HomeMy WebLinkAbout02/02/1959 T CITY COUNCIL TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING February 2, 1959 The meeting of the City Council of the Town of Los Altos Hills was called to order by Mayor John M. Fowle Monday, February 2nd, 1959 at 7:52 P. M. at the Town Hall, 26379 'lest Fremont, Los Altos Hills. ROLL CALL: PRESENT: Councilmen Bledsoe, Clayton, Sherlock, Treat, Mayor Fowle ABSENT: None MINUTES: January 190. 1959. ACTION: Adopt minutes of January 190, 1959 as submitted. COMMUNICATIONS: 1. County Boundaries Commission - Notice of proposed annexation, de- signated as Garden Terrace , to the City of Palo Alto. Filed, 2. Inter-City Council - Announcement of meeting to be held Thursday, February 50 at 7:30 P. N. at Morgan Hill. Councilman Clayton will attend the meeting. OLD BUSINESS: 1. Planning Commission Recommendations on Procedure of Subdivision Approvals. Commissioner Williams commented on recommendations submitted. The Mayor stated that the procedure as outlined would aid the Council in its consideration of subdivision maps. Councilman Sherlock suggested that the Item noted as 'Landscaping' should be changed to 'Planting' . 2. Freeway - Report on Meeting with State Highway Engineers. Councilman Clayton reported that he , Commissioner Mellquist, and Mr. Barrett, Planning Consultant, had met with Mr. R. A. Hayler and Mr. Jess Black to discuss proposed grade separation, inter- changes, and landscaping of the freeway. He stated that most of the details seem fairly well settled, with 616, the exception of the grade separations proposed for Marian, Josef a, and Robleda Avenues, which shall have to be submitted by way of resolutions. 2-5-59 -2- Freeway cont 'd. Recommendations for landscaping were submitted at the meeting by Commissioner Meliquist. Councilman Clayton stated that his re- commendations will be included in the Freeway Agreement. Councilman Clayton stated that naps showing the changes recently made, relative to location of the freeway, will be forwarded by Mr. Black, although they are still rather incomplete. Nore data will be available in the DeLeuw Cather Report. 3. Flood Control Report - 'dm. H. Longmire. Mr. Longmire, Engineer, stated that he had written to the Flood Control District and requested information relative to how money, paid by the Town, is used within the Town. He reported that he had been informed that most of the money is used for special pro- jects, and that work on natural water courses comes later. Relative to the Town's Drainage Study, Mr. Longmire stated that he and Mr. McCandless have been attending meetings relative to drainage requirements in other cities , and as of two weeks ago, work has been reactivated. 4. Schroll=Dawson'Private Road- .erort by W. i. Longmire. Memorandum, dated January 29, 1959, from Mr. Longmire , stated that a field inspection was made, and listed several conditions which would have to be met prior to acceptance b'y .the Town. The Mayor requested that the conditions be filed as natter of re- cord. NMI BUSINESS: 1. Fremont Hills Unit Zl - Consideration of acceptance of Improvements. Letter from McCandless & Jett by W. H. Longmire, dated February 2, 1959, reported the general status of improvements. Due to the fact that there was no representative of the Fremont Hills Development Company present, consideration of the matter was tabled. 2. Cit? Dump - Burning of Agricultural Waste - Discussion of Pro- viding Dump Within the Town. The Mayor explained that consideration has been given the possibi- lity of the Tovni providing an area (needing fill and which could perhaps be used as a City Park in the future) for residents of the Town to deposit agricultural waste and clean fill. (Under the regulations of the Fire District and the Air Pollution Control District, trees, etc. cut for clearing cannot be burned.) 1 Following discussion, the matter was tabled pending further study. 2-5-59 -3- DIVISIONS OF LAND: 1. Peterson, Harold N. - Consideration of Approval of Land Division. Mr. Peterson was represented by Mr. Gardner Bullis who explained that Mr. Peterson had sold the largest portion of his property, retaining a homesite , but was unaware that he was in violation of the Town's Subdivision Ordinance. At this time, he is requesting approval of the land division. The City Clerk read the recommendation of the Planning Commission approving this division of land. ACTION: That the Council approve the division of land of Harold M. Peterson, subject to the dedication of thirty (30) feet to the centerline of both Purissima and Elena Avenues. MOTION: Treat ; SECOND: Bledsoe ; VOTE: Passed unanimously 2. Case, Arthur F. (129-58) 2 lots. Engr. Wolff. The City Clerk read the recommendation of the Planning Commission approving the tentative map, and reported that all agencies have approved the map. ACTION: That the Council approve the tentative map of Arthur F. Case , subject to conditions outlined by the Planning Commission. MOTION: Clayton; SECOND: Treat ; VOTE: Passed unanimously 3. Gould, Mary Francis - Request for Waiver of Subdivision Require- ments Under Section 3:40 of Ordinance i#35. Engr. J. W. Riley. Mr. Henry V. Seward represented Mrs. Gould. He explained that the owner wished to sell off three parcels without having thelots ap- proved as building sites, and`he stated that at the present tine, the water supply is not adequate. Following discussion of who would be responsible for road improve- ' ments, it was suggested that action be deferred until Mr. Seward, the City Attorney, and the City Clerk can meet to work out the legal aspects of the problem. The possibility of filing application for subdivision and gaining conditional approval was discussed. ORDINANCES: 1. Anti-Litter Ordinance :251. First Reading. Sections II , XIV, and XVII were amended. Title of Ordinance was read by the City Clerk. 2-5-59 -4- Ordinances cant 'd. d ACTION: That further reading of Ordinance "-51 be waived. MOTION: Bledsoe ; SECOND: Clayton ROLL CALL: AYES: Bledsoe , Clayton, Sherlock, Treat, Mayor 'Towle NOES: Mone ABSENT: Pone WARRANTS: Bills were presented by Councilman Treat in the amount of $17,458.35. ACTION: That the Council aprrove the bills as presented and that the City Clerk be authorized to draw the appropriate warrants. MOTION: Treat ; SECOND: Sherlock ROLL CALL: AYES: Bledsoe, Clayton, Sherlock, Treat , Mayor Fowle NOES: None ABSENT: None ANNOUNCEMENTS: 1. Town Cleanup - The Mayor was authorized to proceed with plans for having roadside areas in the Towned cleaned. 2. Resignation of Councilman Treat - Letter was read from Councilman Treat announcing his resignation. The Mayor and Councilmen expressed regret at receiving Councilman Treat 's resignation. ACTION: That the Council accept the resignation of Councilman Sidney W. Treat, effect after the close of the meeting of February 16th, 1959.
