Treat, Monday, February 3rd, 1958 at 7:50 P. M. at the Town Hall, 26379 West Fremont, Los Altos Hills. ROLL 2QL: PRESENT: Councilmen Hoefler, Rothwell, Mayor Treat ABSENT:, Councilmen Fowle, Bledsoe MINUTES: Jp-ta= 2069 2M. Corrections: Page 6: Meeting was adjourned at 10:05 P. M. Next Regular Meeting: February 3rd, 1958. Reference to the Public Meeting, January 27, 1958 should be deleted. ACTION.- Adopt CTION:Adopt minutes of January 202, 1958 as corrected. Januaa 3 00,, 12L8. Adopt minutes of January 30%, 1958 as presented. CORRESPONDENCE: 1. Division of Hi hwa s: Letter dated January 23rd, 1958 addressed Milman oowwleregarding State legislation relating to the construction of access roads leading to freeways,. Letter was. signed by R. A. Hayler, District Engineer. Discussion was deferred until further study -has-been made-. 2. Los Altos ��zs Fire Protection District: Letter dated January 2W, 1 gn4e�by ire ChieY sett sighting certain re,- commendat ont relating to divisions of land, including road widths, street 3'', lengths and- widths of cul-de-sacs, and standards for water supply. Action deferred. 3. Crist, Peters.& Done an: Letter dated January 296, 1958 and signed by liF ­Ters, stated that said firm has been retained by William Cusack Cornish & Carey and the Fremont Hills Development Company to brief the'law relating to the constitutionality of Ordinance #39, and requesting a conference be field with City Officials. -2 - The City Clerk was instructed to advise Mr. Peters that the City Council will meet with him to discuss the provisions of Orai.nance 1W #39. The question was raised by Councilman Rothwell as to whether an offer had been made by the Fremont Hills Development . Company in regard to the recommendations of the Road and Drainage Fees Com- mittee as set forth in the meeting of January 20t, 1958. The City Clerk reported that there had been no communication received to date. ACTION: That a letter be addressed to the Fremont Hills Development Company, indicating to them that the Council had anticipated receiving from them a definite proposal for peripheral roads, as required under Ordinance #39. In view of the fact that the proposal has not reached the Council, the Council requests that the proposal be presented to the City Council prior to the next meeting in order that the recommendations of the Road and Drain- age Fees Committee may be acted upon and put into effect. Santa Clara County Intel ci.•ty Council: Notice of meeting and dinner to be held onursday,'January 62, 1958 at The Berry Farm, 2825 E1 Camino Real at 7 P. M. The topic of discussion will be "Metropolitan Government". The City Clerk was instructed to arrange for a representative to attend. �. CitZ Attorney Bullis: Letter in answer to request made at the meeting o anuary 2021 1958 with regard to investigating the assessments made against agricultural lands contiguous to resi- dential areas within the Town of Los Altos Hills, and the steps that the Town could take, if any. No action was taken; the letter will be reforred to Councilman Bledsoe. s REPORTS: r �w iA Oest Fremont Traffic Surva - California State Automobile Associatio- AV engineer. Mr. Graver, of the California State Automobile Association, gave a r wime of the report which had previously been received by the City Clerk. He read portions of the report and explained certain sections, and answered questions put to him by the Council. It was agreed that no action be taken until further study has been made. The City Clerk was instructed to write a letter of appreciation to the California Automobile Association for their assistance in making the survey. 2. Bre Post Office - City Clerk. The City Clerk reported that a branch post office can be establish- ed and maintained in the"Town of Los Altos Hills. Resolution #60 was presented and read by the City Clerk. ACTION: That Resolution #60 be adopted. MOTION: Rothwell; SECOND: Mayor:Treat ROLL CALL: AYE'S: Hoefler, Rothwell, Mayor Treat NOES: None ABSENT: Fowle, Bledsoe OLD BUSINESS: 1, Entrance Signs for the Town. Councilman Rothwell suggested that the Town puRhase s1`gns anff have them installed within one month. The City Clerk was instructed to contact the California State Automobile Association regarding the type of signs which may be secured, the cost of same, and report to the Council at the next meeting. NEW BUSINESS: 1. Divisions of Land: E. C. Com (94--57) one lot. Engr. Wolff. 14, All fees have been paid, and all agencies have approved this subdivision. ...4 - ACTION., That the one (1) lot subdivision of E, C. Cooley (9457) be approved. MOTION: Hoefler; SECOND: Rothwell; VOTE: Passed unanimously ORDINANCES;- 1. RDINANCES:1. Ordinance Subdivision Ordinance. A question was raised by Mr. Fred Gutt regarding Section 1:20. ACTION: That Section 1:20 of Ordinance x#35 be amended in its fifth line to read "held to be the minimum requirements etc." MOTION: Rothwell; SECOND: Hoefler; ROLL CALL: AYES: Councilmen Hoefler, Rothwell, Mayor Treat NOES: None ABSENT: Councilmen Bledsoe, Fowle 2. Ordinance ff42 Billboards and Signs. Letter was read from Mr. William Geer, President of the Los Altos Hills Association presenting a resolution by the Association re- garding Ordinance ##42. It was agreed that the adoption of this Ordinance be deferred pend- ing further study of the Ordinance, and consultation with the City Attorney, Mr. Geer, and Mr. Evans in regard to freeway landscaping as related to the State OutdoorAdvertising Act. 3. Ordinance #+ - First Reading. Repealing, Ordinance #41 and amend- ng�aancet#39. The City Clerk read the title of Ordinance ##43. ACTION - That further reading of Ordinance ;x`43 be waived. 171TION: Rothwell; SECOND: Hoefler; ROLL CALL: AYES: Councilmen Hoefler, Rothwell, Mayor Treat NOES: None ABSENT: Councilmen Bledsoe, Powle M r5 - WARRANTS; Bills in the amount of 3804:?0 were presented for payment. ACTION: That the Council approve for payment$ bills in the amount of $804.70 and the City Clerk be authorized to drag the appropriate warrants. MOTION: Rothwell;, SECOND: Hoefler ROLL CALL: AYES: Councilmen Hoefler$ Rothwell, Mayor Treat NOES: None ABSENT: Councilmen Bledsoe, Fowle Civil Defense - A letter was read by Mayor Treat from the Civil e ease V`epartment suggesting that a committee be organized in the Town for civil defense. It was noted that Ordinance x#26 establishes such a committee with the Mayor as Chairman. ROW, Mr. Martin Taaffe reported that the roads in the Town are in g oa"condition considering the recent heavy rains. He stated that continuous checks are made during and after the rains. The Council commended Mr. Taaffe on the fine job he is doing in regard to maintenance of the Town's roads. MEETING ADJOURNED: 11:05 P.
