Bledsoe Monday, July 7tb, 1958 at 7:45 P. M. at the Town Hall, 26379 blest Fremont Avenue, Los Altos Hills. ACTION: Adopt minutes of June 27b, 1958 as corrected. June 30Q.1958. Corrections: Page 2, Para 1: the word 'to' was left out be- tween the words 'due' and 'illness'. Page 2,. Para 8, line 3! the word 'along' was left out between the words 'running' and 'Fremont'. Line 4: the word 'connected' was mispelled. ACTION: Adopt minutes of June 30b, 1958 as corrected. ANNOUNCEMENTS: 1. League of California Cities - Dinner Meeting to be held at the Los Altos ountry Club, Los Altos Thursday, July 170, 1958 at 7:30 P. M0 The Subject to be discussed will be "Problems of Freeway and Ex- pressway Locations". Councilman Treat will attend the meeting or will ask Mr. Alan Kinkead to represent the Town at the meeting. 2. County of Santa Clara Office of the Board of Supervisors.- Letter, dated June 27m, 1958 and signed by -Wesley L. --Hubbard; Chairman of Highway Traffic Circulation Committee, forwarded the preliminary 4r reports of the Deleuw Cather and Co. study, and announced that the Committee will call a meeting with a short period of time to dis- cuss the preliminary reports, The Deputy Mayor asked that each Councilman review the reports before the Council's first meeting in August, and requested the City Clerk 7-10-58 -2 - to secure a tentative date of the meeting to.be held by the Highway and Traffic Circulation Coumittee. 3. McCandless and Jett - Copy of letter, dated June 27w, 1958 and sign- ed by Will1am . ongmeir, was in answer to the request of the Plan- ning Commission for information concerning the County's policy re- lative to roads and the improvements required where a perimeter road to a proposed subdivision is a County Road. The subdivision of Dr. Harold J. Beaver was cited as an example. Attention was also called to the the subject of required rights -of way relative to public roads in the Town, and suggested that a policy regarding the establishment of rights-of-way of major roads such as !nest Fremont, Page Mill, and El Monte -Moody Roads should be clarified before approving final maps including such roads. ACTION: That the matter of establishment of a policy for the Town with reference to widths of rights -of -ways of the Town's major roads be referred to the Town %gineer, the Planning Com- mission, and the Planning Consultant. MOTION: Treat; SECOND: Sherlock; VOTE: Passed unanimously 4. William E. Doud and Com an - Letter, dated June 12b, 1958 and sign- ed -by Raymond L. Kopf, requested the abandonment of a twenty (20) foot lane on the Doud property Located on Stonebrook Avenue. ACTION: That the matter be referred to the Planning Commission and the City Attorney. MOTION: Treat; SECOND: Sherlock; VOTE: Passed unanimously OLD BUSINESS: 1. Fremont Hills Development Com an - Road and Drainage Improvements. eferred from the meeting of June 302, 1958. Mr. John Riley, Mr. L. H. Price, and Mr. Harry Fitzpatrick were present. The report of the City Engineer, dated July 3, 1958 was submitted, consisting of two separate letters. One letter, subject being Fremont Hills Unit - Out -of -tract Drainage, gave Mr. McCandless! recommendation relative to improvement ofdrainage facilities to carry excess water from the Concepcion Avenue ditch. The other letter, dated July 3, 1958, listed work items to be completed in Tract 1848 of Fremont Hills Units #1 and #2. A letter, dated July 70, 1958 and signed by Harry Fitzpatrick, stated two proposals that Fremont Hills Development Company would be willing to agree to. 7010-58 -3 - Mr. Riley displayed and explained a reproduction of a Coast Geodetic ' Survey Map showing the contribution of water in the watershed of which Fremont Hills subdivision is a part. After discussion and various proposals, the following action was taken. ACTION: That the report of the Town Engineer, dated July 3, 1958, in the matter of Fremont Hills Development Oompany out -,of -tract drainage be approved, and that the 30/36 inch pipeline re- quired is to be installed, and one (1) 4'x6' concrete box cul- vert under West Fremont Avenue in front of Unit #1 to be con- structed, with a refunding agreement to be arrived at to spread this cost among the other land owners or