HomeMy WebLinkAbout04/20/1963PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING April 20, 1963 The Regular Meeting of the Planning Commission of the Town of Los Altos Hills was called to order by Chairman Melvin L. Hawley Saturday, April 20, 1963 at 8:50 A. M. at the Town Hall, 26379 Fremont Rd., Los Altos Hills, California. ROLL CALL- PRESENT: Commissioners Alter, Garbett, Hibner, Chairman Hawley ABSENT: Commissioners Mellquist, Prentice COMMUNICATIONS: None. ANNOUNCEMENTS: 1. Chairman Hawley reportedthat the Council has indicated that they wish the Planning Commission to recommend someone to fill the existing vacancy on the Commission. He requested Commissioners to submit suggestions. 2. Chairman Hawley stated that he had been informed by the Pacific Gc.s and Electric Co. that a representative; is available to discuss the matter of underground utility installation sanduse of metal poles. Upon his suggestion, a representative will be invited to attend the next meeting. NES➢! BUSINESS: 1. Change of Dates of Planning Commission Meetings. Following discussion, the dates of the meetings of the Planning Com- mission were changed from the first Thursday and the third Saturday of o -ch month to the second and fourth Monday of each month at 7:45 P, M, The next meeting will be Monday, May 12, 1963. 2. Communication Between the Planning Commission and City Council. Chairman Hawley discussed the need for better communication between the Planning Commission and the City Council, and suggested that in the ture nenoranums be forewarded to the Council informing it of recommend- ations with space for comments. MINUTES: April 4, 1963. Corrections: Page 2: Neilsen, Jack N. - Para. 1, line 1: Change the word 'requested' to 'submitted'; line 2 should read " . situated 50' from the centerline of the road." ACTION: Adopt Minutes of April 4, 1963 as corrected. MOTION: Alter; SECOND: Garbett; VOTE.: Passed unanimously -2- V%^iANCLS 1. McCann Robert E. (V-141- en63) - Request for Reduction of Setback Recuire- mor esi ence -d itron. Application for reduction of setback to sixty-three feet nine inches (63'9") from Buene Vista, a private road, was reviewed and found to be in order. There were no objections from adjoining property owners. RECOT,MENDATION: That the request of Robert E. :c0ann (V-141-63) be approved as submitted. (V-142-63) - Request for Reduction of Setback Require - mer. or esr ence dition. 1pplication for reduction of setback requirement to twenty feet (20') from the easterly property line (abutting the Spring property), was rc- viewedand found to be in order.. The proposed addition will be to the existing residence constructed to twenty feet (20') from the line. Thoro were no objections from the, adjoining property owners. RECOMMENDATION: That the request of H. E. Sccrost (V-142-(;3) be approved as submitted. MOTION: Hibner; SECOND: Alter; VOTE: Passed unanimously DIVISIONS OF LAND: 1. l9zrd-Brendel (252-63).4 lots. Engr. Jo'^.n 'a7. Riley. Relative -,a the proposed plan for location of utility poles, The Couis- sion concurred that the plan would not be acceptable. Chairman Hawley pointed out that any variance from the provisions of the Ordinance will have to be granted by the Council. During discussion of proposed plan for road. to serve seven lots, the suggestion was made that the road be improved to Tovn Standards for Private Roads and that a covenant for maintenance be worked out with the adjoining property owners who have access from Brendel Drive. Chairman Hawley offered his assistance in forming a maintenance Agree- ment. The Check List was completed and reviewed. RECOTSTNDATION: That the Tentative Map of Ward-Brendel (252-63) 4 lots be ap- proved, subject to the conditions of the Check List.. Tard-Brendel cont'd. In discussion of the map, it was pointed out that approval of a fifty foot (501) variance would be required for the existing house which would be twenty-five feet (251) from the centerline of the proposed access road. Commissioners concurred that the property is not subdividable into three lots, andsuggested that access through the Hemmeter property c:'ould ba better. The suggestion was made that the subdivider consicer a tvo-lot subdivision and/or consider a secondary residence without dividing. RECOT21ENDATION: Under the circumstances discussed and in view of the variance inherently required in the acceptance of the Tentative Snap as proposed, that the request for subdivision be denied. MOTIOSS: Alter; SECOND: Garbett; Mr. Riley asked if the Council mould look with favor on a tvro-lot sub- division. He was informed that an appeal couldbe made to the City Council. VOTE: Passed unanimously Dreessen Betty M. (244-62) 3 lots. Engr. John W. Riley. In letter of April 10, 1963, Mr. Riley requested the Plannin. Commission to consider the revised Dreessen Subdivision Map of three lots in- st,ad of four (4) lots under the provisions of Sec. III, Subsoc. 3:40 A. In his letter, he stated that it is the owne-'s intention to sell Lots 1 and 2, with existing residences, and to retain Lot 3 until such tiae as it is economically feasible to subdivide it and install roquircd im- provements. Tir. Riley explained that the owner would like to have the road im- provements waived until lot 3 is subdivi.�ed. The suggestion was made that the improvements be required along the frontage of the lots containing houses (Black Mountain and Edgerton Roads), and that improvement of the road abutting lot 3 (Edgerton Road), be waived at this time. The suggestion was made that, at such time as building permits are applied for lot 3, improvements would be called for. Mr. Rilcy pointed out that the lots containing houses could be sold without subdivision and mentioned that is inequitable to penalize the owner for merely drawing a line. The suggestion was made that the map be withdrawn; that P,Zr. Riley meet with the City Engineer to see if an equitable compromise can be reached with regard to a reasonable amount for improvement for frontage along lots 1 and 2 and the improvement to be required for lot 3 cher building permits are applied for. 11r. Isaac, Contractor, explained tae type of home to be constructed, and statad that the driveway as proposed would require a minimum amount of grading. It was requested that the City Engineer check grading plan for the drive- way. The Check List was completed and reviewed.
