MINUTES OF A RTGULAR MEETING
16 January 5, 1959
The meeting of the City Council of the Town of Los Altos Hills was
called to order by Mayor John N. Fowle Monday, January 5m, 1959 at
7:45 F. M. at the Town Hall, 26372 'lest Fremont Avenue, Los Altos
Hills.
ROLL CALL: PRESENT: Councilmen Bledsoe, Clayton, Sherlock, Treat,
Mayor Powle
ABSENT: None
APPROVAL OF MINUTES: December 15, 1958.
ACTION:
I Adopt minutes of December 15th, 1958 as sub-
mitted.
COMMUNICATIONS:
I 1. Richard A. Prank - Letter, dated December 28, 1953, requested
the Council 's consent to commencement of annexation proceedings
for territory including Oak Fill tract to the the Town of Los
Altos Hills. Copy of the nap and description of the proposed
boundaries of the area was attached.
Deferred to New Business.
2. Gardner Bullis - Letter, dated January 5m, 1959, commended Coun-
cilman Leighton M. Bledsoe on his preparation of the brief for
the Town vs. Weary.
ACTION:
That the letter from Mr. Bullis be a matter of record in the
minutes.

NEW BUSINESS:
1, Annexation - Territory, including Oak Hill tract, to the Town of
Los Altos Hills. Deferred from Communications.
,AS, Mr. Richard A. Frank was asked to comment on his letter.
He stated that residents in the area bounded on the East by the
railroad tracks and on the North by Arastradero Road, about
\ seventy-five (75) acres, have expressed a desire to be annexed

to Los Altos Hills. Nr. Frank said the area contains about
forty (40) homes and that the approximate assessed valuation is'
$260,000, and that the population of the area is between 150 and
200, of which there are sixty-five registered voters. The major-
ity of the residents favor annexation.
In answer to questions about Zoning in the area, Mr Frank stated
that Oak Hill Avenue is zoned one-acre; the area along Manuella
Avenue has l4-acre lots, and that there are some 36-acre lots, but
the area has the type of development similar to Los Altos Hills.
Yr. Frank answered questions regarding roads , stating that Man-
uella Avenue is the only public road in the area, about .6 of a
mile which would have to be maintained by the Town. The other
roads are private.
Several residents of the area were present. Comments were
heard from Mr. Virgil R. Gualtiere, 14779 Manuella avenue and
Mr. Joseph E. Joseph, 26155 resa :'.venue.
Commissioner Mellquist and members of the Jouncil commented re-
lative to proposed boundaries.
The City Attorney commented on the procedure to be followed.
ACTION:
That the matter of annexation of territory including Oak
Hill tract to the Town of Los Altos Hills be referred to
the Planning Commission.
MOTION: Bledsoe; 3.:COND: Treat ; VOTE: Passed unanimously
Councilman Sherlock was granted permission to leave the meeting.
2. Roadside Cleanup - Los Altos Hills.
The Mayor commented on the conditions of the Town's roads rela-
tive to litter along the rights-of-way, and stated that Mr. .Taaffe
the Town's Road Contractor, can provide a man to clean up areas
in the Town twice a month for 095.00 per month.
The possibility of hiring teenagers for this work was discussed,
and Mr. Taaffe was asked to check the possibility and report to
the Council at the next meeting.
The City Attorney was asked to the check the feasibility of post-
ing signs about the Town and at the Town's entrances offering re-
wards for information regarding anyone seen depositing litter a-

long the roads or rights-of-way.
3. Foothills Junior College - Site Development Pan.