developers in the watershed when their land is subdivided. MOTION: Treat; SECOND: Bledsoe; ROLL CALL: :AYES: Sherlock, Treat, Deputy Mayor Bledsoe NOES: None ABS1, T: Clayton, Mayor Fowle 2. Traffic Survey Report - Edith -West Fremont, Altos -Burke, and Burke - Chapin Intersections, The report was deferred. NEW BUSINESS: T. J. Pacchetti Division of Two Lots - Petition by -Engineer L. G. Brian or re ie rom storm- drainage re-qu rements. Mr. John Riley represented Mr. Pacchetti. The City Clerk explained that the City Engineer recommends that the subdivider meet the requirement of the Flood Control District. Mr. Riley requested that some relief be provided in the form of a per lot fee, stating that the estimated cost of storm drainage would be a - about $3000 which is out of proportion to the value of the two lot sub- division. Divisions of Land: a) Duveneck, Francis (101-58_) 5 lots. Engr. Nolte. Final Map. b) c) d) 7-10-58 Letter, dated June 252; 1958, was read regarding the Duveneck property relative to the Planning Commission's asking Mar. Duv- eneck to dedicate a right-of-way which would include land over an easement held by Mr. Bledsoe for the purpose of a pipeline and a well. Deputy Mayor Bledsoe stated that as an interested party,.he would abstain from voting, but due to the lack of a quorum this was impossible, so the the following action was taken. ACTION:, That the Council approve the Duveneck subdivision, tract #2102, with the stipulation that the location of Peck Road be considered at the next meeting of the Council, July 21st, 1958. The City Clerk explained that all agency approvals had been re- ceived, but approval had not been given by Purissima Hills County 'Water District relative to water supply as required by the County Health Department. ACTION: That approval of the Knupfer map (107-58) 2 lots be with- held until receipt of letter from the Purissima Hills County Water District that they will make a connection. MOTION: Treat; SECOND: Sherlock; VOTE: Passed unanimously McNamara, R. G. (108-58) 2 lots. Engr. Reinoehl. "Tentative Map. ACTION: That the tentative map of R. G. McNamara (108-58) 2 lots be approved subject to the conditions specified by the Planning Commission. MOTION: Sherlock; SECOND: Treat; VOTE: Passed unanimously Howe, R. C. (105--�8) 2 lots. t ve—Map . ACTION: That the tentative map of Sylvester Andriano (113-58) 2 lots be referred back to the Planning Commission with the re- quest that the thirty (30) foot entrance become a part of parcel #2. MOTION: Sherlock; SECOND: Treat; VOTE: Passed unanimously Note: It has been the policy on such parcels not to landlock them so far as future development is concerned. f) Mandoli. Tenta- tive Map, The conditions of approval of the Fire Distric and Santa Clara County Health Department were read. Due to the requirement of dedication of 50' right-of-way Along the creek by the Flood Control District, there was a question of whether or not lot #12 would meet the acreage requirement. Commissioner Spain stated that the Planning Commission had dis- cussed the possible elimination of Lot #12. ACTION: That the Dr. Harold J. Beaver tentative map (100-58) 24 lots be approved, subject to the conditions of the Plan- ning Commission and other agencies with the stipulation that if the dedication of road right-of-way and creek right-of-way reduces the net size of lot #12 below one (1) acre, the common property line between lots #12 and #12 may be moved to reduce lot #13 to 1.00 scree, and that if necessary the c: -eek dedication be reduced to not less than forty (40) feet with the extra ten (10) feet becoming an excessive easement for Santa Clara Flood Control. MOTION; Sherlock; SECOND: Treat; VOTE: Passed unanimously RESOLUTIONS: 1. Resolutiong - Substituting Robin A. Faisant for Gardner Bullis Tnthe Peary vs. Town of Los Altos Hills. 7-10-58 M ..�jr Resolution #69 was read by Councilman Treat. ACTION: That Resolution ;#69 be adopted as read. MOTION: Treat; SECOND: Sherlock; VOTS: Passed unanimously WARRANTS: Bills in the amount of $1455.93 were presented for payment by Councilman Treat. ACTION: That the bills in the amount of $1455.93 be approved for payment, and that the City Clerk be authorized to draw the appropriate warrants.
