M. at the Town Hall , 26379 'lest Fremont, Los Altos Hills. ROLL CALL: PRESENT : Councilmen Clayton, Sherlock, Mayor Fowle, Councilman Henley arrived 7:50 F. M. ABSENT: Councilman Eledsoe MINUTES : May 4, 1959. Corrections : Page 2, Item 1, Old Business : City of Palo Alto : It should be noted that Ordinance "To. 54, as presented, was amerded before adoption. ACTION: That the Minutes of May 4M, 1959 be adopted as corrected. COMMUNIC. TIONS: 1. California Highway Commission - Letter, dated April 28, 1959 and signed by Frank A. Chambers , Secretary, acknowed receipt of copy of Resolution No. 91. G1 Filed. 2. Bureau of Public Roads - Letter, dated May 6, 1959 and signed by Paul F. Roystor, Ass 't. to the Federal Highway 'Administrator, acknowledged receipt of Resolution No. 91. Filed. 3. A. C. Stevens - Letter, dated Nay 15, 1959, relative to the City of Palo Alto's surveying in the area along Page Mill Road for in- stallation of water lines. Deferred to New Business. ANNOUNCEMENTS: 1. El Monte Road - The rayor announced that there will be a meeting on Monday, May 25, 1959 at 7:30 F. M. at which the County En- gineers will present a traffic plan for 71 Monte Avenue in the vicinity of the Foothill Junior College. 2. Los Altos Fire Trotection District - There will be a meeting held Monday, June 3, 1959 at 7:30 P. M. at the Town Hall. OLD BUSINESS : 1. Fremont Hills School. Sewer Line. 4 Mr. H. F. Koenig, Business Manager for Palo Alto Unified School District, Dr. Henry N. Gunn, and Mr. J. R. . ddicott, representing the School District were present. -2- Fremont Hill School. Following a review of the past action of the City Council, by the Mayor, and discussion by the Councilman and representatives of the Palo Alto Unified School District , comments were heard `lr from the following persons : Mrs. Maryann Frost, Mr. Goodwin B. Steinberg, and Mr. R. L. Pappas. ACTION: That the sanitary sewer line, as outlined in the Palo Alto Unified School District 's letter of May 13n, 1959, be approved, with one additional condition: That the final agreement with the City of Palo Alto be reviewed by the Town of Los Altos Hills prior to its being entered into. MOTION: Sherlock; SECOND: Henley; ROLL CUL: AYES: Clayton, Henley, Sherlock; Mayor Fowle NOES: None ABSENT: Bledsoe NEW BUSINESS: 1. Committee Appointments. ACTION: That Planning Commissioner Don T. Hibner and Mrs. Ruth Mona- han be appointed to a Committee to work with Mayor Irving L. ltkinson to study redistricting of Tupervisorial Districts. MOTION: Clayton; SECOND: Henley; VOICE VOTE: Pasimsed Unanously DIVISIONS OF LAND: 1. Lauraleen Acres Unit #1, Tract 2393. Engr. L. G. Brian. ACTION: That the Final Map of Lauraleen Acres Unit a, Tract 2393 be approved. MOTION: Sherlock; SECOND: Clayton; VOICE VOTE: Passed unanimously ORDININCES: 1. Ordinances #52 - Excavation. The City Clerk stated that certain sections of the Ordinance had been amended at the suggestion of the Pacific Gas & Electric Co. and the Pacific Telephone and Telegraph Co. These amendments were read and discussed. Representatives of P.G.&E. and P.T&T. were present . The City Attorney stated that he would approve the changes and amendments. The Title of Ordinance No. 52 was read by the City Clerk. -3- Ordinance #52. ACTION: That further reading of Ordinance 152 be waived. ACTION: That further reading of Ordinance "53 be waived. The City ".ttorney explained that the Santa Clara County- Ordinance, which the Town of Los Altos Hills adopted has been changed and he recornuonded that the new Ordinance be adopted by the Town. The Title of Ordinance 155 was road by- the City Clerk. ACTION: That further reeding of Ordinance m55 b;: waived. MOTION: Clayton; SECOND: Henley; ROLL CALL: AYES: Clayton, Henley, Sherlock, Mayor Fowle NOES: None '.BSrNT : Bledsoe -4- RESOLUTIONS: 1. Resolution No. 93 - Expressing Opposition to Assembly Bill 2242. Resolution No. 93 was presented by Councilman Henley. The Bill (2242) , if enacted, would end by dissolution the corpor- ate existence of a functioning local agency or government. Councilman Henley st3ted that opposition to the bill, was more a matter of principle of the method used in the disolution of any public agency as proposed by AB 2242. ACTION: That Resolution ;S`-93 , expressing opposition to Assembly Lill 2?42, be adopted. MOTION: Sherlock; SECOND: Clayton; ROLL C?LL: AYES: Clayton, Sherlock, t.ayor7owle NOES: None ABSTAINED: Henley ABSENT: Bledsoe NEW BUSINESS: Continued. 2. Zoning Ordinance - Public Hearing. ACTION: That the Public Hearing for the Zoning Ordinance and the General Plan be held at the Regular ieeting of the City Council Monday, June 1, 1959 at 7:45 F. M. at the Town Hall. MOTION: Henley; S7CO7D: Clayton; VOICE VOTE: Passed unanimously ANNOUNCEMENT: 1. General Plan - The Mayor announced that the second Public Hearing will be held by the Planning Commission Thursday, May 21, 1959 at 8 P. M. at the Town Hall. 2. Freeway - Councilman Clayton stated that a meeting will be held with the Division of highways before the next Council Meeting, and that the Division of Highways has requested the Town to pass a resolution relative to crossings at O'Keefe and Josefa and for the New Road proposed through Tremont Hills Unit `5. Councilman 'Sherlock suggested that the Coun.:il be thinking about whether or not to reouest a center strip for the Freeway. 3. State Legislation - The City Attorney suggested that the Council consider adoption of a resolution, relative to senate Bill 1196 which is regarding ratification of franchises of public utilities. Councilman Henley was asked to study this Bill. 4. Neary vs. Town of Los 'otos Hills - The City attorney announced -5- that Mr. Bledsoe will represent the Town at the Hearing to be held at 10:00 A. M. 'iednesday, May 27, 1959 5. Los Altos Fire Protection District - Uithdrawal of the City of ",r the City of Los Altos. Copies of the proposal of rayor Atkinson to the Los Altos Fire District were given to Councilmen to study. 6. Palo -Alto 'eater Line - Mr. R. C. Kepler, a resident on rage rill Road, appeared to state his objections to the City of Falo .Alto's infringement upon his property and also in behalf of some of his neighbors. He also recuested information relative to the extent of rights granted to the City of Palo Alto by the Los Altos Hills Council. The Mayor explained the action taken by the City Council in grant- ing the City of Falo Alto permission to run its water line on Page rill and Arastradero Roads to serve the p-oposed golf course. He stated that he would be willing to meet with the residents in the area to discuss the matter, andextended an invitation to anyone to attend the Council Ncetings. The City Clerk was directed to register a complaint to the City of Palo ?lto relative to infringement of rights of the residents of Los -''.ltos Hills. ND!TING DDJOURfliD: 10: 10 F. N.
