February 16, 1959
The meeting of the City Council of the Town of Los Altos Hills was
called to order by Mayor John M. Fowle Monday, February 162, 1959 at
7:47 P. M. at the Town Hall, 26379 `test Fremont Ave. , Los Altos Hills.
ROLL CALL: PRESENT: Councilman Bledsoe, Clayton, Sherlock, Treat ,
Mayor Fowle '
ABSENT: None
MINUTES: February 2nd. 1959.
ACTION:
The minutes of February 2nd, 1959 were adopted as submitted.
COMMUNICATIONS& ANNOUNCEMENTS:
1. Oscar B. Holm - Letter of February 162 announcing resignation from
the Planning Commission.
Deferred to New Business.
2. North County Mayors ' Committee - Meeting scheduled to be held Feb-
ruary 182 has been cancelled.
3. De Leuw & Cather Company Resort - Presentation to the City of Los
Altos and the Town of Los Altos Hills Thursday, February 192 at
8 F. M. at the City Hall, Los Altos.
The Mayor urged attendance by Councilmen and Planning Commissioners.
OLD BUSINESS:
Two items of Old 7usiness were rostponed until the arrival of the City
Engineer.
NEW BUSINESS:
1.. Davison, Gladys - Request for Waiver of Provisions of Subdivision
Ordinance #35. •Itgr. Nolte.
The City Clerk read letter, dated January 292, 1959, from airs.
Davison requesting waiver of provisions of Ordinance ir35 in con-
sideration of division of ten acres into two parcels of 4. 5 and
5.5 acres each. and stating that improvements are to be made at
the time the parcels are subdivided.
Suggestion was made that the Town explore the possibility of having
Mrs. Davison dedicate the narrow end of the 5. 5 acre parcel to the
Town. That portion of the Davison property abutts Fremont Hills
Unit #6.
Mr. William D. Coldiron stated that the Fremont Hills Development
Company would be willing to dedicate an adjoining portion of their
land to the Town.

ACTION:
That action on the Gladys Davison division be deferred, and
that the City Clerk ex* lore the possibility of obtaining a
dedication of a portion of land at the narrow end of the
property.

OID BUSINESS:
1. Fremont Hills Unit ja - Consideration of :,cceptance of Improvements.
Mr. William D. Coldiron was present , representing the l'remont Hills
Development Company.
The City Engineer retorted that he had made an inspection, and that
most of the improvements had been made. He cited mainenance prob-
lems which still exist. Several places along St. Francis need
dressing up; drainage installations have been made, but gutters
and inlets were clogged; a low area on Ascension Avenue is still
not satisfactory, although attempts have been made to remedy
the situation; and there some soft shoulders along some of the
roads. Mr. Longmire stated that most of the problems were main-
tenance problems , and cannot be taken care of until after the
rainy season is over. He suggested that a maintenance bond be
posted for the remainder of the improvements.
rr. Coldiron stated that most of the gutters had been cleaned and
were clogged again due to recent rains. Relative to planting,
he said an agreement has been made with Mr. Sherlock and that
planting should be done within the next thirty days. He stated
that the Fremont Sills Development Co. feels that the amount of
the improvements yet to be installed would not be in access of
5,000, and suggested that a bond for :58,000 be intered into. He
further stated that acceptance of the improvements, subject to
conditions listed by I7r. Longmire is desired, but that it is not
necessary at this tire. Fainly they would like to get a release
from the master bond and approval to to file a bond of a lesser
amount.
Fr. Longmire stated that he felt that a bond for :10,000 would be
adequate.
The matter of paths in `'remont dills Unit '1 was raised by Com-
missioner Mellquist. He stated that pedistrian and equestrian
paths had been required.
Following considerable discussion, it was determined that paths
had been eliminated along the roads. These areas have been plant-
ed and cannot have paths installed. Paths are to be installed be-
tween certain lots as indicated on the recorded mar.
.� The Mayor suggested that the present bond be reduced to 720,000,
and Yr. Coldiron stated that this amount would be satifactory.
Nr. Coldiron stated his willingness to comply with all requirements.

111, ACTION:
That Fremont Hills Unit -1 be accepted, conditional upon
the filing of labor, material, and performance bond in the
amount of 120,000 covering the remaining items set forth by
the City Engineer, including paths ; also the filing of
maintenance bond for one year in the amount of 311,300.

The Mayor appointed the followinC Committee to work out Plan for
raths : Commissioner Dawson, Councilman Sherlock, Fr. Coldiron,
and Commissioner Mellquist, ex officio.
2. Fremont Hills Development Company - Consideration for teceptance
of Drainage Culverts on West Fremont kvenue.
Mr. Coldiron was present.
Letters from City 'Ingineer, dated February 11, 1959, recommended
that the City Council accept the improvements (drainage culverts
on 'lest Fremont !:venue) .
ACTION;
That the Town accept the drainage culverts, 4'x6' box culvert,
and 42' reinforced pipe culvert , subject to the filing of
maintenance bond in the amount of ten per cent (10%) of the
total improvement bond.

The City attorney stated that :5,000 cash had been paid by the
Fremont dills Development Company to protect the Town against
damages.
3. Drainage - Culvert near the Maurer property on W. Fremont.
Councilman Treat stated that the culvert is inadequate and in-
quired whether or not it is on the Town's priority list for im-
provement.
The City Clerk stated that it is not and that the Town should be
able to gain this improvement from the divisions of land upstream.

DIVISIONS OF LAND:
1. Trumbull, Fred and Virginia (131-5)) 5 lots. Engr. Riley.
Resume of past efforts to gain knowledge relative to location of
proposed freeway was given by Mr. Trumbull
The City Clerk stated. that Fr. Trumbull 's map had been submitted
to the Highway Department and had been returned with markings
showing the proposed route through r'r. Trumbull 's property. Re
further stated that recommendation for approval has been received
from the planning Commission.
ACTION:
That the tentative map of Fred and Virginia Trumbull (131-59)
5 lots be approved.

ORDINANCES:
1. - Anti-Litter Ordinance . Second Reading.
The title of Ordinance ;51 was readby the City Clerk.
ACTION:
That further reading of Ordinance 7151 be waived.

ANNOUNCEMENTS:
1. Roadside Council --- The Mayor stated that he hadreceived a re-
quest that the Town write letters to Senator Thompson regarding
billboards along roadways, and stated that he would write a letter
for the Town. He suggested that individuals write letters also.
2. Resignation of Councilman Treat - The Nayor announced that Coun-
cilman Treat 's is effective after the meetinT.
Councilman Bledsoe commented in behalf of the citizens of the Town,
expressing appreciation for all that Councilman Oidney W. Treat
has done for the Town and Community. -Te expressed the deep ap-
preciation of the Council for his work as the Town's first. Mayor
and as a Councilman.
The regret of losing Mr. Treat fror the Council was expressed by
the other members of the Council, and the Payor expressed his
appreciation for the personal support given him. as Mayor by Coun-
cilman Treat.
3. Drainage Study - Mr. Longmire reported that the Drainage Study
should .e completed within about one month.
4. Freeway Landscaping - The Mayor reported that he had attended a
meeting called by the Ilenning Director of San I'ateo County to
discuss landscaping of the Freeway. He stated that future meet-
ings will be called.
MEETING ADJOURNED: 9:15 F. M.
