was called to order Nonnai;-, Lecemb.,r 5, 1960 at 7 : 50 r. N. by Mayor
John M. Fowle at the Than Hail, 26379 W. Fremont Ave. , Los Altos Hills,
ROLL CXIL: PRESENT: Councilmen Aiken, Clayton, Sherlock, Mayor Fowle
ABSENT : Councilman Henley
MINUTES: November 21 , 1960. .
ACTION:
"_dopt Minutes of Nov. 21, 1960 as submitted.
COMMUNICATIONS:
1 . County Boundary Commission - Notice of proposed annexation, desig-
nated as Foothills Annexation No. 4, to the City of Palo Alto.
2. Petition - Received from persons requesting to be annexed to the
Town of Los Altos Hills.

Deferred to New Business.
ANNOUNCEMENTS:
1. Christmas Party - To be held at the Town Hall, 26379 W. Fremont
Ave. , Sunday,-December 18, 1960 between the hours of 2:00 P. M.
and 5:00 F. N.
OLD BUSINESS: None .
1. Consolidated Read ? ix Co. - Letter, dated November 28W and signed
by Mr. Preston Burchard ,'L. C, Hogle , George H. Hogle, and Ruth B.
Spangenburg, requested the Los Altos Hills Council to implore the
County Planning Commission to initiate controls on the operations
of the batching plant located on Page Mill Rd. , relative to dumping
and accumulation of debris . The signers of the letter further re-
quested that a review of the present justification for existence
of the plant.
ACTION:
That a letter be written to the County Planning Commission
expressing the Town' s opposition to renewal of the Consoli-
dated Ready-Nix Company's industrial use permit , and that a
representative of the 'Town appear at the Mooting on Dec. 7t^0

Resolution No. 7-60 of the Plnnning Commission,' recommending that
that the Council pacceed with annexation procedure of certain
territory, designate( as 'San mtonic Hills No. 2", to the Town
of Los Altos Hills , wcs read in its entirety by the City Attorney.
Resolution No. 138, consenting to the commencement of proceedings
for certain inhabited territory, designated as "San Antonio Hills
No. 2", was re-d in its entirety by the City Attorney.

2. Benson, W. A. - Request for Waiver of Subdivision Requirements

Approval was recommended by the Planning Commission.

CONDITIONAL USE PERMITS:

ACTION:

be approved for the period from. Jan. 1, 1961 to June 1, 1961.

WARRANTS:
Bills, in the amount of $2,698.08, were presented for payment .
ACTION:
That bills, in the amount of 12,698.08, be approved; that the
Clerk be authorized to draw the appropriate warrants.

OTHER BUSINESS:
1. Consideration of Improvements to ::lexis Drive in Palo Alto Hills
Subdivision - Dan Dana.
City Attorney reported that the deed, as received is inadequate,
and recommended that it be returned. Action was deferred.
2. Resolution No. 139 - Granting extraterritorial rights to the City
of Los Altos for installation of sewer lines along Town boundaries.
Resolution was read in its entirety by the City Attorney and he
recommended its adoption.
The4goeetions relative to inspection fees, opening city streets,
and easements were answered by the City Sterney.
In answer to the Mayor' s question of whether or a policy would be
set which might indicate, to other cities, that the Town is will-
ing to grant rights of way for installation of utilities by other
cities within the Town, the City Attorney stated that he felt
the the Resolution. would not imply this.
The Attorney stated that an agreement shouldbrorthcoming within
a month.
