The meeting of the City Council of the Town of Los Altos Hills was
called to order by Tlayor John Ti. Fowle Monday, April 28th, 1958 at
7:47 F. M. at the Town Hall, 26379 West Fremont Avenue, Los Altos Hills.
ROLL CALL: FRESENT: Bledsoe, Clayton, Treat, Mayor Fowle
ABSENT: Rothwell
MINUTES_: April 14b and l5t, 1958.
ACTION:
That the minutes of April 14th and 15th, 1958 be adopted
as submitted.
ANNOUNCEMENTS:
1. County of of Santa Clara, Office of the Board of Supervisors - Letter,
anted April 252, 1958, announced that a meeting of the City Select-
ion Committee will be held Monday, May 12th, 1958 at 2:15 F. M. at
the Board of Supervisors Chambers, Forth 'a'irst and Rosa Streets in
San Jose.
Noted.
2. City of Los Altos - Letter, dated April 25t, noting a meeting to be
Field Friday,`lay, 2nd, 1958 at 8:00 1. M. in the Council Chambers
of the Los Altos City Hall on the formation of Los Utos Area
recreation commission.
Noted.
3. Division of izighways - Letter, dated April 22nd, 1958 and signed
y B. W. Booker, Assistant (tate Highway Engineer, announced that
there will be a meeting in the Covington School in Los Altos, con-
ducted by the City of Los Altos, on April 30b, 1958 at 8:00 F. M.
to acquaint interested persons with the recommendation for the
Junipero Serra Freeway route and the reasons for that recommenda-
tion.
Noted.
4. Planning Commission_ - Letter, dated April 28th, 1958 and signed by
Mrs. aril iams, Chairman of the Planning Commission, informed
the Council of the resignation of James H. Stedman, who was also
Chairman of the Nap Committee.

5. Freeway Committee - The Va-7or announced that Mr. Alan Kinkead has
been appointed Chairman of she Committee and that new members of
the Committee are Councilman :�idney I% Treat and Planning Commis-
sioner Hart H. Tantau.
6. Adobe Creek Lodge - Councilman Bledsoe stated that after eonsulta-
tiion-with theLCity Attorney, he suggests that the City Attorney be
directed to send a letter to the owners of -.dobe Creek Lodge along
the lines of a draft which he presented.
ACTION:
That the City Council direct the City Attorney to send such
a letter to the owner of adobe Creek Lodge.

C,uestions and comments were heard from members of the audience.
There were many questions asked among which were relative to where
the members of the Freeway Committee live, how many houses would be
destroyed in the "C -b" route as opposed to the "C" route, traffic
to and from the Freeway--comraring the two routes, commercializing
resulting from the 'Freeway, separation of the Town b -j the "C" route,
whether traffic surveys have been made in determining which route
would be best, and the problem of access road, frontage road, over-
passes and underpasses.
Commissioner Nellquist read the report of the rlanning Commission,
after which he stated that he had some personal comments to make.
He stated that the most efficient place for the Freeway is along
the railroad right of way, and that the Otate Highway Department
has recommended the foothill route. He pointed out five factors
to be considered.

1. Traffic efficiency, which is user benefit - how far you can
go from a point on a trip.(Shorter on the railroad route).
The Freeway should be of service to the community and should
be plain for many years ahead. The area will be far better
served if the Freeway is situated in a heavily populated area
The Freeway situated near the railroad right of way may e-
liminate the need for an expressway with an `SEI Camino" type
of stoplight development. The traffic flow would be uninter-
rupted.

