Clayton Monday, July 6, 1959 at 7:50 F. M. at the Town Hall, 26379 West Fremont Avenue, Los Altos Hills. ROLL CALL: PRESENT: Councilmen Bledsoe, Henley, Sherlock, Deputy Mayor Clayton ABSENT: Mayor Fowle MINUTES: June 15, 1959. Corrections : Page 2, Line 5: It should be noted that Councilmen Bledsoe and Henley were absent . Page 3, Item ;fl, Divisions of Land : (Cochran) Line 5: The 'stringent ' was misspelled. Page 4, Item ,','&4. (Miller) Line >;'l. Insert the word 'to ' botween 'Due ' and 'insufficient ' . ACTION: Adopt minutes of June 15, 1959 as corrected. COMMUNICATIONS: 1. Gardner Bullis - Representative on Planning in Santa Clara County, of the 1960 White House Conference on Children and Youth. Letter, dated July 1, 1959, renuested the Town to contribute ;"25.00 to- ward the expense of a meeting to be held by the County of Santa Clara in San Jose on September 26th to discuss the problems re- lative to the development of healthy childhoods. ACTION: That the Town of Los Altos Hills make an expenditure of , 25.00 toward the expenses of the meeting mentioned in Mr. Bullis ' letter of July 1st. MOTION: Bledsoe ; SECOND: Sherlock; ROLL CALL: AYES: Bledsoe, Henley, Sherlock, Deputy Mayor Clayton NOES: None ABSENT: Mayor Fowle 2. Count of Santa Clara Water Advisory Committee - Letter, dated July 2, 1959, requested an appointment of a Councilman to serve on the proposed Subcommittee. Deputy Mayor Clayton stated that an interim appointment will be made pending the return of the Mayor. M 3. County Boundary Commission - Notice of proposed annexation of 14.7 acres to the City of Palo Alto. Piled. ti -2 OLD BUSINESS: None. The Deputy Mayor stated that he would deviate from the order of the Agenda and consider the Divisions of Land. DIVISIONS OF LAND: 1. Williams, Jeanette (139-59) 2 lots. Engr. Leo Ruth. Mr. Gardner Bullis represented Mr. Williams. Approval was recommended by the Planning Commission on June 4, 1959. Notation was made that the two lots are substandard in area, net acreage being 0.98 acres each. ACTION : That the tentative map of Jeanette Williams (139-59) 2 lots be approved. MOTION: Sherlock; SECOND: Henley; VOTE: Passed unanimously 2. Travis, Nettie (144-59) 3 lots. Engr. John Riley. Approval was recommended by the Planning Commission on June 4, 1959, ACTION: That the tentative map of Mattie Travis (144-59) 3 lots be ap- proved, subject to the conditions of the Planning Commission and of other agencies. MOTION: Sherlock; SECOND: Henley; VOTE: Passed unanimously Final Maps : 1. Miller, Robert S. - Tract 2347. Engr. P. I. Baker. The City Clerk stated that the road improvements would be made in con£orm_nce with Ordinance #50, and that all agency approvals have been received.. ACTION: That the final map of Robert S. Miller, Tract 2347, be approved subject to the condition that the road is improved as specified, NOTION: Sherlock; SECOND: Bledsoe ; VOTE: Passed unanimously NEW BUSINESS: 40 1. Los Altos Trail Club - Donation and Request for Installation of Signs. Letter, dated June 24, 1959, was read requesting the installation of "Equestrian Crossing" signs at designated locations% • -3- Equestrian Signs cont 'd. The City Clerk stated that the type sign requested is an approved AAA sign. ACTION: That the expenditure of '3100 for installation of "Equestrian Crossing" signs at the locations in the reouest be approved. MOTION : Henley; SECOND: . Bledsoe ; ROLL CALL: AYES: Bledsoe, Henley, Sherlock, Deputy Mayor NOES: None ABSENT: Mayor Bowie 2. Mockingbird Knolls - Request for Clarification of Status of Ease- ment. Mr. Don Carr and Mr. Maurice Johnson were present and questioned why the dedication of the easement was required. Councilman Sherlock explained that the easement was left for future planning of the area, and that the improvements would be required at the time the adjoining property is subdivided. He stated that a loop type road is planned for the area. VARIANCES: 1. Pampas, R. L. (V-42-59) - Appeal of Driveway Restriction. Mr. Pappas ' letter, dated June 9, 