Fowle at 7:55 P. M. at the Town Hall, 26379 W. Fremont, Los Altos Hills. ROLL CALL: PRESENT: Councilmen Aiken, Clayton, Mayor Fowle ABSENT: Henley, Sherlock MINUTES: October 3. 1960. Corrections: Page 3: WARRANTS: Add the following: MOTION: Clayton; SECOND: Sherlock; ROLL CALL: AYES: Aiken, Clayton, Henley, Sherlock, Mayor Fowle NOES: None ABSENT: None ACTION: Adopt Minutes of October 3, 1960 as corrected. COMMUNICATIONS: 1. Camp Fire Girls - Invitation to Councilmen to celebrate their riftieth Golden Jublilee. ANNOUNCEMENTS: None. COMMITTEE REPORTS: Deferred. OLD BUSINESS: Deferred. NEW BUSINESS : 1. City of Los Altos - Requesting the Council to '.dopt Resolution Consenting to the 'annexation of Frenont-Truman #6 to the City of Los Altos. The Clerk explained that pursuant to Section 35105.5 of the Gov- ernment Code, the cities within a distance of three miles of the area must approve the annexation. Resolution No. 136 was read in its entirety, consenting to the Annexation of Fremont-Truman 06 by the City of Los Altos. ACTION: That Resolution No. 136 be adopted as read. MOTION: Clayton; SECOND: Aiken; ROLL CALL: AYES: Aiken, Clayton, Mayor Fowle NOES: None ABSENT: Henley, Sherlock 2. California State Automobile _ssr .. Toter-Insurance Bureau - Letter, dated Oct. 12, 1960, making claim for Mrs. Irene B. Smith against the Town for damages incurred in accident on Moody Road. ACTION: That the claim be denied and be referred to the Town's insur- ance carrier. MOTION: Clayton; SECOND: Aiken; ROLL C:S,L: AYES: Aiken, Clayton, Mayor Fowle NOES: None ABSENT: Henley, Sherlock VARIANCES: bp 1. Beaver, William (V-64-61) - Request for Reduction of Front & Side Setback Requirements for Water Storage Tank The Clerk stated that the Planning Commission recommended ap- proval for a reduction of four ft. (4' ) front setback and seven- teen ft. (17' ) side setback. ACTION: That the request for reduction of setback requirements for water storage tank for William Beaver (V-64-60) be approved. MOTION: Clayton; SECOND: Aiken; VOTE: Passed unanimously DIVISIONS OF LAND: 1. Boggs, Wm. & Della (165-60) 6 lots. Engr. Marvin Wolff. The City Clerk read the Planning Commission' s recommendation for approval. ACTION: That the tentative nap of Wm. and Della Boggs (165-60) 6 lots be approved, subject to the recommendations of the Planning Commission and approval of all agencies. MOTION: Aiken; SECOND: Clayton; VOTE: Passed unanimously 2. Brubaker, Lester and Otto Brubaker (168-60) 3 lots. Engr. Riley. The City Clerk explained that this Map was recommended for ap- proval, by the Planning Commission, as a 3-Parcel Record of Survey, subject to additional ten foot (10' ) dedication, road improvements, and paths for Purissima ave. frontage. Riley, fir The tentative map of the subdivision of Parcel #3 of the Lester and Otto Brubaker Record of Survey was recommended for approval by the Fanning Connissi. n. Brubaker cont 'd. ACTION: That the Record of Survey of Lester & Otto Brubaker (168-60) 3 lots be approved, subject to the waiver of subdivision requirements under Section III , Subsection 3 :40 of Ord. #35; subject to the filing, with the Town of Los Altos Hills a contract supported by the Town' s Subdivision Bond between Lester & Otto Brubaker for improvements as required in the Check List. MOTION: Clayton; SECOND: Aiken; VOTE: Passed unanimously Kaplan cont 'd. ACTION: That the Tentative Map of Lester Kaplan (169-60) '7 lots be approved, subject to all conditions recommended by the Planning Commission, the approval of all agencies , and in addition construction of Town paths according to the City Engineer on the westerly side of Canario Way. MOTION: Clayton; SECOND: :liken; VOTE: Passed unanimously COMMITTEE REPORTS: 1. Road Committee - Traffic Signs - Concepcion Ave. The City Clerk reported the Planning Commission's recommendation relative to traffic signs and construction of paths for Fremont Hills Scho)l children. Councilman Clayton reported f:,r the Council 's Road Committee, recommending the following: 1. That the speed limit on Concepcion :.venue not be reduced from 35 MPH to 25 MPH, 2. That no curve signs be placed at Concepcion and W. Fremont. 3. i pedestrian crosswalk be installed at Roble Veneno Lane with appropriate signs. 4. Pathway of 203 feet be constructed as shown on attached cap from Esperanza Dr. to scension :.ve. 5. :. four foot (4' ) walkway of AC with headers a distance of four hundred twenty-five feet (425' ) along W. Fremont ave. from the Town Hall to St. .Francis Dr. ACTION: That the reco;.:endation of the Committee be approved. Road Report cont 'd. MOTION: Clayton; SECOND : liken; Several residents and children, students at Fremont Hills School, were present and commented on the recommendations. Mr, Goodman, Mr. Martin, and Mr. Whitehead stated objections to having a path along Y. Fremont Avenue from the Town Hall to St. Francis Dr. Rebecca Sue Jennison, student at Fremont Hills School commented on the hazardous conditions for children waiting at the bus stop. Following further discussion, Councilman Clayton withdrew his Motion, and the Second was withdrawn by Councilman ..iken. ACTION: That the entire natter be referred to the City Manager and that he obtain a report from t'ho Co nittee. MOTION: Clayton; SECOND: Aiken; VOTE: Passed unanimously The Mayor appointed a Conrittee to bring recommendations relative to paths, speed limits, etc. The Committee members are : Mr. Goodman, Chairman, Mr. Whitehead, Mr. Martin, and Rebecca Sue Jennison, student representative. The President of the P. T. A. will be asked to work with the Committee. A report from the Committee is requested for the meeting of Nov- ember 7%. RESOLUTIONS: 1. Resolution No. 112 - Adjourning this Meeting in Honor of Martin J. Marie. The Resolution was read by the City Manager. The Mayor asked Deputy Mayor Clayton to Chair the Meeting. LOTION: That the Council adopt Resolution.Nn _ 37 as read. MOTION: Mayor Fowle; SECOND: Aiken; ROLL CALL: AYES : Councilmen :.ikon, Mayor Fowle , Deputy Mayor Clayton NOES: N.ne ARSF,NT : Councilmen Henley, Sherlock ORDINANCES: ` 1. Ordinance No„ 68 - ;.mending Ordinance No. 52. First Reading. The Ordinance was read in its entirety by the City Attorney. WARRANTS : AFills, in the amount of x3,329.87, were presented by Councilman 1111, Clayton. ACTION: That bills in the amount of ;'.3,329.87 be approved; that the City Manager be authorized to draw the appropriate warrants. MOTION: Clayton; SECOND: Aiken; ROLL CALL: :YES: Aiken, Clayton, Mayor Fowle NOES: None ABSENT: None OTHER BUSINESS: Mr. Whitehead commented on the Pine trees along Concepcion Avenue , sone of which are dead or diseased. He inquired as to whether the City would take action to try and save then. That Mayor suggested that sore of the residents right seek the advise of a Tree expert, but he felt that there was little the Town could do about the situation, since the condition was caused by the lack of precipitation for the passed two winters .