2. Tatter of Land use. Proper future use of land and the
established previous use of land should be considered.

3. Matter of injury to property owners or cost to the State
of acquiring the right of way.
4. The esthetic value. The route through the hills is not
desireable because of the scarring of the hills and spoil-
ing of the landscape,
5. The cost of the Freeway.
The State Highway Department is opposed to the "B -C" route and
opposition to this route has been expressed by Stanford University,
by the City of Los !altos, and the Board of Supervisors of the
County of Santa Clara. The "C" route is recommended by the State.
The Town must state its views for a plan, the most efficient plan
being where it will do the least injury to property owners.
Comments and opinions were expressed regarding the reports of the
Freeway Committee and the Planning Commission.
It was suggested that the comments of Mr. Piellquist and the report
of the ?Tanning Commission should be considered in preference to
the report of the Freeway.Committee.
It was stated that the Freeway Committee's report was not impartial.
The Mayor stated that the Committee had brought in the recommend-
ation as instructed.
Opinions were expressed regarding just what stand the Council
should take.
It was noted that the proposed "C -b" route recommended by the
Freeway Ccmmittee and the proposed "B -C" route recommended by the
Planning Commission were two different routes.
Mr. Kinkead was asked to secure more data regarding the "B -C" route.
The Mayor stated that he would like the Council to consider the
report of the Planning Commission and. evaluate the opinions and
comments of the townspeople before making any decision. He stated
that the Town had gone record as opposing the "C" route a year ago.
Councilman Treat and Mr. William Geer were appointed to prepare
the presentation for the hearing on be held with the Highway Com-
mission on F"ay 71b, 1958, and to represent the Town at this hearing.
Suggestion was made teat Mr. Kinkead be appointed to serve on the
Committee. P'_r. Kinkead declined.
4 Councilman Clayton stated that the Town, in opposing the "C" route,
should be able to point out the disadvantages, and that the de-
cision should lay the ground work for a bargaining position.

The Mayor suggested that the Committee lay out a program to be

The discussion of whether to accept the "B -C" route or the "C"
route ended with the Tla7,or suggesting that the Council postpone
any decision and to have an adjourned meeting Tuesday, April 290,
1958 at ?:45 F. 11. at the Town Hall to .further discuss the matter.

Mr. Pierce, Mr. George Bayes, Mr. George Evans, Mr. Doak,
Mr. Creasey, Mr. William Geer, Mr. F. 11. Smith, Mr. Joe Smith,
Mr. R. Hagness, Mrs. G. Sugden, Commissioners R. Dawson, Hart.

2. Road Improvements Fremont Hills - Report of Committee.
Councilman Treat gave the recommendation of the Committee.
ACTION:
That the Council approve the recommendation of the Committee,
stating that Fremont dills improve contiguous roads in all
Units as outlined by the City Engineer's letter of April 40,
1958.
MOTION: Treat; SECOND: Bledsoe; VOTE: Passed unanimously
3. Proposed Schedule for Engineering Services - City Engineer.
Letter, dated April 19t, 1958 from City Fngineer Charles S.
McCandless, was read by the City Clerk. The letter set forth a
proposal for engineering services to be provided the Town in the
future, by a newly added member to the Staff of McCandless tl Jett,
Mr. William Longmier, engineer.
Comments were made by I°ir. ?IcCandless relative to the services to
be offered and in comparison with the previous arrangement.
Mr. Longmier was introduced by Mr. IicCandless.

4. Planning Commission Vacancy - Appointment.
Letter, dated April 28tb, 195& from the Planning Commission, was
read which requested that the Council appoint Mr. George Hayes to

5. Divisions of Land:

The City Clerk presented the maps and stated that all agencies had
approved the map, and that all fees have been paid. He also stated
that the map has been recorded as a Record of Survey, but that this
was done prior to Council approval,
ACTION:
That the Council approve the recommendation of the Planning
Commission of August 17t, 1957 of the Record of Survey of
Harriet J. Eliel (89-57) 2 lots.
MOTION: Bledsoe; SECOND: Clayton; VOTE: Passed unanimously
6. Warrants: Bills presented for payment in the amount of $783.35•
ACTION:
That the Council approve the bills, in the amount of $783.35,
for payment, and that the City Clerk be authorized to draw
the appropriate warrants to cover.
