Treat, Monday, Feb- ruary 170, 1958 at 7:50 P.. M. at the Town Hall$ 26379 West Fremont, Los Altos Hills. ROLL CALL: PRESENT: Councilmen Bledsoe, Fowle, Hoefler, Mayor Treat ABSENT: Councilman Rothwell MINUTES: February Ird, 1=. ACTION: CORRESPONDENCE: Adopt minutes of February 3rd, 1958 as presented. 1. PlannjM Commission: Letter, dated February 12b, 19589 regarding Fremont H `s`Zountry Club site plan. Deferred to Old Business. 2. Home Improvement Council of the Greater Brag Ar eg: Letter, dated February 14th, 1158, announcing the establishment of an organization of contractors to assist the public in the problems of home im- provements and remodeling. Filed: 3. Donelson L. Berger: Letter,..dated February 6th, 1958, regarding the amount of run-off from the Fremont Hills Subdivision and the Fowle property caused by the recent heavy rains. The letter will be referred to the City Attorney. The City Clerk was instructed to advise Mr. Berger that the Town is aware of the situation, and that steps are being taken to cor- rect this undue amount of run-off. REPORTS: 1. Conference with Crist Peters & Donk - Mayor Treat. The Mayor reported that the conference was held Saturday, February 14th, 1958. Mr. Peters, Mayor Treat, Councilmen Bledsoe and Fowle, and Attorney Bullis were present. It was noted -that the clients of Crist Peters & Donegan do not or wish to brio a suit against the Town, but merely want to have ++ Ordinance.: #59 clarified. The City Engineer and the Fremont Hills Development Company's En- gineers will confer before any further action is taken. 2-19-58 F 41 _2- 2. Entrance Signs for the Town - City Clerk. The City Clerk quoted a type of enamel sign, "`p (redwood) type of sign and to install. ACTION: prices for the purchase and installation of and also presented sketches of a wooden which would be less expensive to construct That the City Clerk be instructed to proceed with securing the required number of entrance signs, and that the design #1, as submittedt be used. MOTION: Hoefler; SECOND: Fowle; VOTE: Passed unanimously NEW BUSINESS: 1. Petition for Di,sincorporation of the Town of Los Altos Hills. The City Clerk, Paul W. Salfen, at this time presented to the Council a Petition purporting to have been signed by electors of the Town of Los Altos Hills and requesting that -an election be cal'ied upon the question as to whether or not the Town of Los Altos Hills Dis-incorporate. Mr. Salfen reported that he had checked the signatures and had determined that there were ade- quate signatures, properly addressed and dated for more than twenty per cent of the qualified electors for the last general state election held within the Town of Los Altos Hills and the Petition was sufficient and adequate as provided by the Govern- ment Code of the State of California. Thereupon the City Council examined said Petition and the following Resolution was offered by Councilman Bledsoe: WHEREAS there has been presented to the City Council of the Town of Los Altos Hills a Petition of electors of said City re- questing a Special Election be called as to whether or not the Town of Los Altos Hills should dis-incorporate as a Sixth Class City of the State of California, and WHEREAS the City Clerk has reported that the signatures thereon are adequate in form and number and whereas the City Council has examined said Petition, NOV THEREFORE BE IT RESOLVED that the City Council finds the Petition of the Electors of the Town of Los Altos Hills to have been signed by the required number of electors and that the Petition is in all respects adequate and sufficient and valid; further that the City Council of the Town of Los Altos Hills hereby accepts such Petition and in accordance therewith calls a Special Election to be held concurrently with the General City Election on the 6b day of April 1958 and at which time the voters of the Town of Los Altos Hills shall vote and determine whether or not the Town of Los Altos Hills shall dis-incorporate; 2-19 -�3.. further that the officers and em loyees of the City shall publish notice of such election in the tos Altos News in accordance with the provisions of the Government 064e and shall provide in all other ways for such Special, Eiection, ACtI ON.: _ .'.. . that the foregoing Resolution be adopted, MOTIONi Bledsoe; SECOND: Fowie ACTION: That the Resolution be amended to reads further that the officers and employees of the City shall post in three public places in the Town of Los Altos Hills which have heretofore been established notice of such election in aecordance,with the provisions of the Government Code and shall provide in all other ways for such Special Election. Bleetion - Town of Los Altos Hills, The City Clerk presented a panel of Election Officers for the Election to be held April 82, 1958. ACTION: That the panel of Election Officers be approved as submitted by the'City Clerk and that the siX (6) precincts of the Town be combined into one (1) precinct for the coning Ea,-ction, April 82 9 1958 and that the. Kirkpatrick (87-57) 1 lot be approved and that the City Clerk be instructed to collect all necessary fees before building permit is issued. Site Plan #41 as recommended by the Planning Commission, was dis- cussed by the Council. ACTION: That site Plan #4 of the Fremont Hills Country Club, with the recommendations as submitted by the Planning Commission, be approved. MOTION: Bledsoe; SECOND: Hoefler; Mr. Belenky commented on the placement of the stables and the pro- posed parking area. Commissioner Williams, Cha -firman of the Planning Commission stated that the terms of two cozmiss:ioners will expire on March 143, 1958 -- Omar N. Spain and Thomas Sherlock. Also, attention was called to the existing vacancy. Noted. 44, 3. Freew,� - Councilman Fowle. Councilman Fowle reported that he had attended the conference held in San Francisco on February 11t, 1958. He stated that opinions 2-19-58 0 ..5«. were oxchangedt but nothing coxicrete was' decided. 4. Los Altos Community Recreation Program - Program pftposal as dis-- oussed-in:meeting:of January 22nd, 1958. Councilman Hoefler submitted a letter from the City of Los Altos and an outline of the proposed recreation district in which the Town of Los Altos Hills is asked to participate. Further discussion was deferred at this time.. 5. Paul W. Salfen and Clairton J. Smith - Confirnation of appointments, ACTION: That Paul W. Salfen, presently serving as Acting City Clerk, be appointed permanent City Clerk and Building Inspector; also that.,.tha vermanpnt appointment of Clayton J. Smith, presently serving as Acting Deputy City Clerk and Acting Assistant Building Inspector, be confirmed as Deputy City Clerk and Assistant Building jAspector. MOTION.: Mayor Treat; SECOND Hoefler; VOTE: Passed unanimously ORDINANCES: 1. Ordinance M - Subdivision Ordinance. Final reading. Mr. Fred Gutt questioned Section 5:10, subsection "C". It was agreed that no changes be made in the Ordinance, The City Clerk read,the title of Ordinance #35• ACTION: That further reading of Ordinance #35 be waived.
