May 19t, 1958
The meeting was called to order by Mayor John M. Towle Monday, May 192,
1958 at 7:57 F. M. at the Town call, 26379 'Jest Fremont Avenue, Los
Altos Hills.
ROLL CALL: PRrSENT: Bledsoe, Clayton, Rothwell, Treat, Mayor Towle

Corrections: rage 1, last para. The word 'tank' was left
out. 'jhould read 'septic tank problem'.
Page 2, 4t para., 4t line. Should read 'build-
ing permit can be granted', etc.

ACTION:
Adopt minutes of May 5%, 1958 with correction.
OLD BUSINESS:
1, Los Altos Area Recreation rro ram. Letter, dated T?ay 120, 1958
from Fayor Irving L. Atki,son, was read stating the recommendations
for an interim one year recreational program for the Los Altos area,
and requesting that the City Council state its intentions as to
participation in the program.
Following a discussion, the Vayor asked Commissioner Williams to ap-
point two members of the Planning Commission to work with Council-
man Treat to ascertain the facts regarding the program.
2. Freeway. Comments, submitted by the ^reeway Committee, dated May 19,
1958, and read by Councilman Rothwell, suggested that r. brief be Sdh.!
witted to the Highway Commission requesting that the rorting of the
freeway between Stanford and Simla Junction be restudied.
City Attorney Bullis disagreed with the Council, and very strongly
stated his objections, being that the Town should "go down with the
flag flying in a final effort to keep the freeway out of the Town
of Los Altos Hills",
letter was read from David Packard, rresident of Board of Trust-
ees of Stanford University an,' dated May 170, 1958 which stated,
"The University would expect to make no recommendation on the
route after it leaves University property either to the north or
11. to the south as long as the routes on the adjacent properties are
not inconsistent with the "C-4 or "C-5" - "C" routes across
Stanford University 7 rorerty.

It was pointed out that the Jighway Commission and Engineers had
led the public to }elieve that if the freeway crosses Stanford on
fr` the C5 route, it wculd have to take the "C" route through Los Altos
Hills; that the Engineers did not present other alternate routes
that could connect with the C5 route.
It was the concensus of the Council that the freeway should move
to the railroad right of way as soon as possible after leaving the
Stanford property, and that more study should be given to the pro-
posed 6 -lane expressway.
Comments and opinions were expressed by Mr. Cathcart, Mr. Sam Beard,
Mr. Lincoln, Commissioners Spain, 14illiams, Mr. 11illiam Geer, Mr.
Henry Chace, and Mr. Gordon .3 stice.
Concurring that in unaminity, there is strength, 11r. Gordon Eustice,
Mr. Henry Chace, and I11r. William Geer pledged to be signatories to
the brief, representing the Foothill Property Owners Association,
the Greater Los altos Association, and the Los Altos Hills Asso-
ciation, respectively. Other associations and communities will be
asked to sign the brief.
ACTION:
That a committee be appointed by the Mayor to draft a brief
to be presented to the Highway Commission; that in the pre-
paration of the brief, these communities and associations
be invited to associate themselves with Los Altos Hills in
its presentation.
MOTION: Rothwell; SECOND: Treat; VOTE: Passed unanimously
A Special Meeti, will be called to take action on the brief.
NEW BUSINESS:
1. Variances:
a) Szeke1- ,_ jL:?.-_1 (V-26 58) - Reduction of rear setback to 201.
ApprovalFreco mended by ilanning Commission April 19t, 1958.
ACTION:
That the Council approve the variance of Ivan Szekely
(V--26-58) for a reduction of rear setback to 20', follow-
ing the recommendation of the Planning Commission of
npril 19, 1958.
MOTION: Bledsoe; S!WOND: Treat; VOTE: Passed unanimously
b) John W. Barlow (V-28-58) - Reduction of rear setback to 12'.

ACTION:
That the variance of John W. Barlow (V-28-58) be approved,
authorizing a rear setback to 12' as recommended by the
Planning Commission April 190, 1958.

2. Plans for Paths for Pedestrians and T, uestrians - Mrs. Irma
Goldsmith.
hrs. Goldsmith, Chairman of Town Faths Committee of the Los Altos
Hills ,'association, appealed to the City Council to consider having
a portion of the road right of way designated as paths for the use
of pedestrians and equestrians. She also requested that the Coun-
cil consider the installation of caution signs at the Town's en-
trances to protect pedestrians and equestrians.
rrs. Goldsmith presented letters from the California !automobile
Association and Lt. Fitch of the California Highway Patrol stating
that pedestrians and equestrians using rural roads, not properly
signed, do so at their own risk. She also presented a letter from
the City Attorney in which he cited Section 562 of the California
Vehicle Code.
Comsents were heard from Commission' Spain, riellquist, and Williams
regarding recommendations made by the T'lanning Commission relating
to the requirement p�paths in the consideration of subdivisions.
The proposal was referred to Councilman Clayton and his Road Com-
mittee for further study and a future recommendation.
3. Resolution -�'-66 - getting dates of regular meetings of the City
ounci .
The resolution was read in its entirety by the City Clerk.
ACTION:
That Resolution ro6 be adopted as read.

4. Warrants - Bills mere,presented for payment in the amount of
32543.42.
ACTION:
That bills, in the amount of $2543.42, be approved for
payment and that the City Clerk be authorized to draw the
4W appropriate warrants.

5. Grading Ordinance - Commissioner Spain, representing the Planning
Commission, appealed to the City Council to consider passing an
emergency ordinance to control grading and excavating in the Town.
The Mayor asked Commissioner Spain to work with the City Attorney
in the preparation of an ordinance to be presented at the meeting
of June 2, 1958•
