The meeting of the City Council was called to order by Mayor Sidney
W. Treat Monday., March 31st, 1958 at 7:45 P. M. at the Town Hall,.
26379 West Fremont Avenue, Los Altos Hills.
ROLL CALL: PRESENT: Fowle, Hoefler, Mayor Treat
ABSENT: Bledsoe, Rothwell

ACTION:
Adopt minutes of March 170, 1958 as presented.

2. Paul Mason - Letter dated March 27, 1958 acknowledging receipt of
Te£fer M resolution, sent to Governor Knight, relating to the
assessments of agricultural lands.
Noted.
3. Bea Area Air Pollution Control District - Minutes of meeting of

The legality of the burning of twigs, etc. in the agriculture areas
was discussed. - .
Councilman Bledsoe arrived at this time.
4. Buildi De artment Activity Report for March 1958. The report

5. Planning Commission Meet i�n,,g - Announcement of the meeting to be
nerd Thursday, pr l_3rd, 1958 at 7:30 P. M. was made by the Mayor,
The Mayor mentioned that a school site on Page Mill Road for the
Palo Alto School District would be discussed.

AW 1. Town Entrance Si s - The City Clerk reported that installation of
s ae a 'Be n, ma a at all. entrances to the Town with the exception
of two, and that they are expected to be installed by the end of
the week.
A complete estimate of the cost of the signs has not been made.
NEW BUSINESS:
1. Proclamation for "Law Day--U.S.A." - Suggested by the American Bar
Association, anW submitted by the City Attorney.
The Proclamation was read by the Mayor.
ACTION:
That the Mayor be authorized to proclaim May lst, 1958 as
"Law Day--U.S.A." in the Town of Los Altos Hills,

2. Freewgy-
Councilman Fowle requested that he have the authority to reactivate
the Freeway'Committee, having not over five (5) members. He gave
two reasons for making this request, (1) to continue working to
keep the Freeway out of the Hills, and (2) to act as an advisory
group to the Council on the negotiations as they come up from time
to time.
Councilman Fowle stated that a letter had been sent to G. T. McCoy
requesting a copy of his report relative to his recommendation for
the proposed Junipero Serra Freeway.
Mr. James B. Zischke, President of the Los Altos Hills Association,
read a letter which was addressed to the City Council regarding the
location of the proposed Freeway, and presented questions of im-
portance to be considered by residents of the Town. The pledged
support of the Association was also given in the letter.
An attached bulletin, dated March 300, 1958, was read which was
relative to the Freec�y and urged the townspeople to maintain a
united community by voting to remain incorporated.
46, Opinions were expressed by members of the Council.
Councilman Hoefler stated that action must be taken quickly and
that the caucus of the Council should make a firm statement of'what
the Town will do.

Councilman Bledsoe stated that the Town should Meke a- staterment
regarding access roads, clover leafs, etc* in regard to having the
Freeway going through the Town. He also.stated that the Town has
a legal right to refuse to enter into any agreement with the
Freeway Committee.
The question of a re -poll of the Town regarding access roads to
the Freeway was put to Mr. Zischke, who stated that in his opinion
the people were against having such roads.
Councilman Hoefler stated that he was in favor of a resolution
being passed stating the Town's stand on the matter. .
A recommendation was made that the Town of Los Altos Hills go on
record as opposing all access roads in the corporate limits of the
Town.
The Freeway Committee will report at the next meeting.
Mr. George Evans was present and was asked to serve on the Free-
way Committee. He accepted.
3. Warrants: Bills were presented for payment in the amount of

ACTION:
That the bills be approved for payment and the City Clerk be
authorized to draw the appropriate warrants.

4. Variances:
a) Jg P_. Cam (V-22-58). Conditional Exception for.Undersized
Lot. Approval recommended by Planning Commission at its meet-
ing of 3-22-58.
ACTION:
That the variance of John D. Cassel (V-22-58) be approved
as outlined in she Planning Commission approval.

b) Nast P. Cole - (V.-23-58), Reduction of Front Setback to 65',

ACTION:
That the variance of Nat P. Cole (V-23-58) reduction of '
front setback to sixty five feet be approved as recommended
by,the Planning Commission.
MOTION: Hoefler; SECOND: Powle; VOTE: Passed unanimously
5. My of Egos Altos Hills " The new wallas presented.
The possibility of reproducing maps was discussed. The City Clerk
will make an investigation to determine the cost of reproducing
the map in a reduced size.
6. Zonias Ordinance - The Council agreed to postpone the Study Session
scheduled to follow this meeting.
The procedure being followed regarding the proposed draft of the
Zoning Ordinance was discussed.
The City Attorney was asked his opinion regarding Study Sessions
being held by the City Council at this time. Mr. Bullis stated
that Study Sessions held by the Council at this time are in order,
and that after these sessions, the draft should be referred back
to the Planning Commission for study, revision, wpublic hearing,
and then be referred again to the Council where it will again be
studied and a public hearing held before final adoption.
Questions were raised, with reference to being incorporated into
the draft, regarding agricultural areas, provisions for parkways,
and noise restriction; Mentioned also was the possibility of
certain sections of the Town being zoned for two or three acre sites,
Mr. George Evans was asked to bring to the next meeting $L dissert-
ation on landscaping and parkways.
Mr. Pfeiffer suggested that the Town consider giving some relief
on taxes on certain agricultural areas in the Town.
