MINUTES OF A REGULAR MEETING
July 20, 1959
The Regular Meeting of the City Council of the Town of Los :altos
Hills was called to order Monday, July 20, 1959 at 7:58 P.M, by
Deputy Mayor William B. Clayton at the Town Hall, 26379 W. Fremont
Avenue, Los Altos Hills.
ROLL CALL: PRESENT: Councilmen Henley, Sherlock, Deputy Mayor
Clayton
ABSENT: Mayor Fowle, Councilman Bledsoe
MINUTES: July 6. 1959.
Corrections: Page 3, Line #8 (Roll Call). Should read,
"Deputy Mayor Clayton".
Page 4, Item #1. Mr. Charles Garbett' s
name was mispelled in lines #5 and #14.
Line #13, First name should be "Mrs. "
Jack Frost.
ACTION:
:adopt minutes of July 6, 1959 as corrected.
COMMUNICATIONS:
1. McCandless & Jett - Letter dated July 17, 1959, signed Charles
S. McCandless, City Engineer, relative to drainage study of
the Town.
Filed.
2. S. C. Co. Board of Supervisors - Letter, dated July 9, signed
by Richard Olson, Clerk, requested a name be submitted for
consideration of filling vacancy of McKie Eastman on Library
Commission.
3. S. C. Co. Boundary Commission - Notice of proposed annexations
as follows : Serra #59-22 to the City of Sunnyvale, Grant #7
to the City of Mountain View, Stevens Creek No. 2 to the City
of Los Altos.
Filed.

VARIANCES:
1. Demon. Roy F. (V-44-59)- Request for Reduction of Side Setback

for Bath House to 10' .
The City Clerk stated that approval was recommended by the
Planning Commission July 2, 1959,
ACTION:
That the variance of Roy F. Demon (V-44-59) for reduction
of side setback to 10' for a bath house be approved.
MOTION: Sherlock; SECOND: Henley; VOTE: Passed unanimously
2. Pappas. R. L. (V-42-59) - Appeal of Driveway Restriction.
The City Clerk read the Planning Conmission's recommendation
of July 18, 1959.
No access to St. Francis Drive within 100' of intersection of
Alejandro Drive.
No access to Alejandro Drive within 65' of St. Francis Drive.
The new nap presented by Mr. Pappas was reviewed by the City
Engineer, Mr. Longmire. He stated that the nap was adequate.
Mr. Ronald K. Millar, Counsel for Mr. N. Bergrun, stated that
the Planning Commission's reconnendation was satisfactory.
ACTION:
That the R. L. Pappas driveway restriction as recommended
by the Planning Commission be approved.
MOTION: Henley; SECOND: Sherlock; VOTE: Passed unanimously
DIVISION OF LAND: Tentative Maps:
1. Cochran, A. H. (140-59) 2 lots, Engrs. Jones, Thema &
Associates.
Mr. Cochran and Mr. K. Gucrro , Engineer were present.
The City Clerk read letter datod July 29, 1959 from the City
Engineer which qualified the conditions of the County Flood
Control District and also the letters from the Fire District
and the Health Department.
ACTION:
That the tentative nap of a. H. Cochran (140-59) 2 lots
be approved subject to bonding for all requirements;
Creek clearing and creek crossing, private road to Fire
District 's regulation, Page Mill Road improvement to
existing ordinances and all other conditions of the City
t Engineer's letter of June 27, 1959 and the S. C. Co.
�r Health Department's letter of May 29, 1959, this work to
be completed within one year.
MOTION: Sherlock; SECOND: Henley; VOTE: Passed unaninously
2. Smith. Richard (141-59) 4 lots. Engr. Riley.
City Clerk read the conditions of the Health Department.
4WACTION:
That the Richard C. Smith tentative map be approved subject
to the conditions of the Planning Commission and of all
agencies.
MOTION: Henley; SECOND: Sherlock; VOTE: Passed unanimously
3. Wilson, Virgil (143-59) 3 lots. Finer. Riley.
Due to questions relative to width of easement serving the
three lots, the Deputy Mayor referred the map to Councilman
Sherlock's Committee on Subdivisions.
4. Bastow & Wirshing (148-59) 6 lots. Engr. Nolte.
The City Clerk read the Planning Commission's recommendation
for approval of July 2, 1959.
Commissioner Mellquist, Chairman of the Planning Commission,
stated that he was not present when this map was considered
and suggosted':that tthore should bo a requirement at •paths :
along ene: side of the cul de sac.
After discussion the following action was taken:
ACTION:
That t'ie tentative map of Bastow and Wirshing (148-59) 6
lots be approved subject to the requirements of the
Planning Commission and the additional requirement that
a path be constructed along one side of the cul de sac
unless it shall appear to Town Engineer to be unfeasible.
MOTION: Henley; SECOND: Sherlock; VOTE: Passed unanimously
5. Koblick, Nathan (145-59) ?_0lo`s0 Engrs. Jones, Thenn and
Associates.
Mr. K. Guerro, Engineer, repreuented Mr. Koblick.
Recommendation of approval by the Planning Commission on July
2, 1959 was read by the City Clerk.
The suggestion was made that the easement serving the William
D. Geer property be abandoned by Mr. Koblick.
Mr. Guerro, acting for Mr. Koblick, stated that the easement
could be abandoned.
ACTION:
`. That the tentative map of Nathan Koblick (145-59) 10 lots,
tract 2434, be approved with conditions as stated by the

DIVISION OF LAND: Final IE0s •
1. Fremont Pines - Tract 2374. Engr. Riley.
ACTION:
That the final nap of 2remont Pines, Tract 2374, be ap-
proved with the condition that the 15' easement as shown
along the easterly line be removed on the final map and
an agreement be arrived at between the engineers involved
before the recordation of the uap.
MOTION: Sherlock. Lost for lack of Second.
Mr. Geer was present and stated that if the fifteen foot ease-
ment is abandoned, he will have no access to his property until
the Fremont Pines Map is recorded.
The City Attorney stated that it should be made sure that the
buyer of Lot #4 cannot gain access over the fifteen foot
easement.
Mr. William D. Geer, Mr. Schmidt (Frenont Pines) and Mr.
Guorro, Engineer acting for Mr. Nathan Koblick, agreed to
abandon use of the easement.
ACTION:
That the final nap of Fremont Pines, Tract 2379, be approv-
ed, subject to the aban€.onnent , by the owners within the
subdivision, of such _icchts as they night have, within one
year, of the existing eazemant running north and south on
the east side of the property
MOTION: Shericck; LECOt Henley; VOTE: Passed unanimously
RESOLUTIONS:

ORDINANCES:
1. Ordinance No. 56. Amending Orlinance No. 29.
The title of Ordinance No. 56 was read by the City Clerk.
ACTION:
That further reading of Ordinance #56 be waived.

ANNOUNCEMENTS:
1. Black Mountain Soil Consorvaci4 District - Councilman Henley
stated that the question has J3Tsen whether or not the Town
wishes to be included in the Conservation District. He
further stated that Mr. Dick spired would be happy to cone
before the Council and explain the background of the Black
Mountain Soil Conservation Distriot,
The Deputy Mayor requested the City Clerk to invite Mr. Garrod
to appear at the next meeting.

2. The City Attorney stated that he will be absent from the next
meeting.
