he Regular Meeting of the City Council of the Town of Los Altos
was called to order Monday, August 1, 1960 at 7:50 P. M. by
Mayor John M. Fowle at the Town Hall, 26379 W. Fremont, Los Altos Hill:
ROLL CALL: PRESENT: Councilmen Clayton, Henley, Mayor Fowle
ABSENT: Councilmen Aiken, Sherlock
riNUTES: July 110 and 180, 1960.
ACTION:
Adopt Minutes of July 110 and 180, 1960 as submitted.
Councilman Aiken arrived (7:54 P: M.).
COMMUNICATIONS & ANNOUNCEMENTS:
1. County Boundary Commission - Notice of proposed annexation to the
City of Cupertino.
Filed.
2. Black Mountain Water Conservation District - Notice of Meeting
to be held in Board of Supervisors Chambers , San Jose at 10:00 A.M.
on August 15, 1960.
Councilman Sherlock arrived (8:00 P. M. ) .
Sri, BUSINESS:
1. liesignation from Planning Commission - Mrs: Tdith M. Williams.
"ouncilman Henley moved acceptance with profound regret . Seconded
oy Councilman Clayton.
Mayor Fowle and Planning Commission Chairman Hibner will write a
letter expressitg appreciation.
Sheriff' s Contract.
Mr. G. Bullis asked for better coverage at the corner of West
Fremont and Edith Avenes around 5 F. N. Dr. E. Liston consented
that Page Mill Road is also dangerous. The Mayor said he would
ask the Chief of Police to discuss this situation with both Mr.
Bullis and Dr. Liston.
Councilman Henley moved that the Mayor and the Clerk be authorized
to sign the agreement. Seconded by Councilman Sherlock. The
Motion was carried by Roll Call Vote.
t 3. Planning Advisory Committee - Appointments.
br The Mayor's appointment of Mr. Joseph A. Burns and Mrs. Charles
Reed, to the Committee , was approved by the Council.

4. Civil Defence. The Mayor' s request for approval of the appoint-
ment of Robin D. Faisant as Deputy Director of Civil Defense, was
considered upon Motion by Councilman Clayton.: Seconded by Council-
man Sherlock. Motion carried.
`:.RIANCES:
1. Byrd, Dr. Oliver E. (162-60) . Engr. Mastin & Kingston.
Councilman Henley moved that the line change be approved subject
to receipt of a sufficient covenant running with the land binding
the 6.39 acre parcel to assure that upon the subdivision of the
6.39 acre parcel, Elena Avenue will be improved.
Councilman Aiken pointed out that it is understood that there is
only one building site on the 1.96 acre parcel. Seconded by
Councilman Aiken. Motion was carried.
DIVISIONS OF LAND :
1. Sewell Manor (161-60) 5 lots. Engr. John D. Moss.
Councilman Aiken moved that the Tentative Map of Sewall Manor
subdivision be approved pursuant to the City Engineer' s approval
of the lot line separations of Lots Nos. 2, 3, and 4; subject to
the approval of the Health Department and other agencies.
Second by Councilman Sherlock; Motion carried.
2. Wilson, Phyllis .
Councilman Henley moved approval of the Map, subject to the in-
stallation of fire hydrant and improvements on Purissima Ave.
Seconded by Councilman Clayton . Motion carried.
3. Clark, Romania.
Councilman Henley moved approval of the Final Map, subject to re-
quirements of the Planning Commission. Seconded by Councilman
Clayton. Motion carried.
ORDINANCES: Ordinance No. 65. - Official Plan Line for Lupine Road.
After the Clerk read the title of the Ordinance, Councilman Henley
moved reading of the remainder be waived. Seconded by Councilman
Aiken. Motion carried by Roll Call Vote. Councilman Clayton moved
adoption of Ordinance No. 65; seconded by Councilman Henley. Carried
by Roll Call Vote.
WARRANTS: Upon motion by Councilman Clayton, second by Councilman
Sh'serlock, bills, in the amount of $3,288.06, were approved by Roll
Call Vote.

Q OTHER BUSINESS:
` Fire Prevention.
Jr. Liston spoke of the fire hazard in the Altamont area of Los Altos
Ms , and of the need for soire source of high pressure water, by whic
(.:,e whole area could profit, for fire protection.
He proposed using our own water, but a common pipe line and storage
with Palo Alto. We could rix the Furissima and Hetch 'tetchy water,
pumping Furissima water into the Palo Alto Hetch detchy line , and
^:king out an equal amount of the mixed water at the other end. Palo
i _to would not then be selling us any water.
ire Commissioner Hibner suggested Dr. Liston write to Chief Bassett,
)utlining his views, and appear at a meeting of the Los Altos Fire
:rotection District to present the plan tot hem.
Mayor Vowle said the Council was emphatically in agreement and urged
Mr. Hibner and Dr. Liston to work together on the problem.
RESOLUTIONS:
Resolution No. 131 - Granting Sower Right of Way Easement Up Moody
flood to the City of Los <os.
Adoption of Resolution No. 131 was moved by Councilman Clayton,
seconded by Councilman Henley. Potion was carried by Roll Call Vote.
MEETING ADJOURNED: 9:15 P. M. to Study Session on Budget 1960-61.
