First Baptist Church of los Altos UP -135-62) - Request for Church Building and Appurtenant Structures. Chairman Bowler read the aprlicatiDn and letter, dated Dec. 20, 1962, from the Rev. Ralph W. Kraft, Pastor of First Baptist Church of Los ".1tos, requesting Use Permit for a church and appurtenant structures on the Louise Bortriede property on Fremont Road, Los Altos Hills. Letters, opposing the Use Permit, from the following persons wore read by the Chairman: Mr. & Mrs. Paul P'. Borg, Mr. & Mrs. M. Fasani, Mr. Lewis E. Hollander, Jr., Mr. and Mrs. T. H. Showalter, and ".`r. & Mrs. L. Templeton. Removal of property from the Town's tax roll and traffic problems were the objections. Letter,�in favor of ,grant- ing the U5e•Fermit, from Wm. T. Powell was a_i;nawledged. Of the thirty-three properties within three hundred feet (300') of the Fortriede property, there were signatures indicating no ob- jections to the granting of the Use Permit representing nine (9) properties. They are as folloos: Mr. F:. 1'rs. Arthur !.. Bubb, Ps. & Mrs. Richard D. Boyce, Mr. & Mrs. Frank J, Martin, I'r. & Mrs. George M. Evans, 19r. & Mrs. S. W. Wobber, Mr. & Mrs. Wm. S. Fowler, Cir. & Mrs. Bruce G. Bleecker, Mr. & Mrs. 'Tm. G. Pierce, Mr. Touise Fortriede, and Mr. & Mrs. Mark K. Orr. Commissioner Hawley statedthat the planning Commission has been in- structed by the City Council to work within the bounds of the Master Flan; that the percentage set aside by the Master Plan for non r,&si- dential facilities is 8% and that, at this time, the total is now 13%. He suggested that any discussion should be restricted to the Master Flan. Chairman Bowler called for comments from the 'Floor, requestin.¢ that comments be restricted to discussion of the Faster Flan. Mr. John Hart, Chairman of the Board of Deacons, commented that they were aware of the Town's Master Plan and that prior to taking an option on the Fortriede property, they had contacted the City Manager and were told that the Master Plan was to undergo some revision after which they proceeded to try to cbts.in the site. 'Ie commented further on the proposed plans for buildings to accommodate the present mem- bership and for future expansion. Chairman Bowler stated the Nester Plan is not to be revised to change the limitations of land for public use. Mr. Arthur :"i. Bubb, adjoining property owner, commented in favor of approval of the church site. Dr. 'd. D. Opie stated that he was in favor of the church site, al- though it might cost the Town more in taxes. Mr. John Lehman commented that he would be in favor of small rural type churches on small sites within walking distance from member's homes, but would not like to see large metropolitan type churches in this rural community. Correctad `1i.nutes- Jan. 3, 1963 Comments in opposition to the granting of the use Permit, on the basis that the sand would'be removed from the tax roll and additional traf- fic problems would be created, were heard from the following persons: Richard E. Dawson, Mrs. 'ldith Willi. ams, Mrs. George G. Cowie, s. Care, Jones, Gr. Kenneth, Mr. Constance Hunter, f.r. M ;ivcr, "r. -red .trassman, Mr. Laurenco Dawson. They were in favor of sup- porting the Master Flan a.s it now stands. The rublic Hearing was closed at 8:50 P. ?'.
