HomeMy WebLinkAbout28-16 RESOLUTION 28-16 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING TO APPROVE THE MANAGEMENT ANALYST I JOB DESCRIPTION AND TO AMEND THE CLASSIFICATION AND COMPENSATION PLAN WHEREAS, the Personnel Rules and Regulations and Employee Classification and' Compensation Plan documents were last comprehensively reviewed and updated in 2006 and revised in 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016; and WHEREAS, the Administrative Clerk/Technician position was added on May 21, 2015; and WHEREAS,the Administrative Clerk/Technician position is not part of a promotional series addressed as part of the 2015 Compensation Study; and WHEREAS, the Management Analyst I position was created as part of the promotional series for Administrative Clerk/Technician which was discussed and approved by the City Council during the 2016/17 budget process; and. NOW, THEREFORE, BE IT RESOLVED,by the City Council of the Town of Los Altos ,. Hills that the description of the typical duties and responsibility, training, experience and other qualifications required for said position, more particularly set forth in Exhibit A, attached, is made a part hereof, and are hereby approved and adopted. BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills hereby approve the annual salary range of said position to be from $67,666 to $90,252. DESCRIPTION Under direction,performs a variety of analyses requiring considerable technical skills and comprehensive knowledge of a particular program or financial function. II.DISTINGUISHING CHARACTERISTICS Management Analyst I—This entry level analyst position is distinguished from Administrative Clerk/Technician classification by the level of independent judgment exercised in project management and program oversight,the complexity of duties assigned, and the confidential nature of the analysis and other support provided to the executive management team. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. This position may be expected to supervise clerical or . other entry-level positions. Finance/HR Analyst I—In addition to Management Analyst I, performs complex financial analysis, supports development of compensation plan, and provides overall programmatic management. This position will be supporting both Finance and Human Resources functions. Intermediate level of understand are required in governmental accounting principles,payroll laws, and best practices in finance and human resources. III.EXAMPLES OF DUTIES Duties may include, but are not limited to, the following: Management Analyst I—In addition to Administrative Clerk/Technician duties, • Provide assistance in policy and programmatic development, analysis and implementation. • Compile and analyze data for cost-benefit analysis and feasibility study; prepare reports and make recommendations on policy and procedure, often with Town- wide impact. Resolution 28-16 Page 2 Town of Los Altos Hills Management Analyst I Job Class Specifications Proposed June 16,2016 • Prepare and manage complex contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance. • Oversee the development, administration and monitoring of the project and operating budget; prepare a variety of fiscal, administrative and management reports; prepare complex financial forecasting of expenditures and revenues. • Manage assigned programs or projects, including scheduling, planning, coordinating, supervising and presenting all work performed on assigned projects/program. • Assist in the coordination of intradepartmental and departmental activities with other Town departments and divisions, and outside agencies. • Perform related duties as assigned. Finance/HR Analyst I—in addition to Management Analyst I duties • Assist in annual financial audit and the preparation of the Financial Statements. • Assist in coordinating and monitoring the Town budget including controlling revenues and expenditures, monitoring capital project compliance with budget and contracts; prepare reports and analysis as needed. • Recommend goals and objectives; assist in the development and implementation of policies and procedures relating to accounting, auditing, budgeting and payroll activities. • Prepare employee payroll using automated data processing; perform entry and bookkeeping activities associated with payroll; file benefits reports and remit benefits payments. • Conduct research in files and records to trace sources and resolve discrepancies using independent judgment, communicate findings to public, employees, and vendors as needed. Develop, maintain, and improve filing and recordkeeping systems. • Serve as assistant to the department head concerning personnel-related issues and responsibilities; coordinates recruitment efforts; processes personnel transactions; assist with workers' compensation cases. • Administer and maintain employee and retiree benefits. QUALIFICATIONS Knowledge o£ • Word processing, data management, and document imaging programs, including but not limited to Microsoft Office Suite, Adobe Suite and other specialized databases. • Business English, spelling, punctuation, and mathematics. • Cash receipting and handling principles, and bookkeeping practices. • Project coordination, organization practices, and operating details of the Town. • Public administration, policy, and regulation. Finance/HR related: • Principles, regulations, and best practices of municipal finance,budgeting,accounting, fiscal operations, and employee relations. • General and municipal accounting and auditing principles and practices; Government Accounting Standards Board (GASB)technical guidelines. • Human Resources regulations and best practices. Education and Experience: • Bachelor degree from an accredited college or university; • Minimum of four(4) years of administrative experience in public agency o A bachelor or master degree in Public Administration or related fields may substitute for four years of experience. • Finance/HR: o Minimum of four (4) years of increasing responsibility in government accounting experience; or o Minimum of two (2) years of payroll and human resources experience and one (1) year of government accounting experience. Licenses and certifications Must possess and maintain a valid California class C driver's license and have a satisfactory driving record. Resolution 28-16 Page 4 Town of Los Altos Hills Management Analyst I Job Class Specifications Proposed June 16,2016 Physical demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop,kneel,reach,push and pull drawers open and closed to retrieve and file information. Positions in this classification occasionally lift and carry reports and records that typically weigh less than 20 pounds. Resolution 28-16 Page 5
