tax, in the
amount of 14 cents, and that together with this eniorsenent,
the Council recommend that consideration be given to enlarg-
ing the floor area of the library facility.
MOTION: Henley; SECOND: Clayton;
The question of what percentage of the residents of Los Altos
Hills use the Los :.ltos Library was asked by Mr. E. R. Lovett ,
and he suggested that , prior to approval, serious consideration
be given to endorsing the increase of the library budget appropri
ation.
Mr. .Abrahamson explained, in more detail, how the increased rate
proposal was arrived at.
VOTE: Passed unanimously
3 . Nathan Koblick - Request for Extension of Time for Filing Final
Map of Tract No. 2434.
ACTION:
That the request of Nathan U.oblick, for extension of one year
for filing Final Nap of Tract No. 2434, be granted.
MOTION: Sherlock; SECOND: Clayton; VOTE: Passed unanimously

Congregation Beth lm - Request for _Approval of Roof Construction:
The Clerk read the request for arproval of heavy redwood shake
roof for buildings on the Congregation Beth Ira site , and stated
the conditions of the Planning Commission' s approval.
. CTION:
That the Council approve the roof construction material for
the Congregation Beth Lr buildings, as outlined by the Plan-
ning Commission.
MOTION: Henley; SECOND: VOTE: Passed unanimously
2 John Sabo (V-59-60) - Request to Excavate Within Two Feet of Prop-
` erty Line Where Ten Feat is Required.
The Clerk road the Planning Commission' s recommendation for ap-
proval.

1. Keith McFarland - Request for Waiver of Provisions of Ordinance

The Clerk reported the Planning Commission 's recommendation for
approval.
LOTION :
That the division of land of Keith McFarland be approved
under provisions of Ord. 35, Sect. 3 :40, subject to all con-
ditions imposed by the Planning Commission, with the further
proviso that the parcel convoyed has an area of two acres net
after dedication of thirty feet (30' ) to the centerline of
La Pelona Lite.
MOTION: Clayton; SECOND: Henley; VOTE: Passed unanimously
Item No. 2 of the agenda (Gladys Whitcomb) was postponed at the re-
quest of the developer.

ANNOUNCEMENTS :
The Mayor presented a Petition, signed by 37 residents on Page T"i
Rd. , expressing their unalterable opposition to being part of al,
other City than the Town of Los Altos Hills .
The Mayor asked that the Press be notified of the receipt of th_.r•
Document .
2., Councilman Clayton commented on the Trafficways Flan, relative to
Countywide financing or area financing.
Councilmen were in concurrence with Councilman Clayton' s views
and expressed their wishes that he convey this at the meeting of
o_
`be Trafficways meeting to be held on June 14th at which Councilman
4b+ Clayton will represent the Town of Los Altos Hills.