I 40 Commissioner Hellquist, Chairman of the Planning Committee of the
Planning Commission, reported on the discussion held at the meet-
ing of the Planning Commission on December 2Oin, 1958.
The Mayor announced that a meeting will be held at the Town Hall,

Foothill Junior College - Site Development Plan.
Monday, February 9"), 1959 at 8:00 T. to discuss the Site Plan
of the Foothill Junior College at which representatives of the
jurisdictions affected will be present.
DIVISIONS OF LAND:
1. Tentative Maps :
a) Fink Morse Ranch Unit ',L2 (25-56) 8 lots. Engr. Nolte.
Due to the problems relative to E. route :.venue and Moody Rd. ,
to be discussed at the meeting with the Foothill Junior Col-
lege and other jurisdictions , _'r. Roscoe stated that he would
rather have action postponed until after February 9m.
Action was postponed until after the meeting with the Foot-
hill Junior College.
b) Baron, Kitchell (122-58) 2 lots. Engr. Brian.
Rhe City Cle k gave a resume of the past action taken on the
map, and stated that the map was formerly presented as a
3-lot subdivision and has now been submitted as 2 lots.
CTI ON:
That the tentative map of Mitchell Baron (122-58) 2 lots
be approved.
MOTION: Treat ; SECOND: Clayton; VOTE: Passed unanimousl
c) Peters, Colin (128-58) 2 lots, Engr. Nolte.
Revised map was presented showing access from °. El Monte
Avenue. Relative to unimproved section of San 'ntonio _venue,
Mr. Peters stated that he does not intend to improve the
road, but that it would be improved as driveways to the two
(2) lots when homes are constructed.
ACTION:
That the tentative map of Colin Peters (128-58) 2 lots
be approved.

2. Final Maps:
a) Kertz Realty (96-57) 3 lots, Tract 2158. Engr. Reinoehl.
The City Clerk gave a resume of the past action taken on the
tentative map, and stated that all fees have been paid, im-
provement plans have been checked, and that the grading plan
has been approved by the City Engineer.
The similarity of this subdivision and Fink Horse Ranch
Unit -r2, relative to El Monte tve. and Moody Rd. was discussed.

Sertz - cont 'd.
The suggestion was made that the dirt reroved the Mertz property,
when the site is graded, could be used as fill on the corner of
Moody Rd. and 21 Monte .ve.
ACTION:
That the final map of hertz Realty (96-57) Tract 2158, 3 lots
be approved.
NOTION: Bledsoe; S^C ND: Clayton; VOTE: passed unanimously
WARRAYTS:
Bills were presented by Councilman Treat ir, the amount of '14,657.52.
ACTION:
That the Council approve, for payment , bills in the amount of
114,657.52, and that the City Clerk be authorized to draw the
appropriate warrants.

ANNOUNCEMENTS:
1. The Mayor announced that the report from the California State
Automobile Association has been received regarding one-way traffic
at West Fremont, Altos and Burke Avenues, and that within a short
time recommendations will be put into effect.
2. A meeting with the Division of Highways Engineer, Mr. R. A. Hayler,
will be held to discuss the changes in the proposed Junipera
Serra Freeway. Date of the meeting is January 152, 1959 at 7:30
F. M. at the Town Hall.
Councilman Clayton was asked , b7 the Mayor, to Chair the meeting.
3. The Mayor asked Planning Commission Chairman, Oscar Holm, the
status of the Zioning Ordinance, and requested that he arrange for
a Public Hearing to be held in the very near future.
4. The City Engineer, ?'illiam H. Longmire , was requested to prepare
a resort, in detail, noting any deficiencies in the road con-
structed by Mi . Schroll.
5. The City Clerk stated that Mr. Doldiron, of the Fremont Hills De-
velopment Company, had requested that they be permitted to take
a Bond for a lesser amount for the remaining improvements to be
completed, prior to acceptance of Unit1, rather than have to
renew the Bond for :113,000.00 which is due at this time.
The City Clerk stated that only two items of improvement have not
been completed, namely, drainage improvements at the northerly
end of Lscension Ave. and at the rear of the Rockwell property

located on Ascension Ave.
ACTION:
That the Council approve the request of Fremont Hills De-
velopment Company, subject to the filing of separate bonds
covering the existing deficiencies.

6. The City Attorney commented on the services provided by the League
of California Cities.
7, The City attorney presented Outline for Procedure for Annexation.
8. The Mayor announced that the ''orth County Payors' Conference
will have a meeting in Los _.ltos on Friday, January 9th.
Councilman Clayton will attend the meeting in the absence of the
Mayor.