1959, was read by the City Clerk. The letter requested that the restriction of access only from Alejandro be removed, and stated that a driveway off St. Francis Drive would be more practical due to the planned placement of the house (30 feet from property line. ) Planning- Comnission Chairman Mellquist stated that the Planning Commission felt it was proper when granting a setback on the main street to mi .ir..ize the traffic hazard on a main street and in this case to have access from the cul de sac. Mr. Ronald K. Millar, Counsel for Mr. Norman Bergrun, stated Mr. Bergrun 's ebjecti.Lt . He stated twat he agreed with the Planning Commtse±.on eiLi that he felt that they had been extremely generous. Following dS.ecussion, Chairman rellquist suggested that the matter be referred back to Planning Commission and that Mr. Pappas subxtt sketch shotr r.g how traffic is to be handled and also how parking is to be effected. Mr. Pappas was agreeable to having the matter of his appeal re- ferred back to the Planning Commission for a recommendation. ACTION: L That the R. L. Pappas appeal of driveway restriction be refer- red back to the Planning Commission. MOTION: Henley; SECOND: Bledsoe; VOTE: Passed unanimously FEW BUSINESS: 1. Page Mill Road Residents - Discussion of Utilities. ti Deputy Mayor Clayton commented briefly on the recent statements made by the City of Palo Alto, and declared the meeting open for comments from the Floor. About fifty residents were present. Mr. Chrles Garbett , 13906 Page Mill Road, presented a petition with twenty-three signatures of residents in the Page Mill area protesting any inclusion in the City of Palo Alto. He also ex- pressed his opinion regarding Los Altos Hills and Palo Alto. The following persons commented in favor of remaining in the Town: Mr. Roy C. Kepler, 13686 Page Mill Rd. , Mragaret Stebbins, 13830 Page Mill Rd. , Mr. A. Stevens, 13816 Page Mill Rd. , Mrs. Cary Jones, Page Mill Road and Mrs. Goodman. Mr. Jack Frost , Palo Alto, commented relative to the percentage of residents signing the petition presented by Mr. Barbett. Opinions and comments were heard from Mr. Gardner Bullis, the City Attorney, Commissioner Proctor Mellquist, and Councilmen. Deputy Mayor Clayton explained the Town's action in withdrawing its Montebello annexation bid in favor of the City of Palo Alto. Mr. Robert Buss, 2265 Page Mill Rd. , stated that some of the res- idents in his area were in favor of joining the City of Palo Alto. ACTION: That this Council declare it to be its present intention to revoke , at its next Regular Meeting, its emergency ordinance heretofore enacted whereby easement for installation of a water line in the area of the City upon and along Page Mill Road was granted the City of Palo Alto. Further, that the Secretary be instructed to advise the City Council of the City of Palo of the action intended. MOTION : Henley; SECOND: Bledsoe ; Councilman Henley commented that his motion is in no way in re- taliation to recent statements by Palo Alto. ROLL CALL: AYES : Bledsoe, Henley, Sherlock, Deputy Mayor Clayton NOES: None ABSENT: Mayor Fowle Five minute recess was declared. -5- ORDINANCES: 1. Ordinance #44 - Zoning Ordinance. The Title of Ordinance #44 was read by the City Clerk. ACTION: Tnc.t fu tLer reading of Ordinance #44 be waived. MOTION: Bledsoe; SECOND : Sherlock; ROLL CALL: AYES: Blcdsoe , Henley, Sherlock, Deputy Mayor Clayton NOES: None ABSENT: Mayor Fowle ACTION: That Ordinance #'44 be adopted. Ordinance #56 - Amending No. 29, Prescribing New Rates for Building Permits. The Title of Ordinance No. 56 was read by the City Clerk. ACTION: That further reading of Ordinance No. 56 be waived. MOTION: Blodsoe; SECOND: Heley; ROLL CALL: AYES: Bledsoe, Henley, Sherlock, Deputy Mayor Clayton NOES: None ABSENT: Mayor Fowle WARRANTS: Bills in the amount of ';10,551.05 were presented by Coun- cilman Bledsoe. ACTION: That bills in the amount of $10, 581.05 be approved for payment, and that the City Clerk be authorized to draw the appropriate warrants.
