Fowle Monday, Nov- ember 30, 1959 at 7:53 F. M. at the Town Hall, 26379 W. Fremont Ave. , Los Altos Hills. ROLL CALL: PRESENT: Councilmen Bledsoe, Clayton, Henley, Sherlock, Mayor Fowle ABSENT: None Approval of Minutes was dispensed with at this time. COMMUNICATIONS: 1. Study Committee for the Third Water Level District - Reading of letter was deferred to New Business. NEW BUSINESS: 1. Flanging Commission's Recommendation on Proposed Annexation to Los Altos Hills. Resolution No. 4-59 of the Planning Commission was read by the City Clerk. Attached to the Resolution, as Exhibit "A", was the description of the area we prepared by the City Engineer. ACTION: That the Council accept the recommendation of the Planning Commission in the adoption of Resolution on No. 4-59. MOTION: Henley; SECOND: Clayton; ROLL CALL: AYES: Bledsoe, Clayton, Henley, Sherlock, Mayor Fowle NOES : None ABSENT: None The City Attorney suggested that the record state that the Coun- cil has been apprised of the fact that some of this territory in the proposed annexation does not meet the standards of zoning of the Town of Los Altos Hills. The Informal Petition, giving consent to the proposed annexation, was read by the Clerk. Names appearing on the Petition were: Mrs. F. Berry, Mrs. Elmer Filippini , Mrs. J. Sherman, Mrs. A. A. Comely, and Mrs. S. Williston. Questions were asked whether non conforming uses would be accepted, The City Attorney stated that they would be accepted as preexist- ing non conforming uses and would be subject to the Town's re- strictions of such uses. ti -2- Resolution No. 105, consenting to connencenent of proceedings, was read by the City Clerk, said resolution included the description of the proposed area to be annexed. The Mayor asked if there were ouestions or cornents from the Floor. ACTION: That reading of the description be waived. MOTION: Henley; SECOND: Sherlodk; ROLL CALL: AYES: BIedsoe , Clayton, Henley, Sherlock, Mayor Fowls NOES: None ABSENT: None ACTION: That Resolution No. 105 be adopted as read. MOTION: Bledsoe; SECOND: Sherlock; ROIL C `:LL: 4YES: Bledsoe , Clayton, Henley, Sherlock, Mayor Fowle NOES: None ABSENT: None 2. Third Water Level District - Letter, signed by L. J. Bauchau, wyn ugge, H. . . ewar , of the Study Committee, requested the Council to make an investigation in an effort to provide more ade- quate water service for Los Altos Hills. The letter requests that a survey a and cost analysis be made. Mr. Bauchau asked that the last sentence of paragraph four be amended to read, . . to establish a water system that would adequately serve the needs of the 'people ' of Los 'altos Hills. Mr. Seward explained that there are about 2200 acres in the third service zone. He cited three possibilities of securing anequate service, namely, (1) From the Purissima Hills County Water District It the cost of '$650,000, (2) To see what the Town can accomplish through an engineering survey, (3) To work out an arrangement with. Ia:.o Alto. He stated that Palo Alto is bringing an 18" water main up Page Mill Road by July of 1960. Mr. Seward further stated that iu order to receive service from the City of Palo Alto, the area would have to disincorporate from the Town and be incorporated with the City of Palo Alto. Mr. Seward stated that the savings to be gained, if the City of Palo Alto would cooperate, would be con- siderable. LL In answer to questions of engineering costs of a survey, rr. . Longnire stated he could not estimate the cost at this time. ACTION: That the City Engineer, with the assistance of Councilman -3- Henley review the question of establishing a water system to adequately serve the needs of the Town, as far as they can with- in the limits of the routine retainer of the engineering office, `, and bring a recorendation to the Council for consideration at the meeting of December 21, 1959, and that if said recommenda- tion indicates that a more detailed investigation should be in- cluded, that they, at the save time, give the Council an esti- rate of the cost of the survey. MOTION: Henley: SECOND: Sherlock; ROLL GILL: 'YES: nledsoe , Clayton, Henley, Sherlock, Mayor Fowle NOES: None ABSENT: None The Mayor asked if the Council wished to appoint a preliminary con- comittee to study the problem of forming a municipal water system, but the opinion was to wait for the Engineer's report. ANNOUNCEMENTS: 1. The City Attorney announced that the Bradley Committee will be at a meeting in Los Angeles relative to discussion of dissolution of special districts. Councilman Henley suggested that Assemblyman Bradley be invited to cone to Los Altos Hills to report on the meeting. ACTION: That the Clerk be instructed to extend an invitation to Assemblyman Bradley to come to Los :altos Hills for the pur- pose of discussing special district dissolution. MOTION: Clayton; SECOND: Henley; VOTE: Passed unanimously 2. The Mayor stated that informal petitions arc available for anyone wishing to sign in favor of the annexation. 3, The Mayor stated that the press was in error relative to 5% of persons who wished to be deleted iron the proposed annexation. Ho stated that any persons on the boundary of the proposed San Antonio Hills No. 1 annexation who wished to be deleted, could contact the Town Hall office . MEETING ADJOURNED: 8:40 1 . M.
