Ale MINUTES OF A REGULCR METING
January 19, 1959
The meeting of the City Council of the Town of Los Altos Hills was
called to order by Mayor John M. Towle at 7:45 F. M. , Monday, Janu-
ary 19th, 1959 at the Town Hall, 26379 West Fremont, Los Altos Hills.
ROLL CALL: FRE'7ENT: Councilmen Clayton, Sherlock, Treat, Mayor Fowle
Councilman Bledsoe arrived at 7:48 P. M.
ABSENT: None
MINUTES: January 52 and 8a, 1959.
ACTION:
Adopt minutes of January 5th and 80, 1959 as submitted.
COMMUNICATIONS:
1. Wesley L, Hubbard - Letter from Chairman of Board of Supervisors,
dated January 12, 1959, was cory of letter to rr. Jay 'nochs,
County Engineer, relative to the Town's request for the reduction
of speed li*it on Arastradero Road.
Filed.
2. Howard A. Campan - Letter, dated January 12, 1959, announced that
the Board of :supervisors have set February 3, 1959 at 7:30 P. M.
in the Chambers of the Board of Supervisrs as the time and place
for hearing the Deleuw Cather & Company Report.
Councilman Treat will attend the hearing.
3. Bay Area Air Pollution Control District - Agenda of a Public Hear-
ing to be held January 21st, 1959 in San Francisco in the Auditor-
ium - California Academy of Sciences, Golden Gate Park.
Filed.
4. Frank H. Ainsworth, Jr. - Letter, dated January 12, 1959, called
attention to the condition of East Sunset Drive.
The matter was referred to the Road Commissioner.
OLD BUSINESS:
1. Budget Report - Finance Committee.
iso The Budget Report for the first six months of the Fiscal Year
1958-59 was submitted and commented on by Councilman Treat.

NEW BUSINESS:
1. Freeway Agreement - Recommendation by Flanning Commission.
The Mayor explained, for the benefit of the audience , what pro-
gress has been made between the Town and State Division of High-
ways relative to a ^reeway agreement for the proposed freeway
through the Town.
Oscar B. Holm, Chairman of the Flanning Commission, read the re-
commendations agreed on at the meeting of January lOto, 1959. They
are as follows :
That there be :
1. Only two (2) interchanges within the Town's limits--one at El
Monte Avenue and one at Fage Mill Road.
2. No agreement on a future interchange at Robleda Avenue.
3. Grade separations as shown on the Preliminary Circulation Plan
at: Magdalena, O'Keefe, Robleda, Marian, and Arastradero ;
plus a grade separation connecting Fremont Hills Units #5 and
#6.
4. Construction of new frontage roads as shown on the Preliminary
Circulation Plan.
5. Improvement of existing Town roads that must serve as frontage
roads.
6. Rights-of-way of sufficient width to permit construction of
freeway as landscaped parkway, and that the landscape design
be part of the freeway agreement.
7. That all grade separations and creek crossings be wide enough
to accommocfte pedestrian, equestrian, and bicycle traffic.
Comments and questions were heard from the following persons in
the audience : Mr. liken, Mr. George, Mr. Rowe, and Mrs. Goldsmith.
Comments indicated that those present concurred with the recommend-
ations of the Planning Commission.
Relative to landscaping along the Freeway, Councilman Sherlock
stated that Commissioner Proctor Mellquist will attend a meeting
on January 20m, where freeway landscaping will be discussed, and
he will submit a report to the Town.
The Mayor concluded the discussion by stating that the Town is in
a bargaining position due to the fact that the Town does not de-
sire as many interchanges as are proposed by the State Engineers.
The Mayor appointed the following as a committee to meet with the
`f Highway Engineers to arrive at a !reeway ".greement : Councilman
Clayton, Chairman, Commissioner flellquist , and Nestor Barrett ,
Planning Consultant, and stated that comments and questions would
be welcomed from the Townspeople.

2. Abraham, James and Marfuerite - ??equest for arproval of revision
of lot lines. ''ngr. John Riley.

The City Clerk reported that the Planning Commission had recommend-
ed approval of the revision of lot lines, increasing the size of
lot with existing residence to two (2) acres and decreasing size
of the other lot to exactly one (1) acre.
ACTION:
That the Council approve the revision of lot lines of the
James and Marguerite Abraham property located on Hillview
Drive.
MOTION: Bledsoe ; SECOND: Clayton; VOTE: Passed unanimously
VARIANCES:
1. West , Harry L. (V-38-59) - Request for reduction of sideyard set-
back to 12 for accessory building.
ACTION:
That the variance of Harry L. West (V-38-59) for reduction
of sideyard setback to 12 ' for an accessory building be ap-
proved.
MOTION: Treat ; SECOND: Clayton; VOTE: Passed unanimously
DIVISIONS OF LAND:
1. Tentative Maps:
a) Duveneck, Frank B. (125-58) 2 lots. Engr. George S. Nolte.
The City Clerk reported that the approvals of the Fire Dis-
trict , the Health Department, and the City Engineer have been
received. Approval has been recommended by the Planning Com-
mission.
Following discussion of the condition of Peck Road, and the
possible need for the construction of culverts , the following
action was taken.
ACTION:
That the tentative map of Frank B. Duveneck (129-58) 2 lots
be approved.
MOTION: Sherlock; SECOND : Clayton; VOTE: Passed
unanimously
WARRANTS:
eig Bills in the amount of 3921.39 were presented by Councilman Treat.

ACTION:
That bills in the amount of >921.39 be approved for payment,
and that the City Clerk be instructed to draw the appropriate
warrants.

ABSENT: None
ANNOUNCEMENT:
1. Roadside Clean-up - Town of Los Altos Hills.
Nr. Martin J. Taaffe7 Road Contractor, was asked to report re-
lative to his investigation of the feasibility of hiring teenage
boys to clean up roadside areas in the Town.
He reported that boys sixteen years of age or older could be hired
(after securing work permits from school) , and three boys could
be hired about twice a month for about ;361.00 per month. He
stated that there would he a cost of ';132 for the initial clean-
up.
Following discussion, the matter was tabled.
2. Zoning Ordinance - The Mayor requested the Chairman of the Plan-
ning Commission, Oscar B. Holm, to set a date for a Public Hear-
in the near future.
3. Neary vs. Town of Los Altos Hills - City Attorney, Robin D. Faisant
commended Councilman Bledsoe on the final brief he has submitted.
Councilman Bledsoe stated that the hearing will be some time in
March.
